3. ORAL COMMUNICATIONS
At this time, members of the audience are permitted to address the City Council on any item
which is not on the City Council Agenda. Comments should not exceed 5 minutes. If any
person feels that this is not sufficient time to address their concern, that person should
arrange with the City Manager to have their particular concern placed on the agenda for a
future meeting.
4. CONSENT CALENDAR
Consent Calendar items are typically of a non-controversial nature and are considered for
approval by the City Council with one single action.
Members of the audience who would like an item removed from the consent calendar for
pUrPOse of public input may request the City Council to remove the item from the consent
calendar. The request may be made at the time that the Mayor asks the audience members if
there is anyone interested in removing an item from the Consent Calendar.
4.1 Minutes of Regular Meeting of April 14, 1986
STAFF RECOMMENDATION: Approve
4.2 Financial Report for Period Ending March 31, 1986
STAFF RECOMMENDATION: Approve
4.3 Ordinance providing for Class C or better roof covering for all new apartments,
hotels, dwellings and accessory buildings
This ordinance would amend the building code and require Class C or better
roof coverings for all new apartments, hotels, dwellings and accessory
buildings. It would also require Class B or better roofing in the "Fire Safe
Roof Areas" on the west side, adjacent to the hills and east side between
Dougherty Hills and Dougherty Road. A permit would also be required for re-
roofing.
STAFF RECOMMENDATION: Refer to Planning Cornnission
4.4 San Ramon Road, Phase II Contract 86-6
This project would provide for the widening of San Ramon Road to 6 through
lanes between I-580 and Silvergate Drive.
STAFF RECOMMENDATION: Authorize Staff to advertise Contract 86-6 for bids once
State and Federal authorization is received.
4.5 Contract 86-5 Annual Slurry Seal Program
This item will authorize Staff to advertise for bids for the 1985-86 annual
street slurry seal program. The Engineer's Estimate for this contract is
$35,000. The failed areas in these streets were repaired under the annual
street overlay contract.
STAFF RECOMMENDATION: Authorize Staff to advertise Contract 86-5 for bids.
4.6 Final Acceptance of Contract 83-3, Installation of Street Name & Approach Signs
Improvements made under this contract have been reviewed by the City Engineer
and found to be in accordance with approved plans and specifications.
STAFF RECOMMENDATION: Accept improvements under Contract 83-3; authorize retention
payment of $2,292.30 to Chrisp Company; and authorize additional appropriation of
$3,200 from Reserve for authorized projects.
4.7 Final Acceptance of Contract 84-11, Street Reconstruction
Improvements made under this contract, which included 6 separate projects,
have been reviewed by the City Engineer and found to be in accordance with
approved plans and specifications.
STAFF RECOMMENDATION: Accept improvements under Contract 84-11 and pay retention
of $50,743.96 to Rosendin Electric, Inc.
4.8 International Institute of Municipal Clerks (IIMC) Conference, Boston, 5/18-22/86
This conference, being held in Boston, from May 18-22, 1986, offers a number
of seminars/classes which can directly benefit the Staff and the City in the
areas of agenda preparation, public relations, records management, elections,
minutes, legislative history indexing, etc.
STAFF RECOMMENDATION: Authorize attendance of Deputy City Clerk
4.9 City Manager's Report-Accounting Procedures Review and Reorganization of Finance
Functions
A review of the City's Accounting Procedures has been undertaken, and various
refinements and procedural changes are being recorrmended. Also recorrmended
is the commencement of recruitment for an Administrative Services/Finance
Director Department Head position which will have responsibility for the
administration of finance, building management, development and supervision
of data processing, and the treasury function.
STAFF RECOMMENDATION: Approve Accounting Procedures as amended; Adopt Resolutions
4.10 East Dougherty Hills Park
The City Council approved the preliminary design for East Dougherty Hills
Park at the April 14, 1986 meeting. Attached is a Request for Proposals
seeking a Landscape Architect to finalize the park design and prepare
construction plans and bid documents.
STAFF RECOMMENDATION: Approve RFP for East Dougherty Hills Park Design and
authorize Staff to advertise for consultants

5. PUBLIC HEARING
5.1 Sign Ordinance
On April 14, 1986, the City Council directed Staff to make several revisions
to the draft sign ordinance: 1) to establish a process for signs on property
with little or no frontage or public streets, and 2) to make several other
minor revisions & clarifications.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt resolution ; waive
reading and introduce ordinance amending Zoning Ordinance.
6. NEW BUSINESS
6.1 Alameda County Sheriff's Department Contract Review & Proposed Agreement for
Police Services
Staff has met with representatives of the Sheriff's Department and the County
Administrator's Office to discuss the provision of Police Services beyond the
existing contract. In addition, Staff has conducted an in-depth review of
the level of services provided. A proposed agreement which reflects the
findings of this review has been prepared for City Council consideration.
STAFF RECOMMENDATION: Review level of services provided; select staffing level
requested for 1986-87; and authorize Mayor to execute the Agreement.
6.2 Park Development Plan
The consultant for the Park Development Plan, Singer & Hodges, Inc., has
completed their research and prepared a draft Masterplan Report. The report
reflects the corrmunity's input on Park Design, as well as the Park &
Recreation Cornnission's recorrmendations.
STAFF RECOMMENDATION: Hear presentation from Singer & Hodges; consider proposed
park designs; receive public comments; make recommendations as to the proposed
park design; determine priorities for park development
6.3 City of Dublin Lapel Pins
Council has directed Staff to investigate the prices for lapel pins bearing
the City seal. Price quotations were received from 3 companies and range
from $141.00 to $1,365 for an order of 100 pins.
STAFF RECOMMENDATION: 1) Determine the lapel pin design a) Ci ty seal with
cloverleaf outline only, or b) City seal with cloverleaf outline including stage,
shamrock, plow and church; 2) Determine the quantity needed; 3) Direct Staff to
place an order with the lowest bidder pursuant to the City Purchasing Ordinance
