REGULAR MEETING - April 22, 1991 DUBLIN CIVIC CENTER Monday - 7:30 p.m. 100 CIVIC PLAZA A complete packet of information containing all Staff Reports and exhibits related to each agenda item is available for public information and perusal several days prior to a Council meeting at the Dublin Library and also in the City Clerk's Office at the civic Center. 1. CALL TO ORDER 2. PLEDGE OF ALLEGIANCE TO THE FLAG 3. ORAL COMMUNICATIONS 3.1 Introduction of new Planning Department Employee, Angie Stepp, Clerk Typist/Receptionist At this time, members of the audience are permitted to address the City Council on any item which is NOT on the City Counci l Agenda. Cooments should not exceed 5 minutes. If any person feels that this is not sufficient time to address their concern, that person should arrange with the City Clerk to have their particular concern placed on the agenda for a future meeting. The City Council CANNOT deliberate or take action on a non-agenda item UNLESS there is factual evidence presented to the Council indicating that the subject brought up falls into one of the exceptions under Government Code Section 54954.2. 4. CONSENT CALENDAR Consent Calendar items are typically of a non-controversial nature and are considered for approval by the City Council with one single action. Members of the audience who would like an item removed from the Consent Calendar for purpose of public input may request the City Council to remove the item. The request may be made at the time that the Mayor asks the audience members if there is anyone interested in removing an item from the Consent Calendar. 4.1 Minutes: West Dublin Study Session of February 28, 1991; Regular Meeting of April 8, 1991 STAFF RECOMMENDATION: Approve 4.2 Hansen Hill Ranch/Bren Co. Annexation No.7 (PA 89-062) & Donlan Canyon Annexation No.9 (PA 89-125.1) Resolutions will be considered which amend Resolution No.'s 115-90 and 150-90 ordering the annexations of the Hansen Hill/Bren Co. and Donlan Canyon project sites to the City of Dublin to correct clerical errors relating to ordering the annexations to the Dublin San Ramon Services District and to incorporate DSRSD conditions of approval. STAFF RECOMMENDATION: Adopt Resolutions. 4.3 Warrant Register Dated April 22, 1991 STAFF RECOMMENDATION: Approve 5. WRITTEN COMMUNICATION 5.1 Request for City Sponsorship of the 1992 International Folk Dance Festival The city Council will consider sponsoring the 1992 International Folk Dance Festival at Dublin High School and Shannon Center on May 22-25, 1992. STAFF RECOMMENDATION: Consider request. 6. PUBLIC HEARING 6.1 Dublin Swim Center Fee Schedule The City Council will review proposed increases in the fees charged at the Dublin Swim Center. STAFF RECOMMENDATION: Adopt Resolution. 6.2 Ordinance Increasing city council Salaries Section 2.08.020 of the Dublin Municipal Code allows for a 5% annual increase to City Council Salaries. Incumbent Councilmembers would not, however, be eligible to receive the increase until after the November, 1992 election. The City Council's present monthly salary is $382.88. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and INTRODUCE Ordinance. 7. UNFINISHED BUSINESS 7.1 Status Report on Drought Restrictions This report concerns items of discussion at the April 16, 1991 DSRSD Board meeting, including use of recycled water for irrigation at the Dublin Sports Grounds for construction grading operations, and for street sweeping. STAFF RECOMMENDATION: 1) Submit letter to DSRSD Board recommending that street sweeping equipment not be required to use recycled water due to the poor cost/benefit ratio and if construction grading work is required to utilize recycled water, that the requirement be lifted following the drought; 2) Advise DSRSD Board that the Dublin city Council has been and continues to be interested in exploring the use of recycled water at the Dublin Sports Grounds; 3) Direct Staff to enter into negotiations with DSRSD Staff to develop an agreement for the City's use of recycled water to irrigate DSG, providing that a) the water be clean enough to meet health standards for body contact and b) a method of financing the Capital and operational expense be determined through a water rate surcharge, the sale of water to the City, outside grants and/or District facilities charges so that the cost of water to the City would be approximately the same as or less than the cost of potable water; 4) Request DSRSD to define a 25% voluntary cutback for the City of Dublin as a customer. 8e NEW BUSINESS 8.1 Support of SB 144 Opposing Use of Public Funds for Privately Developed Tollway Facilities In 1990, the State Legislature adopted AB 680 which allows the use of public funds to construct private toll roads. SB 144 has been introduced to prohibit use of public funds on these private tollways. STAFF RECOMMENDATION: 1) Defer decision to support or not support SB 144 until more information becomes available; OR 2) Adopt resolution supporting SB 144; OR 3) Adopt resolution not supporting SB 144. 9.
