DUBLIN CITY COUNCIL
REGULAR MEETING - April 26, 1993 DUBLIN CIVIC CENTER

A complete packet of information containing all Staff Reports and exhibits related to each agenda item is available
for public information and perusal several days prior to a Council meeting in the City Clerk's Office and also at
the Dublin Library.

3.1 Presentation of May Customer Service Award to Michelle
wierschem, Recreation Coordinator
3.2 Presentation of Clean Sweep Award to sister Marie Myers, st.
Raymond's School
At this time, members of the audience are permitted to address the City Council on any item which is NOT on the City
Council Agenda. Comments should not exceed 5 minutes. If any person feels that this is not sufficient time to
address their concern, that person should arrange with the City Clerk to have their particular concern placed on the
agenda for a future meeting. The City Council CANNOT deliberate or take action on a non-agenda item UNLESS there is
factual evidence presented to the Council indicating that the subject brought up falls into one of the exceptions
under Government Code Section 54954.2.
4. CONSENT CALENDAR
Consent calendar items are typically of a non-controversial nature and are considered for approval by the City Council
with one single action. Members of the audience who would like an item removed from the Consent Calendar for purpose
of public input may request the City Council to remove the item. The request may be made at the time that the Mayor
asks the audience members if there is anyone interested in removing an item from the Consent Calendar.
4.1 Minutes: Regular Meeting of April 12, 1993
STAFF RECOMMENDATION: Approve
4.2 Authorization to Solicit Proposals - city Facilities
Janitorial Services
Staff is requesting authorization to solicit proposals for
janitorial services for the Civic center, Shannon Community
Center and the Senior Center. The new contract(s) would
become effective in July, 1993 for the new fiscal year.
STAFF RECOMMENDATION: Authorize Staff to issue RFP for
janitorial services.
4.3 Authorization to Solicit Bids for the Annual Slurry Seal
Program, Contract 93-06
Slurry seal is a preventive maintenance technique used to
prolong the life of a street. The construction budget for
this project is $45,000. This maintenance program is
rotated over the city's streets on a 7-year cycle.
STAFF RECOMMENDATION: Authorize Staff to advertise for bids.
4.4 Call of Outstanding Bonds on July 2, 1993 - San Ramon Road
Specific Plan Improvement Assessment District
State Law has provisions for calling all bonds associated
with Assessment Improvement Districts. The City Council
utilized this type of District to provide for public
improvements on San Ramon Road. Staff has determined that
adequate funds are available to call all bonds and cease
future assessments.
STAFF RECOMMENDATION: Adopt Resolution authorizing Notice of
Advanced Maturity for the San Ramon Road Specific Plan
Improvement Assessment District Bonds.
4.5 Award of Bid 1992-93 Annual Sidewalk Safety Repair Program,
Contract 93-03
The low bid received, $24,831.66, is within funds budgeted
for the project.
STAFF RECOMMENDATION: Adopt Resolution awarding bid to Ambo
Engineering; authorize Staff to increase the scope of work to
level of budgeted funds; and authorize Mayor to execute
Agreement.

STAFF RECOMMENDATION: Approve
4.7 Authorization to Solicit Bids Contract 93-07 Sidewalk Safety
Repair - Grinding
This project is the second phase of the annual sidewalk
safety repair program, in which potential tripping hazards
which are offset 1" or less are corrected by grinding
rather than the more costly remove-and-replace process.
STAFF RECOMMENDATION: Authorize Staff to advertise for bids.

6. PUBLIC HEARING
6.1 Adoption of New Fee Schedule for Building Permits
The city of Dublin is using the building permit fee
schedule originally adopted by Alameda County in 1981. It
is proposed to increase the fee schedule and revise it to
simplify administrative work.
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
adopt Resolution approving new Fee Schedule for Building
Permits.
6.2 No Parking Zone on "Chabot Road" (New Street Parallel to
Chabot Channel between Scarlett Court and Dublin Boulevard
Extension)
This new street is too narrow to allow both 2-way traffic
and on-street parking. It is proposed that parking be
prohibited on both sides of the street for its entire
length.
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
waive reading and adopt Resolution.
6.3 Adoption of New Fees Related to Police Services Activities
(Criminal Background Check Fee; Towed and Stored Vehicle
Release Fee; and Fix-It Ticket Sign-Off Fee)
At the March 22, 1993 city Council meeting, the Council
directed Staff to pursue charging fees for certain Police
Services. charging fees for these services will generate
annual revenue of approximately $9,275 to $14,800.
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
adopt Resolution approving fees and charges of: Criminal
Background Check Fee - $12.50 per name; Towed and Stored
Vehicle Release Fee - $25 per vehicle release; Fix-It Ticket
sign-off - $15 per citation.
6.4 Revision to Fee Schedule for Encroachment Permits
The City has not increased the fees for encroachment
permits since the fee schedule was established in 1984.
The existing fees do not cover the City's cost for
administration and inspection of work.
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
adopt Resolution.
7. UNFINISHED BUSINESS
7.1 Collection of Basic Garbage Service
At previous meetings, the city council has held public
hearings on the establishment of an administrative fee for
the imposition of liens pursuant to the Mandatory Garbage
Ordinance. In January, 1993, the Council directed Staff to
implement a system by which residents would be charged for
basic garbage service on their property tax bill.
STAFF RECOMMENDATION: Direct Staff to provide public notice
and bring back the necessary resolutions to carry out city
Council policy.
7.2 Fiscal Year 1993-94 Revenue options Status Report
On March 22, 1993, the city council directed Staff to
pursue the implementation of a number of revenue
enhancements in order to balance the Fiscal Year 1993-94
Budget. The status of each revenue option is identified in
the report.
STAFF RECOMMENDATION: Clarify timeframe for implementation of
a citywide Street Lighting & Landscape Assessment District and
increase in the Real Documentary Transfer Tax.

8.1
BUSINESS
Discussion of Potential Office Lease for Assemblymember Rainey
Councilmember Houston has received an expression of
interest from Assemblyman Richard Rainey, 15th District,
about the possibility of locating an office in the Dublin
civic Center.
STAFF RECOMMENDATION: Discuss and provide appropriate
direction to Staff.
8.2 Senate Bill 1250 (Boatwright)
SB 1250 would require any special district to provide water
services to an area designated for urban growth, as
defined, when the applicable local agency formation
commission has included that area within the special
district's boundaries. In Dublin, the bill would mandate
that DSRSD provide water services to areas which come under
their jurisdiction. (Currently, DSRSD has agreed to
provide water service to the East Dublin area.) Appeals
would be heard by LAFCO.
STAFF RECOMMENDATION: Discuss and provide direction to Cm.
Moffatt who is the City's delegate to the East Bay Division of
the League of California cities. The East Bay Division will
be voting on this issue at their next meeting.
8.3 city position on State Budget/Local Government Financing
Several efforts are underway to develop a consensus on the
response by local agencies to the State Budget. Staff has
outlined the various proposals to provide the city council
with an opportunity to discuss a potential position. The
Alameda County Mayors' Conference will be discussing the
city's position at their May meeting.
STAFF RECOMMENDATION: Consider various proposals and provide
the Mayor with any input and consensus on the city's position
before the Alameda County Mayors' Conference.

11. ADJOURNMENT - The city Council public hearing on the East Dublin
General Plan Amendment Study will continue on Tuesday, April 27, 1993,
7:30 p.m., Council Chambers.
