PLEDGE OF ALLEGIANCE TO THE FLAG 3 . ORAL COMMUNICATIONS At this time, members of the audience are permitted to address the City Council on any item which is not on the City Council Agenda. Comments should not exceed 5 minutes. If any person feels that this is not sufficient time to address their concern, that person should arrange with the City Manager to have their particular concern placed on the agenda for a future meeting. 4. CONSENT CALENDAR Consent Calendar items are typically of a non-controversial nature and are considered for approval by the City Council with one single action. Members of the audience who would like an item removed from the consent calendar for purpose of public input may request the City Council to remove the item from the consent calendar. The request may be made at the time that the Mayor asks the audience members if there is anyone interested in removing an item from the Consent Calendar. 4.1 Minutes of Regular Meeting of April 8, 1985 STAFF RECOMMENDATION: Approve 4.2 Warrant Register dated April 22, 1985 STAFF RECOMMENDATION: Approve 4.3 Financial Report for Period Ending March 31, 1985 STAFF RECOMMENDATION: Approve 4.4 Restriping of Regional Street and Amador Plaza Road The City's Traffic Engineer has proposed the development of a striping plan for Amador Plaza Road and Regional Street between Amador Valley Boulevard and Dublin Boulevard to provide continuous two-way left turn lanes as a safety measure. STAFF RECOMMENDATION: Set a public hearing for the Council meeting of May 28, 1985 and approve the study necessary to detail the striping changes. 4.5 Banner Installation - Valley Artists Association The Valley Artists Association has requested to hang a banner from 4/22 to 5/5 on the City owned chain link fence parallel to San Ramon Road near the Shannon Center. STAFF RECOMMENDATION: Approve installation of banner from 4/22 through 5/5 4.6 Acceptance of Right-of-Way and Bus Stop Easement Dedication at 7900 Dublin Boulevard (Blancarte Building) As part of the development review of the Blancarte building at 7900 Dublin Boulevard, the City required the property owner to dedicate 12 feet of right-of- way and construct the improvements for a right turn lane from Dublin Boulevard onto Regional Street. The developer was also required to dedicate a 5 foot easement for future bus stop improvements. STAFF RECOMMENDATION: Adopt resolution and instruct City Clerk to record dedication documents. 4.7 Written Communication Regarding Relicensing of PG&E Hydroelectric Facilities PG&E has requested that the City adopt a resolution supporting HR 4402 and SB 2710 which would eliminate the municipal preference in the relicensing of hydroelectric facilities which are presently owned by PG&E. STAFF RECOMMENDATION: Adopt Resolution 4.8 Award of Bid for Automated Traffic Safety Records System The California Office of Traffic Safety awarded a grant to the City of Dublin to conduct a comprehensive traffic engineering study. One component of the project was the automation of various traffic records. Bids for the equipment have been solicited in accordance with the City's purchasing ordinance. STAFF RECOMMENDATION: Award bid to MicroAge Computer Store of Dublin 5. WRITTEN COMMUNICATIONS 5.1 Statue of Liberty/Ellis Island Foundation The City has received a request from the County of Alameda inviting the City to consider participation in a fund raising effort to support the Statue of Liberty/Ellis Island Foundation. STAFF RECOMMENDATION: Consider 5.2 Formation of Red Barn Cultural Center Committee The City has received a request from the Dublin San Ramon Services District inviting the City to participate in the formation of a Red Barn Cultural Center Committee. STAFF RECOMMENDATION: Consider 5.3 From Alameda County Mayor's Conference AB 200 would provide immunity to property owners when a claim is brought by an individual injured in the commission of a felony. Recent court rulings have allowed criminals injured during the commission of a crime to seek a judgement from the property owner. AB 200 would provide immunity to the property owner. STAFF RECOMMENDATION: Direct Staff to send a letter of support to appropriate state representatives. 6. PUBLIC HEARING 6.1 PA84 084 Morrison Homes Planned Development Rezoning - Adoption of Ordinance On April 8, 1985, the City Council adopted a resolution approving the Morrison Homes Planned Development Rezoning and introduced an ordinance amending the zoning ordinance. The project involves a 177 unit condominium proposal northwest of Dublin Boulevard and San Ramon Road. STAFF RECOMMENDATION: Open public hearing; hear presentation and testimony; pose questions; close public hearing; deliberate; waive reading and adopt ordinance. 6.2 Ordinance Amending Ordinance No. 15-84 Providing Salary for Members of the City Council Governor Deukmejian signed into law AB 2281 on April 4, 1984, which became effective January 1, 1985. This legislation adjusted the schedule utilized for establishing salaries for City Councilmembers in General Law Cities. At its last meeting, the City Council introduced an ordinance to establish the City Councilmembers salary at a maximum of $300 per month. If enacted, the proposed ordinance would not take effect until December 16, 1986. STAFF RECOMMENDATION: Open public hearing; hear presentation and testimony; close public hearing; waive reading and adopt ordinance. 7 . UNFINISHED BUSINESS 7.1 Report from City Manager Re Dublin San Ramon Services District Study The City Council Liaison Committee has met with the representatives from the City of San Ramon regarding the process for selecting a consultant to undertake a review and analysis of those services provided by DSRSD other than fire. STAFF RECOMMENDATION: Authorize Council Liaison Committee to proceed with consultant selection as outlined. 7.2 Shannon Center Lease Renewal At the April 8, 1985 meeting of the City Council, the Council authorized Staff to notify DSRSD of the City's intent to renew the Shannon Center Lease. A draft lease was prepared and presented to the DSRSD Board of Directors on April 16, 1985. The lease was approved for six months with the stipulation that the City meet with the Park & Recreation Committee to discuss the District's concerns. STAFF RECOMMENDATION: 1) Agree to the 6-month extension of the Shannon Center Lease and 2) Appoint representatives of the City Council and the City Manager to meet with the District's Park and Recreation Committee to discuss the District's concerns regarding the Shannon Center. 8. CLDSED SESSION - 1) Personnel Evaluation 2) Potential Litigation - Government Code Section 54956.9(c) 9. NEW BUSINESS 9.1 State Park Bond Application The June 1984 statewide election approved the issuance of Park Development Bonds. One aspect of this program is a block grant to cities based on population. An application must be filed by May 1, 1985. The City of Dublin allocation for 1984-85 is $7,653. The most expedient project to apply these funds towards the acquisition of the Kolb Park Tennis Courts. It is estimated that this project will require matching funds in the amount of $23,697. STAFF RECOMMENDATION: Adopt Resolution approving the application for Grant Funds under the Roberti-Z'Berg Urban Open Space and Recreation Program. 9.2 Retention of Appraisal Services This item provides for the retention of appraisal services for Amador Valley Boulevard extension improvements and other City related projects. STAFF RECOMMENDATION: Authorize City Manager to secure the services of a qualified land appraiser whose services are not to exceed $15,000, and authorize an additional appropriation from the City's reserves in the amount of $15,000. 9.3 Park Dedication Fund Expenditures The City Council has an adopted policy for the expenditure of Park Dedication Funds. The intent of the policy is to provide coordination between the City and the Dublin San Ramon Services District. Both agencies hold funds restricted for park development in Dublin. The City Park & Recreation Commission has identified two projects for inclusion in the updated Capital Improvement Program. STAFF RECOMMENDATION: Authorize Staff to request that the Dublin San Ramon Services District consider undertaking the renovation of Shannon Center kitchen and development of a park play area with Park Dedication Funds held by DSRSD. 10. OTHER BUSINESS 10.1 Federal Aid Urban Funds The City Council has an opportunity to purchase Federal Aid Urban funds from the City of Madera at less than a dollar for dollar basis. These funds could be utilized in funding City FAU projects which are presently approved but underfunded. STAFF RECOMMENDATION: Authorize Gi ty Engineer to submit a bid for the purchase of FAU funds. 10.2 1985-86 Capital Improvement Program, Revenue Sharing and City Budget Hearing STAFF RECOMMENDATION: Set date of Tuesday, June 25, 1985 at 6:00 p.m., for public hearing. 11. ADJOURNMENT
