3.3 Proposed New Alameda County Transportation Commission Joint Powers Agreement and
Update on the Development of the Countywide Transportation Plan (600-40/1060-90)
The Alameda County Congestion Management Agency and the Alameda County
Transportation Improvement Authority are proposing to merge into a new agency entitled the
Alameda County Transportation Commission. In addition, as part of the update to the
Countywide Transportation Plan, a two step approach to bring more local transportation
funding to the county is being launched, including a proposal to place a $10 Vehicle
Registration Fee on the November 2, 2010 ballot to be used for local transportation and transit
improvements, and a proposal to extend the existing half-cent sales tax measure. This item
seeks City Council approval of the Joint Powers Agreement creating the Alameda County
Transportation Commission and will provide an opportunity for the City Council to comment
on the update of the Countywide Transportation Plan, Funding Strategies and Opportunities.
RECOMMENDATIONS: Hear presentation from ACCMA staff; adopt a Resolution
Approving the Joint Powers Agreement Creating the Alameda County Transportation
Commission and approving an Amendment to the Joint Powers Agreement for the Alameda
County Congestion Management Agency; and comment on the development of the Countywide
Transportation Plan, Funding Strategies and Opportunities update.
3.4 Public Comments

for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, no action or discussion may take
place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked, or may request
Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk's Office related to the
proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss andlor take
action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action. Members
of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input may request the
Mayor to remove the item.
4.1 Minutes of Regular Meeting -None
4.2 Zoning Ordinance Amendments to the Dublin Municipal Code related to Eating and
Drinking Establishments including modifications to Chapter 8.08 (Definitions), Chapter
8.12 (Zoning Districts and Permitted Uses), Chapter 8.76 (Off-Street Parking and Loading)
and Chapter 8.104 (Site Development Review) ZOA 09-004 (450-20)
The City Council will hold a second reading of City-initiated amendments to Title 8 of the
Dublin Municipal Code (Zoning Ordinance) related to Eating and Drinking Establishments
and Outdoor Seating. The proposed amendments to Eating and Drinking Establishments and
Outdoor Seating would redefine an Eating and Drinking Establishment, clarify where Eating
and Drinking Establishments and Outdoor Seating are permitted, modify the approval process
for Outdoor Seating, and modify the parking requirements for Eating and Drinking
Establishments and Outdoor Seating. The amendments include modifications to Chapter 8.08
(Definitions), Chapter 8.12 (Zoning Districts and Permitted Uses), Chapter 8.76 (Off-Street
Parking and Loading) and Chapter 8.104 (Site Development Review). This is the second
reading of this ordinance.
STAFF RECOMMENDATION: Waive the reading and adopt Ordinance Amending Zoning
Ordinance Chapter 8.08 (Definitions), Chapter 8.12 (Zoning Districts and Permitted Uses),
Chapter 8.76 (Off-Street Parking and Loading) and Chapter 8.104 (Site Development Review)

4.3 Amendment to Agreement with Willdan Financial Services -Extension of Agreement
(600-30)
The City Council will consider aneighteen-month extension to the current agreement with
Willdan Financial Services for public works maintenance services.
STAFF RECOMMENDATION: Adopt Resolution Approving the Amendment to the
Agreement between the City of Dublin and Willdan Financial Services for Public Works
Maintenance Services.
4.4 School of Imagination, Planned Development Rezone with a related Stage 2 Development
Plan PA 10-004 (450-30)
The School of Imagination project site is located within the Schaefer Ranch development. The
proposed project includes a Planned Development Rezone with a related Stage 2
Development Plan to allow for the construction of a 12,065 square-foot building with
playground and related improvements on the project site. The City Council will hold a
second reading to consider adopting the proposed Planned Development Rezone.
STAFF RECOMMENDATION: Waive the reading and adopt Ordinance Approving a PD
Planned Development Rezone and a Related Stage 2 Development Plan for the School of
Imagination Located at the Corner of Dublin Boulevard and Schaefer Ranch Road (APN 941-
2832-027) PA 10-004.
4.5 Fiscal Year 2009-2010 Goals and Objectives Status Report and Capital Improvement
Projects Status (100-80)
The City Council will receive a report on the status of the adopted Fiscal Year 2009-2010
Goals and Objectives and Capital Improvement Projects. The report includes the status of the
adopted objectives, proposed new objectives, and anticipated start and completion dates for
the objectives.
STAFF RECOMMENDATION: Approve priority for two new objectives; approve deletion for
one objective; and receive the report.
4.6 Monthly Financial Reports for January 2010 and February 2010 Presented in a Revised
Format to Obtain City Council Feedback on Proposed Changes (330-50)
The City Council will be presented with information related to the monthly revenue and
expenditures for the months of January 2010 and February 2010, including a presentation of
the Fund Balance. The report has been reformatted to focus on the impact to fund balance as
a result of revenues and expenditures within each fund. Staff is presenting the proposed
format as an alternative to the more in-depth reporting in order to expedite the sharing of
financial information. It is proposed to have more in-depth analysis presented with quarterly
reports. The City Council will be requested to provide feedback on the proposed changes.
STAFF RECOMMENDATION: Receive the reports as authorized by Section 41004 of the
California Government Code and provide Staff with feedback on whether there is consensus on
making the following modifications to the financial reporting at this time: 1) Is the City Council
supportive of the proposed format for the required monthly reporting of fund balances? 2) Does
the City Council support a change in the distribution of this information with the fund balances
being distributed separate from a formal agenda item, but still maintained and available as a
public record? 3) Does the City Council support a change which will provide more detailed
analysis and information on a City Council Agenda on a quarterly basis?

4.7 Resolution of Local Support -Federal Transportation for Livable Communities (TLC) 2010
Capital Program Funding (1060-90)
The City of Dublin is proposing a joint application with the San Francisco Bay Area Rapid
Transit District (BART) for Transportation for Livable Communities grant from the Federal
Transportation Administration (FTA) for the West Dublin BART Golden Gate Drive
Streetscape Enhancement project. The TLC program is administered locally by the
Metropolitan Transportation Commission (MTC). In order to be eligible to receive these
funds, the City is required to approve a resolution authorizing the filing of an application for
federal funding, committing the necessary local match for the project, and stating the
assurance by the City to complete the project.
STAFF RECOMMENDATION: Approve Resolution Authorizing the Filing of an Application
for Federal Surface Transportation Program (STP) and/or Congestion Mitigation and Air Quality
Improvement (CMAQ) Funding and Committing the Necessary Non-Federal Match and Stating
the Assurance to Complete the Project
4.8 Acceptance of Office of Traffic Safety "Click It or Ticket Mini-Grant" (330-20/580-40)
The City of Dublin Police Services has been awarded a "Click it or Ticket Mini-Grant" from
the State of California Office of Traffic Safety. The purpose of the grant is to instill the
importance of traffic safety laws and seat belt usage through education and enforcement
efforts in the community.
STAFF RECOMMENDATION: Accept the grant from the California Office of Traffic Safety
"Click it or Ticket Mini-Grant Program" up to $16,061 and authorize Dublin Police Services
personnel to sign claims on behalf of the City, and approve the budget change.
4.9 Check Issuance Reports and Electronic Funds Transfers (300-40)
STAFF RECOMMENDATION: Review and authorize the issuance of payments.

6. PUBLIC HEARINGS
6.1 Sorrento East at Dublin Ranch Stage 1 and Stage 2 Planned Development Rezone
Amendment, Development Agreement Amendment, and adoption of a California
Environmental Quality Act Addendum PA 08-002. (450-30/400-20)
The Applicant is requesting approval of a PD-Planned Development Rezone and related
Stage 1/Stage 2 Development Plan Amendment, Amendment #1 to the Sorrento East at
Dublin Ranch Development Agreement between the City of Dublin and SR Structured Lot
Options 1, LLC, and a California Environmental Quality Act (CEQA) Addendum to reduce
the number of dwelling units from 694 to 581. The proposed project would slightly
reconfigure the approved street pattern, change the product design from mostly attached
single family housing to detached single family housing, and add a sixth neighborhood. The
Applicant's proposal increases parking, revises the development standards to conform to the
new product type, and introduces revised design guidelines for various neighborhoods.
STAFF RECOMMENDATION: Conduct the public hearing, deliberate, waive the reading and
INTRODUCE an Ordinance Approving a PD-Planned Development Rezone and related
Stage 1/Stage 2 Development Plan Amendment for the Sorrento East project; waive the reading
and INTRODUCE an Ordinance Approving an Amended Development Agreement for PA 08-
002 Sorrento East at Dublin Ranch (Dublin Ranch Area F East) between the City of Dublin and
SR Structured Lot Options I, LLC; and approve Resolution Adopting a CEQA Addendum to the
Eastern Dublin Environmental Impact Report and 2000 Dublin Ranch Area F Mitigated
Negative Declaration for the Sorrento East Project.

6.2 General Plan Amendment and Amendment to the Zoning Map of the Westernmost and
Easternmost Portions of the Vacated Right-of--Way of Scarlett Court PA 2009-00042
(420-30)
A General Plan Amendment is proposed to designate the westernmost and easternmost
portions of the vacated right-of--way of Scarlett Court as Business Park/Industrial and Outdoor
Storage in the General Plan. Additionally, the City Council will consider an amendment to the
Zoning Map to establish the Light Industrial (M-1) Zoning District as the zoning designation
for these areas.
STAFF RECOMMENDATION: Conduct public hearing, deliberate and adopt Resolution
Amending the General Plan to Designate the Westernmost and Easternmost Portions of the
Vacated Right-of--way of Scarlett Court as Business Park/Industrial and Outdoor Storage
PA 09-042; and waive the reading and INTRODUCE an Ordinance Zoning the Westernmost and
Easternmost Portions of the Vacated Right-of--Way of Scarlett Court as Light Industrial (M-1)
PA 09-042.

8. NEW BUSINESS
8.1 Dublin Historic Park Operations Plan (920-20)
With the anticipated opening of the Dublin Historic Park in fall 2010, the City Council will
consider three options for operation of the combined Dublin Heritage Center/Dublin Historic
Park as well as a name that will unify the two sites.
STAFF RECOMMENDATION: Receive the report and provide direction on the preferred
method for operation of the Dublin Heritage Center/Dublin Historic Park as well as the preferred
name for the site.
8.2 Informational Report on Shared Parking (450-30)
As part of the 2009-2010 Goals and Objectives, the City Council established goals to review
parking standards and examine the City's Zoning Ordinance requirements to streamline
entitlements for businesses seeking to locate in the City of Dublin. As part of this effort, the
City Council has adopted Zoning Ordinance amendments related to Indoor Recreational
Facilities and Large Family Day Care Homes and is currently considering amendments
related to Eating and Drinking Establishments and Outdoor Seating. The focus of this Staff
Report is on shared parking which occurs when two or more uses are located on the same site
and share a parking lot.
STAFF RECOMMENDATION: Receive Staff's presentation and direct Staff to prepare Zoning
Ordinance Amendments that would allow shared parking to be reviewed through the Minor Use
Permit process.
8.3 Informational Report on New Accounting Standards: Government Accounting Standards
Board (GASB) Statement No. 54 -Designation of General Fund Reserves (Net Assets)
(300-20)
Fund Balance is the term used to describe the difference between the assets and liabilities
reported in a governmental fund as part of the financial statements. The difference is labeled
as "Net Assets" and becomes a measure of liquidity. Over the years the City Council has
designated net assets in the General Fund for both specific and general activities. The past
practice has been to do this after the close of the Fiscal Year. New accounting standards will
require the City to restructure the presentation of net assets. Staff will provide an overview of
key changes that will need to be examined to develop prudent policies for the recommended
categorization of these funds.

STAFF RECOMMENDATION: Receive the report and provide any input on the key areas of
proposed revision to the allocation of Fund Balance Reserves. After additional consultation with
the City's Auditors and the development of policies in accordance with the new accounting
standards, Staff will provide for City Council consideration a complete restructuring of the fund
balance. The new format will be required to be presented in the June 30, 2011 Comprehensive
Annual Financial Report.
8.4 Discussion Regarding the City's Recognition as an All America City Award Finalist and
Approval of the Creation of a Delegation Committee (110-30)
On April 6, 2010, the City of Dublin was named a finalist by the National Civic League for
the 2010 All America City Award Competition. In order to be selected as an All America
City Award winner, a delegation from the City of Dublin must travel to Kansas City, Missouri
in June 2010 to compete for the prestigious award. Private funding must be raised to send the
delegation. Staff is seeking direction from the City Council on next steps and is
recommending the creation of a Delegation Committee, comprised of two City Council
members and City staff, to begin fundraising efforts.
STAFF RECOMMENDATION: 1) Discuss the City's next steps for the All America City
Awards competition; 2) Approve the creation of a Delegation Committee to work on fundraising
efforts; and 3) Confirm the Mayor's appointment of Mayor Sbranti and Vice Mayor Hildenbrand
to the Delegation Committee.
