Member$ of the audience, Staff Of the City Council who would like an item removed from the Consenl Calendar for pUlpOSes of public input may r~e5t the Mayor to femOlfI& the item. 4.1 Minutes - None 4.2 Approval of Utility Relocation Agreement with Pacific Bell Telephone Company for the I-5801Fallon Road Interchange Project (600-30) The City of Dublin plans to improve the 1-580/Fallon Road freeway mterchange to mitigate the Dublin Ranch area development. The proposed Improvement would reqUlfe the relocation of several utility pole anchor wires owned by Pacific Bell along the north side of the freeway A Utility Relocation Agreement WIth Pacific Bell is required m order to reimburse Pacific Bell for half of the actual costs for this work. STAFF RECOMMENDATION Adopt Resolution approving Utility Relocation Agreement with Pacific Bell Telephone Company for I-580/Fallon Road. 4.3 Award of Bid - Park Fumiture Replacement Project, Contract No. 06-06 (600-35) On Ap1i14, 2006, the City Council authorized Staff to solicit bids for furniture replacement at Dolan Park. On April 20, 2006, three bids were submitted. Although G&G Builders submitted the lowest apparent bid, it was deemed non-responsive since the proposal did not include all of the required documents. Staff recommends awarding the contract to Ross Recreation Equipment Company, Inc., as its bid proposal was deemed responsive and responsible. STAFF RECOMMENDATION' Adopt Resolution awarding Contract No 06-06 to Ross Recreation Equipment Company, Inc., for the base bid; and approve Budget Change in the amount of $25,960 Pa~e 1 of3 4.4 Approval of Agreement with Berryman and Henigar, Inc., for Assessment District Administration Services (600.30) This agreement provides for assessment district administration services for the City's five maintenance assessment districts, the Refuse Fee, the EMS Fee, and the Dublin Boulevard Extension assessment district. STAFF RECOMMENDATION Adopt Resolution approving agreement with Berryman and Henigar, Inc. 4.5 Preliminary Financial Reports for the Month of March 2006 (330-50) STAFF RECOMMENDATION Receive reports. 4.6 Warrant Register ($1,470,175.99) dated May 2, 2006 (300-40) STAFF RECOMMENDATION Approve. 5. WRITI'EN COMMUNICATIONS - None 6. PUBLIC HEARING 6.1 Review ofMedicaJ Marijuana Dispensaries (560-60) At its August 16, 2005 meeting, the City Council adopted a forty-five day moratorium on medical marijuana dispensaries within the City On September 20, 2005, the City Council extended the moratorium for a period of 10 months and fifteen days to allow the City to evaluate medical marijuana dispensaries. At its September 20, 2005 meeting, the City Council requested that Staff research dispensaries and bring the matter to Council for discussion. This report discusses dispensaries and the options available to the City for the regulation of medical marijuana dispensaries. STAFF RECOMMENDATION Conduct public hearing; deliberate and provide Staff with direction. 7. UNFINISHED BUSINESS 7.1 Approval of Pnblic Participating Jurisdiction Agreement (PPJA) to Financially Snpport the Tri-Valley Housing Opportunity Center (600-40) The City Council will consider adopting a Resolution to enter into a PPJA to provide start up and operating funds to the Tri-Valley Housing Opportunity Center, which would function as a one-stop center for affordable housing questions and assistance in the Tri-Valley The PPJA includes provisions for the City of Dublin to contribute $50,000 for initial operating costs to the Tri- Valley Housing Opportunity Center STAFF RECOMMENDATION Adopt Resolution approving the PPJA between the Tri-Valley Business Council Educational Collaborative, the City of Dublin and the Cities of Danville, Uvennore, Pleasanton and San Ramon. 7.2 Proposed Geographic Information Systems (GIS) Public Website for Maps aDd Information (150.30) This City of Dublin uses GIS to provide mapping and parcel information as part of regular Staff work. The GIS system is used by several departments. It is also a tool that is used with members of the public at City offices. This report proposes to have certain maps and information accessible from the Internet. Staff will provide a demonstration of the system at the City Council meeting. STAFF RECOMMENDATION Authorize Staff to proceed with implementation of the Public GIS website, as proposed. PaJl;e 2 of3 8. NEW BUSINESS 8.1 Amendment to the City/County Agreement Regarding the Enforcement of Conditions of Approval for the East County Hall of Justice (Alameda County Courthouse) (600-40) At its November 16, 2004 meeting, the City Council approved Alameda County's Site Development Review application for the East County Hall of Justice and also approved an associated City/County Agreement regarding the enforcement of the Conditions of Approval. The expiration date of the Site Development Review is nearing, and the County is requesting an 18 month extension. The project is proposed as a 208,408 square foot building comprised of courtrooms, offices, and associated facilities on approximately 21 77 acres and is located on the north side of Gleason Drive between Madigan and Arnold. STAFF RECOMMENDATION' Adopt Resolution approving amendment to the Agreement between the City of Dublin and the County of Alameda regarding the enforcement of Conditions of Approval for the East County Hall of Justice. 8.2 Selection of Summer Concert Series Banner Design (950-40) The City Council will consider several street banner designs to promote the City's annual Summer Concert Series. STAFF RECOMMENDATION' Select preferred banner design, or provide alternate direction. 8.3 Request to Reallocate City of Dublin Rehabilitation Funds to Community Development Block Grant (CDBG) Programs for Fiscal Year 2006-2007 (480-30) The City Council will consider the reallocation of $16,713 and $40,000 of Community Development Block Grant Owner Rehabilitation funds toward the renovation of the park play area at Alamo Creek Park to bring the play equipment into compliance with State and federal safety criteria and ADA accessibility requirements. STAFF RECOMMENDATION Authorize Mayor to execute letter to Alameda County Housing and Community Development (HCD) requesting the reallocation of $16,713 in Dublin's Fiscal Year 2005-2006 CDBG contribution to HCD Housing Rehabilitation Program and $40,000 in Housing Rehabilitation program income for a total of $56,713 to the Fiscal year 2006-2007 CDBG program to provide partial funding for Alamo Creek Park ADA accessibility improvements. 8.4 Establish Policy for Integrated Pest Management (IPM) (1030-20) The City's National Pollutant Discharge Elimination System (NPDES) Permit requires municipalities to address the impairment of urban streams due to pesticide and herbicide usage. The goal of the Integrated Pest Management Policy is to reduce or substitute pesticide use with less toxic alternatives. STAFF RECOMMENDATION Adopt Resolution approving the City of Dublin's Integrated Pest Management (!PM) Policy 9. OTHER BUSINESS 9.1 Brief INFORMATION ONLY reports from Council and/or Staff, including Committee Reports and Reports by Council related to Meetings Attended at City EIpense (AD 1234). 10.
