DUBLIN CITY COUNCILDUBLIN CITY COUNCIL
REGULAR MEETING - Tuesday, April 23, 1996, 7:00 p.m.

A complete packet of information containing Staff Reports and exhibits related to each
item is available for public review several days prior to a Council meeting in the City
Clerk’s Office and also at the Dublin Library.

3.ORAL COMMUNICATIONS
3.1Proclamation declaring May 1, 1996 "LOYALTY DAY"
3.2Proclamation declaring April 21-27, 1996 "FRATERNAL WEEK"
At this time, the public is permitted to address the City Council on non-agendized items. The
Council must, however, comply with all State Laws in regard to items not appearing on the
posted agenda. The Council may respond to statements made or questions asked, or may request
Staff to report back at a future meeting concerning the matter. Any member of the public may
contact the City Clerk’s Office related to the proper procedure to place an item on a future City
Council agenda. The exceptions under which the City Council MAY discuss and/or take action on
items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).
4.CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for
approval by the City Council with one single action. Members of the audience, Staff or
the City Council who would like an item removed from the Consent Calendar for purposes
of public input may request the Mayor to remove the item.
4.1Minutes:
Joint City Council/Planning Commission Study Session Meeting of March 19, 1996
STAFF RECOMMENDATION: Approve
4.2Schaefer Ranch General Plan Amendment EIR Amendment to the Contract between the
City of Dublin and WPM Planning Team, Inc.
The City's existing contract with WPM Planning Team for preparation of the Schaefer Ranch
EIR will need to be amended to include the final phase of the EIR. The contract amendment
will not exceed $15,750. The Planning Department's Professional Services Budget will need to
be increased to include the cost of this amendment plus two previous amendments. The
applicant is responsible for all processing costs.
STAFF RECOMMENDATION: Adopt Resolution; authorize City Manager to execute $15,750
contract amendment; authorize Mayor to execute $39,945 Budget Change Form
4.3Award of Bid - Contract 96-03, 1995-96 Street slurry Seal Program
The low bid received, $36,123.88 is within funds budgeted for construction. Slurry Seal is a
sand/oil mixture which is placed on asphalt streets at approximately 7 year intervals. It seals
the streets to rainwater infiltration and adds a wearing surface.
STAFF RECOMMENDATION: Adopt Resolution awarding bid to Graham Contractors and
authorize Mayor to execute agreement
4.4City Treasurer's Investment Report for Quarter Ending March 31, 1996
The City's investment portfolio totals $22,634,236.14, and funds are invested at an average
annual yield of 5.738%.
STAFF RECOMMENDATION: Receive Report
4.5Acceptance of Gifts to City
The Murray Elementary School Parent Faculty Club has donated $150 to purchase extra
equipment and games for the Afterschool Recreation Program at Murray School.
STAFF RECOMMENDATION: Accept gift; direct Staff to prepare formal acknowledgment to
the donor; and approve Budget Change Form
4.6Civic Center Sally Port Repair
The Police Wing sally port security system requires evaluating and repair to correct a problem
with the electronic security system.
STAFF RECOMMENDATION: 1) Approve $6,924 additional appropriation from unallocated
reserves to the Building Management Operating Budget; and 2) approve purchase order to
McMillan Technology and direct Staff to proceed with repair
4.7Agreement for Audit Services with Vavrinek, Trine, Day & Co.
In February, the Council authorized Staff to circulate an RFP for Audit Services, and
appointed Mayor Houston and Cm. Moffatt to serve as a subcommittee to assist with the
selection of an audit firm. The subcommittee and Staff interviewed 4 firms, and recommend
the selection of the firm of Vavrinek, Trine & Day Co. (VTD).
STAFF RECOMMENDATION: Accept recommendation of City Council Audit Subcommittee
and authorize Mayor to execute Agreement
4.8Financial Report for the Month of March, 1996
STAFF RECOMMENDATION: Receive Report
4.9Warrant Register ($717,090.95) dated April 23, 1996

5.WRITTEN COMMUNICATIONS
5.1Proposed Camp Parks Soccer Field
Dublin United Soccer League plans to construct soccer fields on approximately 20 acres of
Camp Parks property over the next 3 to 5 years. The first phase of the project, scheduled to
begin next month, consists of development of one regulation-sized soccer field, at an estimated
cost of $35,000. DUSL has secured $15,000 in funding and is requesting that the City fund
the balance of $20,000. No funds are currently budgeted by the City for this project. If
approved, the Council would have to authorize an additional appropriation from the General
Fund Unallocated Reserves.
STAFF RECOMMENDATION: Consider Request
5.2Request from the American Cancer Society, Tri-Valley Unit for waiver of use fees for the
Regional Meeting Room
Liz Schmitt, President of the Tri-Valley Unit of the ACS is requesting that fees of
approximately $120 be waived for the use of the Regional Meeting Room for their annual
volunteer recognition and award dinner to be held on May 31, 1996.
STAFF RECOMMENDATION: Consider Request

8.NEW BUSINESS
8.1Campaign Contribution Limitations
The City's current ordinance, which was last amended in 1993, limits campaign contributions
to $1,000 with respect to a single election. The United States Supreme Court recently held
that a limitation on expenditures is viewed as a restraint on Constitutionally-protected rights of
expression and association.
STAFF RECOMMENDATION: Receive report and provide appropriate direction to Staff
8.2Term Limits for Councilmembers and/or Mayor
In February, the Council requested that Staff prepare a report on placing a Council-sponsored
initiative on the November, 1996 ballot related to term limits. The Council will discuss the
number of terms to be placed before the voters.
STAFF RECOMMENDATION: Receive report and provide appropriate direction to Staff
8.3Alameda County Congestion Management Agency (CMA) Budget and Activities
The Congestion Management Agency was established to oversee the funding of Proposition
111 (additional gas tax monies) to insure that the monies were properly allocated to alleviating
traffic congestion within Alameda County. The request of Dublin to the CMA is to keep to its
original charge and to not add work programs outside that charge.
STAFF RECOMMENDATION: Authorize Mayor to sign and send letter to Gus Morrison,
Chairman of the CMA board
8.4Services Agreement with Cayuga Information Systems to assist with implementation of the
City's Information Systems Master Plan
In order to proceed with implementation of the Data Processing Master Plan, it is necessary to
obtain services from a qualified technical consultant. Proposals were solicited from various
firms. The scope of work to be undertaken will include a review of systems and software to
determine compatibility and cost effectiveness.
STAFF RECOMMENDATION: Authorize the City Manager to execute an agreement
substantially in the form presented
