3.1 Introduction of New Employees (File # 700-10): Associate Planner Laura J.
Karaboghosian, Sgt. George Lytle, and Administrative Analyst Lynn Harrington
3.2 Acceptance of Grant from the Altamont Cruisers (File # 150-70)
The Altamont Cruisers has donated $2,500 to Dublin Police Services in order to conduct a
child safety fair in conjunction with the Dublin Unified School District on Saturday, May 19,
2007.
STAFF RECOMMENDATION: Accept Grant, approve Budget Change and direct Staff to
formally acknowledge donor, and use funds toward the Child Safety Fair.
3.3 Acceptance of Donation from Anthony & Angela Bilich Family and Preferred Financial
(File # 150-70)
Anthony and Angela Bilich and family, who own and operate Preferred Financial Mortgage
Brokerage have donated $1,000 to Dublin Police Services. They have requested that the
funds be used for the youth of Dublin. Once the community project is completed, the youth
group will participate in a recreation activity using some of the funds. Approximately 3
recreation activities could be funded with this grant.
STAFF RECOMMENDATION: Accept donation, approve Budget Change, direct Staff to
formally acknowledge donor, and use funds toward the Kids in Action program.

3.4 Public Comments
At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium
and clearly state your name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In
accordance with State Law, no action or discussion may take place on any item not appearing on the posted agenda.
The Council may respond to statements made or questions asked, or may request Staff to report back at a future
meeting concerning the matter. Any member of the public may contact the City Clerk's Office related to the proper
procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY
discuss and/or take action on items not appearing on the agenda are contained in Government Code Section
54954.2(b)(1 )(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with
one single action. Members of the audience, Staff or the City Council who would like an item removed from the Consent
Calendar for purposes of public input may request the Mayor to remove the item.
4.1 Minutes of Regular Meeting of March 20, 2007
STAFF RECOMMENDATION: Approve
4.2 Area F - Neighborhood Square Consultant Services Contract 07-03 Change Order #1 (File
# 600-35)
In April, 2006, the City Council approved an Agreement with Keller Mitchell and Company
to complete design services for Area F Neighborhood Square. Staff is seeking additional
services through the construction phase of the project.
STAFF RECOMMENDATION: Approve Change Order #1 ($14,500) for additional services.
4.3 Approval of Parcel Map 8327, Dublin Ranch, Area H (File # 410-40)
Parcel Map 8327 dedicates the right-of-way for the Fallon Road extension to the northern
property line of Dublin Ranch, subdivides the 134.7 acres into separate parcels on each side of
Fallon Road, and dedicates a small section of right-of-way for the Tassajara Road widening.
STAFF RECOMMENDATION: Adopt Resolution approving Parcel Map 8327.
4.4 Improvement Agreement with KBH Investments, LLC, to Construct Street Improvements
for Dublin Boulevard Along the Frontage of the Proposed Dublin Honda Project Just
Easterly of Scarlett Court, and for Downtown Dublin Traffic Impact Fee Reimbursement
and Credits (File # 600-60)
The City of Dublin has purchased right-of-way for the widening of Dublin Boulevard just
easterly of Scarlett Court from the developers of the Dublin Honda project. The development
of the Honda project is proceeding in advance of the City's Dublin BoulevardJDougherty
Road Intersection Improvements project. The developer will be constructing the widening
improvements, and the City will reimburse the developer for the cost of improvements from
Downtown Traffic Impact Fees paid by the developer. The developer will receive
Downtown Fee credits for the costs in excess of the developer's fees paid.
STAFF RECOMMENDATION: Adopt Resolution approving the Improvement Agreement
with KBH Investments, LLC.
4.5 Approval of Engineer's Report and Adoption of Ordinance Creating Dublin Ranch East
Side Storm Drain Benefit District (which includes the property within the City's Territorial
Limits to the east of Dublin Ranch and Fallon Road) (File #360-40)
The City Council will consider adopting an Ordinance approving the creation of a local
benefit district to levy and collect charges, as a condition of development, to reimburse
developers who construct and install drainage facilities that benefit properties other than their
own.
STAFF RECOMMENDATION: Waive second reading and adopt Ordinance making findings,
adopting a local drainage plan, and creating the Dublin Ranch East Side Storm Drain Benefit
District.

4.6 Acceptance of Work- Contract No. 06-11, Demolition of the Buildings at 6380 and 6500
Scarlett Court (File # 600-35)
As part of the Dougherty Road Improvements - Houston Place to 1-580 Project, two
commercial buildings were demolished at the southeast corner of the Dougherty Road and
Dublin Boulevard intersection in order to accommodate the widening of the intersection.
STAFF RECOMMENDATION: Accept improvements under Contract No. 06-11 and authorize
the release of retention after 35 days if there are no subcontractor claims.
4.7 Annual Contract Review - Crossing Guard Services (File # 600-30)
The City Council will conduct an annual contract review of the City's crossing guard
contractor, All City Management Services.
STAFF RECOMMENDATION: Adopt Resolution approving FY 2007-08 agreement and
authorize City Manager to execute.
4.8 Annual Review and Fee Adjustment of Existing Building & Safety Consultants (File # 600-
30)
The City Council will conduct an annual review of the contracts and consider approving fee
adjustments for all Building & Safety Consultants.
STAFF RECOMMENDATION: Approve continuation of contracts with 4Leaf, Inc., Shums
Coda, and Precision Inspection Company, Inc., for FY 2007-08; and adopt Resolution approving
Amendment to Exhibit B and corresponding fee amendment agreements and authorize City
Manager to sign on behalf of City.
4.9 Warrant Register ($1,203,531.51) dated April 17, 2007 (File # 300-40)
STAFF RECOMMENDATION: Approve.
5. WRITTEN COMMUNICATIONS - NONE
6. PUBLIC HEARINGS
6.1 Sycamore Grove/Fairway Ranch Submitted by James Tong on Behalf of Dublin Ranch
Holdings LLC (aka Lin Family) to Consider Amending the Area B-E Planned
Development Rezone and Site Development Review P A 06-037 (File # 450-30/410-30)
The City Council will consider a proposal for the redesign and reconfiguration of a residential
development on 8.8 gross acres (6.4 net acres) for a total of 304 condominium units, which
includes 22 live/work units along Dublin Boulevard. The proposal includes an amendment to
the Area B-E Planned Development Rezone as well as a Site Development Review.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and
INTRODUCE Ordinance amending the Planned Development District for Dublin Ranch Areas
B, C, D & E to include PD-High-Density Residential with live/work units for Sycamore Grove
within the Fairway Ranch Project; and adopt Resolution approving the amended SDR for P A
06-037.
6.2 Weeds and Combustible Refuse Abatement Order (File # 540-50)
In accordance with Resolution No. 22-07, the City Council declared that there is a public
nuisance created by weeds and combustible debris growing, accumulating upon the streets,
sidewalks and property within the City. Notice of this was posted and letters sent to those
property owners with violations.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; direct Staff to continue the
weed abatement process.

6.3 Amendment to Dublin Municipal Code Chapter 2.38 Relating to the Sale of Surplus Real
Property (File #670-80)
As part of a comprehensive update to the DMC, Staff has reviewed Chapter 2.38 and proposes
revisions for purposes of clarification and to ensure compliance with state law.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and
INTRODUCE Ordinance.
7. UNFINISHED BUSINESS
7.1 Consultant Services Agreement with Downtown Solutions to prepare a General Plan
Community Design Element and Downtown Dublin Specific Plan (File # 600-30/420-30)
The City Council will consider adopting a Resolution approving a Consulting Services
Agreement with Downtown Solutions and authorizing the City Manager to sign the
Agreement on behalf of the City.
STAFF RECOMMENDATION: Adopt Resolution approving Agreement.
8. NEW BUSINESS
8.1 Designation of Two Councilmembers as City Representatives to Discuss Compensation
with City Attorney (File # 600-30) .
This item provides for the designation of two members of the City Council to discuss terms of the
City Attorney's contract, including compensation, with the City Attorney pursuant to the
Government Code. The two members would report their recommendation to the full Council in
open session following meetings with the City Attorney.
STAFF RECOMMENDATION: Designate two members of the City Council.
