DUBLIN CITY COUNCIL
REGULAR MEETING - April 27, 1992 DUBLIN CIVIC CENTER

each agenda item is available for public information & perusal several days prior
to a Council meeting in the City Clerk's Office & also at the Dublin Library.

3. ORAL COMMUNICATIONS
3.1 Customer Service Award for Month of May - Linda Thomas
At this time, members of the audience are permitted to address the City Council on
any item which is NOT on the City Council Agenda. Comments should not exceed
5 minutes. If any person feels that this is not sufficient time to address their
concern, that person should arrange with the City Clerk to have their particular
concern placed on the agenda for a future meeting. The City Council CANNOT
deliberate or take action on a non-agenda item UNLESS there is factual evidence
presented to the Council indicating that the subject brought up falls into one of the
exceptions under Government Code Section 54954.2.
4. CONSENT CALENDAR
Consent Calendar items are typically of a non-controversial nature and are considered
for approval by the City Council with one single action. Members of the audience who
would like an item removed from the Consent Calendar for purpose of public input may
request the City Council to remove the item. The request may be made at the time
that the Mayor asks the audience members if there is anyone interested in removing an
item from the Consent Calendar.
4.1 Minutes: Regular Meeting of April 13, 1992
STAFF RECOMMENDATION: Approve
4.2 Dublin Senior Center Advisory Committee Bylaws and Rules of
Procedure
The city Council will consider adoption of the bylaws and
rules of procedure for the Dublin Senior Center Advisory
Committee. The bylaws have been reviewed and approved by
the Park & Recreation Commission.
STAFF RECOMMENDATION: Adopt Resolution.
4.3 Agreement for Purchase of Real Property at 5933 Dougherty Road
(Vangelatos Property) for Dublin Boulevard Extension
The agreed purchase price for this property is $75,020.
The cost is paid by the Dublin Boulevard Extension
Assessment District.
STAFF RECOMMENDATION: Adopt Resolution approving agreement
and authorize Mayor to execute.
4.4 State-Local Transportation Partnership Program
This agreement is a project specific supplement to the
State-Local Master Agreement to allow use of SB140 funds on
Dublin's 1991-92 Annual Overlay and the Dublin Boulevard
Extension (Dougherty Road to Tassajara Road) projects.
STAFF RECOMMENDATION: Adopt Resolution and authorize Mayor to
execute agreement supplements.
4.5 Proposed Harassment Policy Statement and Training Options
Federal and State statutes prohibit discrimination on the
basis of race, religion, color, national origin, ancestry,
physical handicap, medical condition, marital status, sex
or age. To establish a strong commitment to prohibiting
harassment in the workplace, the City has developed a
harassment policy and training options.
STAFF RECOMMENDATION: Adopt Resolution and authorize City
Manager to pursue training options and to include appropriate
funding in the Fiscal Year 1992-93 budget.
4.6 Regional Wildlife, Open Space, Shoreline and Parks Bond -
Local Grant Program
The City Council will consider a resolution approving
application to the local grant program of the Regional
Wildlife, Open Space, Shoreline and Parks Bond sponsored by
the East Bay Regional Park District.
STAFF RECOMMENDATION: Adopt Resolution.
4.7 Monthly Status Report Existing Non-Conforming Signs Identified
on the Non-Conforming sign Summary List
The City Council has requested monthly status reports
advising of the current status of existing non-conforming
signs. Reminder letters have been sent regarding the
upcoming July, 1992 conformance deadline.
STAFF RECOMMENDATION: Receive Report.
4.8 City Treasurer's Investment Report as of March 31, 1992
The City's investment portfolio totals $16,620,000.
STAFF RECOMMENDATION: Receive Report.
4.9 Acceptance of Work - Contract 91-03A, Shannon Park Well
This project involved drilling a test hole and then a water
well to be used for irrigation purposes. The capacity of
the well proved to be insufficient for irrigation purposes.
The cost of the work performed was within funds budgeted.
STAFF RECOMMENDATION: Accept work performed. The final,
agreed payment to the contractor, A.S.E. Drilling, Inc., has
already been made.
4.10 Finance Report for Month of March, 1992
STAFF RECOMMENDATION: Receive Report
4.11 Award of Bid for 6 Police Vehicles
Bids for 6 Police Vehicles were submitted by Shamrock Ford
and Fremont Ford.
STAFF RECOMMENDATION: Authorize Staff to issue a purchase
order awarding bid to Shamrock Ford and authorize purchase of
Ford Premium Extended Service Plan with 3 Yr/85,000 Mile
Maintenance Warranties.
4.12 Dublin Boulevard Extension Assessment District - Determination
of Unpaid Assessments, Approval of Preliminary Official
Statement, Authorization to Issue Bonds & Order to Sell Bonds
The City Council will consider authorizing the issuance of
bonds for the Dublin Boulevard Extension Assessment
District. The face value of the bond issue is $2,350,000.
STAFF RECOMMENDATION: Adopt Resolutions.
4.13 Approval of Final Map - Tract 5900
This tract is located on Dougherty Road just north of the
Dublin Boulevard intersection. This Tract Map replaces
Tract 4978 and consolidates the 5 parcels in that tract
plus 1 parcel to the north into a l-lot subdivision.
Sierra Lane through Tract 4978 will be abandoned and become
part of the large resulting lot.
STAFF RECOMMENDATION: Adopt Resolutions.
4.14 San Ramon Road Phase IV - Approval of Change Orders
The total of all 3 change orders is $21,057.53. This
amount exceeds 5% of the total contract and therefore,
requires City council approval.
STAFF RECOMMENDATION: Approve issuance of Change Orders 8,
13, & 14.

5. WRITTEN COMMUNICATION
5.1 Request from Alameda County Waste Management Authority (ACWMA)
to Approve Formation of and Appointees to a Consolidated Local
Task Force (LTF) Waste Reduction Advisory Board
State Law requires that a Countywide Local Task Force be
appointed pursuant to the Integrated Waste Management Act
of 1989. The County Waste Management Authority has
proposed a change in membership as well as the purpose of
the Task Force. If approved by a majority of the cities
with a majority of the population, the Task Force would
also be available as an Advisory Board on waste reduction
issues.
STAFF RECOMMENDATION: Consider request and direct Staff to
notify the Authority of the action taken by the Dublin City
Council.
5.2 Letter Requesting the City of Dublin's Participation in the
Formation of a Southern Alameda County/Tri-Valley cities Task
Force
The City of Newark has asked the City of Dublin to
participate in the formation of a Task Force to be charged
with exploring treatment and lack of representation of the
affected cities. In addition, the group will determine
ways to better influence Alameda County.
STAFF RECOMMENDATION: Review request and consider appointing
a City Council representative to the Task Force.
5.3 Sign Ordinance Amendment Initiation Relating to Auto
Dealerships - Barber Sign Co., Inc., PA 92-018
The Applicant is requesting the City Council to initiate an
amendment to the Sign Ordinance to allow more signage for
auto dealerships than what is currently allowed under the
existing sign Ordinance for all businesses, including auto
dealerships.
STAFF RECOMMENDATION: Consider request and provide direction
to Staff.
6. PUBLIC HEARING
6.1 Installation of stop Signs - Dublin Boulevard @ Silvergate
Drive
The Dublin Boulevard/Silvergate Drive intersection is
presently controlled by stop signs on the southbound and
eastbound directions. Staff is proposing to install a stop
sign for the westbound direction in conjunction with a
Capital Improvement Project to change this intersection to
a more conventional "T" configuration.
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
adopt Resolution approving installation of 3-way stop signs.
6.2 Revisions to Alarm Systems Ordinance
This Ordinance, which was introduced at the last Council
meeting, would amend the City's existing Alarm Systems
Ordinance related to false alarms. Staff proposes to
educate alarm users and agents/businesses to the problems
associated with response to false alarms and to ensure that
false alarms are dramatically reduced. The Ordinance
amendment also has provisions for establishing fines to
businesses and residents not correcting faulty alarms.
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
waive reading and adopt Ordinance.
7. UNFINISHED BUSINESS
7.1 Contract Review for Street Sweeping (A-1 Enterprises) and
Award of New Agreement for Street sweeping, Parking Lot
Sweeping and Litter Pickup Services
City Staff received 4 proposals for sweeping and litter
pickup services. On the basis of experience, available
equipment and staffing, proximity to DUblin, and cost,
Staff feels that the current provider, A-1 Enterprises is
best able to perform the contract. The estimated annual
cost for these services, based on A-1's cost proposal is
$73,700.
STAFF RECOMMENDATION: Review past performance of A-1
Enterprises and provide input; adopt Resolution awarding
contract to A-1 and authorize Mayor to execute agreement.
7.2 Amendment to Brown Act - Senate Bill 1538 (Kopp)
Senator Kopp has introduced a Senate Bill which would amend
provisions of the Open Meeting Law known as the Brown Act.
STAFF RECOMMENDATION: Receive Report and consider taking
position in support of or in opposition to bill.
7.3 Award of Bid - Dublin Boulevard/Silvergate Drive MOdification,
Phase I, Contract 92-04
This project will modify the intersection to a more normal
"T" configuration. The low bid received, $24,940.90, is
within total funds budgeted.
STAFF RECOMMENDATION: Adopt Resolution awarding bid to East
Bay Excavating and authorize Mayor to execute Agreement. If
the city Council wishes to extend the contract to include
relocation of the asphalt berm at $5,400, Staff should be
directed to issue a change order to the Contractor for the
work. In lieu of a full berm relocation, the berm could be
relocated at the 3 street lights only for $1,500.
7.4 Heritage Center Report
The City Council will consider a report which analyzes the
fiscal impact to the City for acquiring, renovating and
maintaining the Heritage Center.
STAFF RECOMMENDATION: Receive Report.
80 NEW BUSINESS
8.1 Ten Year Cityhood Celebration
The city Council will review the preliminary plans for the
4th of July family picnic.
STAFF RECOMMENDATION: Consider preliminary plans and if the
Council supports the proposed plans, direct Staff to include
$5,500 in the Fiscal Year 1992-93 budget.
8.2 Construction of New East County Animal Shelter Facility
The City Managers of Dublin, Livermore, Pleasanton and San
Ramon have discussed with the Alameda County Administrator
the need to replace the existing 27 year old animal shelter
facility. A number of alternatives have been explored
during the last several years. The cost to build a new
facility is estimated at $4,750,000 and an equity share
arrangement is being reviewed. Dublin's pro-rata share
would be based on the number of live animals handled at the
shelter on an annual basis.
STAFF RECOMMENDATION: Approve concept of City's participation
in a Joint Powers Agreement to construct East County Animal
Shelter as an equity partner.

11. ADJOURNMENT
The Tri-Valley Joint Council will meet at 7:30 a.m., on Monday, May 4,
1992 in the Regional Meeting Room.
The next Regular Meeting of the Dublin City Council will be Monday,
May 11, 1992, 7:30 p.m., Council Chambers.
The Dublin City Council will hold 2 special meetings related to
consideration of the western Dublin General Plan & Specific Plan
Amendment Studies, on Tuesday, May 12 and Thursday, May 14, 1992,
7:30 p.m., in the Council Chambers.
