CALL TO ORDER 2. PLEDGE OF ALLEGIANCE TO THE FLAG 3. ORAL COMMUNICATIONS At this time, members of the audience are permitted to address the City Council on any item which is not on the City Council Agenda. Comments should not exceed 5 minutes. If any person feels that this is not sufficiert time to address their concern, that person should arrange with the City Clerk to have their particular concern placed on the agenda for a future meeting. 3.1 Proclamation declaring week of April 24th, 1989 as "General Federation of Women's Clubs Week" 3.2 Introduction of new employee, Ed Zale, Public Works Inspector. 4. CONSENT CALENDAR Consent Calendar items are typically of a non-controversial nature and are considered for approval by the City Council with one single action. Members of the audience who would like an item removed from the consent calendar for purpose of public input may request the City Council to remove the item from the consent calendar. The request may be made at the time that the Mayor asks the audience members if there is anyone interested in removing an item froIT the Consent Calendar. 4.1 Minutes of Regular Meeting of April 10, 1989 STAFF RECOMMENDATION: Approve 4.2 1989/90 Roberti-Z'berg-Harris Urban Open Space and Recreation Grant Program The City will receive $11,024 in funding through the 1989/90 Roberti-Z'berg-Harris Grant Program which Staff recommends be allocated to the Shannon Park Renovation. STAFF RECOMMENDATION: Adopt Resolution. 4.3 Bay Trail Plan The Council will review the Draft Bay Trail Plan which proposes development of a regional hiking and bicycling trail around the perimeter of San Francisco and San Pablo Bays. STAFF RECOMMENDATION: Adopt Resolution. 4.4 Award of Bid - Contract No. 89-4 1988-89 Street Slurry Seal Program The low bid received, $33,556.22, is within funds budgeted for the project. STAFF RECOMMENDATION: Adopt resolution awarding bid to McReynolds Paving and authorize Mayor to execute agreement. 4.5 Telecommunications Contract (NEC) The City Council at their meeting on April 10, 1989 approved the selection of NEC equipment as the phone system for the Civic Center. Staff and the City's Telecommunication Consultant have worked with the manufacturer to develop an agreement. The system includes voice messaging, battery back-up, and complete maintenance service. STAFF RECOMMENDATION: Authorize the Mayor to execute the agreement. 4.6 Warrant Register dated April 24, 1989 STAFF RECOMMENDATION: Approve 5. WRITTEN COMMUNICATIONS 6. PUBLIC HEARING 6.1 Public Hearing: Revisions to Fee Schedule for Encroachment Permits; Revision to Policy for San Ramon Road Banner Poles These resolutions are proposed to (1) modify the City's fee schedule for encroachment permits by adding fees for use of the San Ramon Road Banner Poles and modifying the fees for oversized vehicle permits; and (2) modifying the adopted policy for use of the banner poles to allow advertizing events held outside the City, which benefit the City. The $50.00 fee is proposed to be charged on all banner permits. STAFF RECOMMENDATION: Open public hearing; receive Staff presentation; receive Public testimony; close Public Hearing; deliberate; adopt resolutions. 6.2 Public Hearing: Request for Modification to Two-Hour Parking Zone on Golden Gate Drive Smith Kline Bioscience, 6511 Golden Gate Drive has requested that the City repeal a portion of a 2-hour parking zone on Golden Gate Drive in order to provide additional spaces for employee parking. STAFF RECOMMENDATION: Open public hearing; receive Staff presentation & public testimony; question Staff & the public; close public hearing & deliberate; waive reading & introduce ordinance repealing 435-foot two-hour parking zone on Golden Gate Drive; adopt resolution establishing 190-foot two-hour parking zone on Golden Gate Drive. 7. UNFINISHED BUSINESS 7.1 Furniture Bid Award The City has solicited bids for furnishings at the new Civic Center. The purchase of the new items would supplement furniture already owned by the City. The bids were divided into three groups based on the manufacturer. Bids were scheduled to be opened on Friday, April 21, 1989 and a supplementary report will be prepared with a recommended bidder(s). STAFF RECOMMENDATION: Based on the bids to be received on Friday, April 21, 1989, authorize Staff to execute purchase orders based on the recommended bidder(s). 8. NEW BUSINESS 8.1 Request from Wings for Charity to Install Banner The applicant is requesting permission to use the San Ramon Road banner poles to hang a banner advertising the Wings for Charity Airshow. A modification to the City's Banner Policy proposed to be adopted on this agenda would allow approval of this request. STAFF RECOMMENDATION: Approve request for banner installation for weeks of July 10 & July 17, 1989 and authorize Staff to issue encroachment permit once insurance certificate has been received. 8.2 Annual Review of High Accident Locations and Downtown Intersection Monitoring Report The City Council requested that Staff prepare an annual report regarding locations in the City that incur a high rate of automobile accidents. This report is combined with a monitoring report on downtown intersections which is part of the Downtown Specific Plan specifications. STAFF RECOMMENDATION: Receive report. 8.3 East Dublin General Plan Amendment/Specific Plan Studies and EIR-Agreement Amendments The East Dublin Planning Consultant has identified the need to do additional geotechnical & biological work in the East Dublin Study area. This work is not within the scope of existing contract for service. In order to accommodate these additional costs, it will be necessary for the City to amend its agreements with County of Alameda, the sponsoring property owners, and WRT, the City's Planning Consultant. STAFF RECOMMENDATION: 1) adopt resolutions amending City's agreements with County, sponsoring property owners, & WRT 2) authorize Mayor & City Manager to execute the appropriate agreements pending receipt of additional funds from sponsoring property owners. 9.
