3. ORAL COMMUNICATIONS
At this time, members of the audience are permitted to address the City Council on any item which is not
on the City Council Agenda. Comments should not exceed 5 minutes. If any person feels that this is not
sufficient time to address their concern, that person should arrange with the City Manager to have their
particular concern placed on the agenda for a future meeting.
3.1 Introduction of new Planning Secretary - Gail Adams
4. CONSENT CALENDAR
Consent Calendar items are typically of a non-controversial nature and are considered for approval by
the City Council with one single action.
Members of the audience who would like an item removed from the consent calendar for purpose of public
input may request the City Council to remove the item from the consent calendar. The request may be
made at the time that the Mayor asks the audience members if there is anyone interested in removing an
item from the Consent Calendar.
4.1 Minutes of Regular Meeting of April 11, 1988

4.2 Financial Report for Period Ending March 31, 1988

4.3 Claim Submitted on Behalf of Michelle Salgardo on April 11, 1988
This claim alleges that while riding her bicycle on Starward Drive, Ms. Salgardo hit an
obstruction in the street. Because the obstruction was a water valve, Staff explained to
Ms. Salgardo that this valve is maintained and operated by the Dublin San Ramon Services
District and provided the claimant with their address and telephone number. The City also
reported this injury to DSRSD General Manager.
STAFF RECOMMENDATION: Deny the claim and notify Claimant and the City's Insurance Provider.
4.4 Acceptance of Improvements - Tract 4930 (Foothill Estates Phase III)
Improvements in Tract 4930 (Estate Homes Phase III) have been completed to the satisfaction
of the City Engineer.
STAFF RECOMMENDATION: Adopt Resolution to accept the work completed and authorize Staff to
accept maintenance bond at a future date.
4.5 Dublin Street Lighting Maintenance Assessment District
This action authorizes Staff to prepare the Engineer's Report for the Citywide Street
Lighting Assessment District.
STAFF RECOMMENDATION: Adopt Resolution directing the preparation of the Engineer's Annual
Report for the Street Lighting Maintenance Assessment District.
4.6 Landscaping and Lighting Maintenance Assessment District No. 83-2 (Tract 4719)
This action authorizes Staff to prepare the Engineer's Report for Tract 4719 (Stagecoach
Road) Maintenance Assessment District.
STAFF RECOMMENDATION: Adopt Resolution directing the preparation of the Annual Report for the
Landscaping and Lighting District No. 83-2.
4.7 Landscaping and Lighting Maintenance Assessment District No. 86-1 (Tract 5511)
This action authorizes Staff to prepare the Engineer's Report for Tract 5511 (Villages)
Maintenance Assessment District.
STAFF RECOMMENDATION: Adopt Resolution directing the preparation of the Annual Report for the
Landscaping and Lighting District No. 86-1.
4.8 Award of Bid - Contract 88-3 - Annual Sidewalk Safety Repair and Handicap Ramp Construction
Program
This project will repair hazardous sidewalk locations and install approximately 100 handicap
ramps throughout the City. The low bid received, $104,417.15, is within the funds budgeted
for the project.
STAFF RECOMMENDATION: Adopt resolution awarding bid to Ambo Engineering; authorize Mayor to
execute agreement; and authorize additional work for handicap ramps.
4.9 Award of Bid - Contract 88-4 - Annual Street Overlay and Repair Program & Dougherty Road Bike
Path
This project provides for repair and/or overlay of City streets that are in a deteriorated
condition and will additionally construct a bike path along a portion of Dougherty Road.
The base bid received is within the funds budgeted for construction; however, Staff is
recommending excluding an alternate bid item for header boards on the bike path project.
STAFF RECOMMENDATION: Adopt Resolution awarding bid to Les McDonald Construction ($369,429.50)
and authorize Mayor to execute agreement.
4.10 Dublin Senior Center Bid for Janitorial Services
It is necessary to secure janitorial service to maintain the nearly completed renovated
Fallon School Multi-Purpose Room for use as the Dublin Senior Citizen Center.
STAFF RECOMMENDATION: Authorize Staff to solicit bids

5. WRITTEN COMMUNICATIONS
5.1 Letter from JEB Enterprises regarding Classic Hot Dog Cart
JEB Enterprises is requesting the City Council to amend the Zoning Ordinance to permit
outdoor hot dog venders in the C-2 General Commercial District subject to approval of a
Conditional Use Permit. JEB Enterprises is proposing to locate a hot dog cart outdoors
adjacent to the exit door at the Pak' n Save Market.
STAFF RECOMMENDATION: Hear Staff presentation; question Staff and Applicant; deliberate.
6. PUBLIC HEARING
6.1 Establishment of Right-of-Way Lines for the Extension of Dublin Boulevard between Dougherty
Road and the Southern Pacific Railroad Right-Of-Way and for a connecting road between the
Dublin Boulevard Extension and Scarlett Court
This item was introduced at a public hearing on April 11, 1988. Adoption of this ordinance
establishes right-of-way lines for the extension of Dublin Boulevard and a connecting road
between the extension and Scarlett Court. No protests were received at the April 11th
hearing.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and adopt ordinance
establishing right-of-way lines.
6.2 Revised Property Maintenance Ordinance
At the regular City Council meeting of April 11, 1988, the City Council directed Staff to
develop modifications to the adopted Property Maintenance Ordinance. The changes will
address the storage of trash containers, placement of clotheslines, identify the enforcement
on a complaint basis, and provide additional clarification.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and introduce revised
Ordinance; adopt Resolution establishing an enforcement policy.
6.3 Appeal of Planning Commission Decision Denying PA 87-176 Ramirez Sideyard Setback Variance
Request at 8686 Davona Drive
Mr. Ramirez has applied for a variance to allow an attached accessory structure to extend
into a required sideyard setback, resulting in a zero sideyard setback where a minimum of 6
feet is required.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt resolution denying request -
OR- give Staff and Applicant direction and continue the matter.
6.4
Proposed Amendment to Solid Waste Management Ordinance - Location

7. UNFINISHED BUSINESS
7.1 Annual Traffic Safety Report: Accident Location Analysis and Downtown Traffic Monitoring
This item was continued from the April 11th Council meeting. The City's Traffic Engineer
has done analyses of locations in the City that experience frequent accidents and traffic
flow (volume) at key downtown intersections.
STAFF RECOMMENDATION: Receive presentation by TJKM and direct Staff to include recommended
safety improvements in Capital Improvement Budget.
