DUBLIN CITY COUNCIL
REGULAR MEETING - April 24, 1995 DUBLIN CIVIC CENTER

A complete packet of information containing Staff Reports and exhibits related to each item is available for public review several days
prior to a Council meeting in the City Clerk’s Office and also at the Dublin Library.
1.CALL TO ORDER
2.PLEDGE OF ALLEGIANCE TO THE FLAG
3.ORAL COMMUNICATIONS
At this time, members of the audience are permitted to address the City Council on items of interest to the public; however, in
accordance with State Law, no ACTION or DISCUSSION shall take place on any item which is NOT on the City Council Agenda. The
Council may respond briefly to statements made or questions posed, or may request Staff to report back at a future meeting
concerning the manner. Further, a member of the City Council may direct Staff to place a matter of business on a future agenda.
Any person may arrange with the City Clerk (no later than 11:00 a.m., on the Tuesday preceding a regular meeting) to have an item
of concern placed on the agenda for the next regular meeting. The exceptions under which the City Council MAY discuss and/or take
action on items not appearing on the agenda are contained in GC 54954.2(b)(1)(2)(3).

4.CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single
action. Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes
of public input may request the Mayor to remove the item.
4.1Minutes of Regular Meeting of April 10, 1995
STAFF RECOMMENDATION: Approve
4.2Annual Sidewalk Safety Repair Program Contract 95-03, Sidewalk Grinding
This contract will grind down public sidewalk offsets that are high enough to be
potential tripping hazards. This is the second phase of a two-phase project. The first
phase has dealt with larger offsets of damaged sidewalks such that the concrete must be
removed and replaced.
STAFF RECOMMENDATION: Authorize Staff to advertise for bids and authorize Staff
to establish a two-year contract
4.3Standardized Emergency Management System
The State of California passed legislation to standardize key elements of emergency
management intended to facilitate the flow of information and coordination between
emergency responders. This legislation is known as the Standardized Emergency
Management System (SEMS).
STAFF RECOMMENDATION: Adopt Resolution adopting SEMS regulations as the
framework for disaster planning, training and response efforts.
4.4Budget Transfer for Eastern Dublin Traffic Impact Fee Study
The consultant who prepared the Eastern Dublin Traffic Impact Fee Study was
requested to attend additional meetings over and above those specified in the original
scope of work. An $840 appropriation is needed to compensate the consultant for the
additional time spent.
STAFF RECOMMENDATION: Approve an additional budget appropriation of $840 to
the Capital Improvement Project “Traffic Impact Fee Study for East Dublin.”
4.5Property Tax Consultant/Audit Services Agreement with HdL Coren and Cone
Property Tax accounts for approximately 28% of General Fund Revenues. It is
important for the City to monitor this revenue and capture additional trends and
information. Staff has identified a Consulting Firm which will conduct an audit of the
County allocation of property tax revenue to the City. In addition, the firm will
provide ongoing reports and consulting services.
STAFF RECOMMENDATION: Authorize Mayor to execute agreement
4.6Contract with Kleinfelder, Inc., to provide peer review of the Geotechnical Study prepared
for the Hansen Ranch Development
The developers of the Hansen Ranch development have contracted for and received a
geotechnical investigation report for their development from Berlogar Geotechnical
consultants. The subject contract with Kleinfelder, Inc., will provide the peer review of
the Berlogar Study on behalf of the City of Dublin.
STAFF RECOMMENDATION: Adopt Resolution and authorize City Manager to execute
6.PUBLIC HEARING
6.1New Speed Surveys and Proposed Ordinance to Change Speed Limit on Dougherty Road
This is the second reading of a proposed ordinance to change the speed limit on
Dougherty Road from Monterey Drive to Amador Valley Boulevard from 35 mph to
40 mph.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and
ADOPT Ordinance.
6.2Ordinance revising Chapter 9.40 of Title 9, Subdivisions, of the Dublin Municipal Code to
permit Vesting Tentative Maps to be allowed for residential and non-residential
developments
Vesting Tentative Maps, when they are approved, lock in a vested right to proceed
with development in substantial compliance with the ordinances, policies and
standards in effect at the time of approval for a period of one year after the date of the
recordation of the final map. This protects the subdivider from changes to those
ordinances, policies and standards for a period of time. This is the second reading of
an ordinance which would give non-residential developers the same vesting protection
as residential developers receive.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and
ADOPT Ordinance.

8.NEW BUSINESS
8.1Initiation of Study to Establish Right-of-Way Lines for Dublin Boulevard between
Hacienda Drive and the Easterly Access Road to the East Dublin BART Station
The County Surplus Property Authority’s consultant is proceeding to design utility
extensions to the proposed Homart development. In order to design the utilities within
planned right-of-way segments, the Surplus Property Authority has requested that the
City establish right-of-way lines for Dublin Boulevard between Hacienda Drive and the
easterly access road to the East Dublin BART station.
STAFF RECOMMENDATION: Adopt Resolution initiating study
8.2Annual Traffic Safety Report and Downtown Intersection Monitoring Report
The first part of this report concerns high accident locations in the City of Dublin and
recommends improvements which may reduce the number of accidents. The second
part concerns traffic volumes and levels of service at five intersections.
STAFF RECOMMENDATION: 1) Receive presentation. 2) Direct Staff to make
modifications as recommended in the report; i.e., install additional signing at Dublin
Boulevard and Hacienda Drive and install No U Turn signs on Dublin Boulevard east of
Village Parkway. 3) Authorize Staff to present this report on a biannual basis in the future
except when significant changes have been made in the roadway network.
8.3Municipal Dispute Resolution Consulting Services
The City of Dublin’s Liaison Committee with the City of Pleasanton has been meeting
to discuss issues of common concern to both agencies, and have invited representatives
of DSRSD to participate in the discussions. With the hope of improving the
relationships between the respective agencies, as well as clarifying and hopefully
resolving some of the historical issues between the 3 agencies, the Liaison Committee
recommends that the cities engage a consultant who is experienced in mediating and
assisting public agencies in resolving mutual concerns.
STAFF RECOMMENDATION: Authorize Mayor Houston, Cm. Moffatt and City
Manager to participate in an effort to identify issues in common with the City of
Pleasanton and DSRSD, and authorize the City Manager to execute an agreement with
David Stiebel for mediation services. This authorization would be contingent upon the City
of Pleasanton and DSRSD also participating in the agreement.

11.ADJOURNMENTThe next Regular Meeting of the Dublin City Council will be on Monday,
May 8, 1995 at 7:00 p.m., in the Council Chambers
The Dublin City Council has been invited by CTV 30 to participate in a live call-in show to be
scheduled sometime during the month of June. The previously scheduled May 17 date has been
canceled.
