3.1 Proclamation - Mormon Helping Hands 2010 (610-50)
3.2 Dublin Housing Committee's Accomplishments and 2010 Housing Opportunities Week
(610-50)
In recognition of East Bay Housing Organization (EBHO) Affordable Housing Week, May 7
- May 16, 2010, the City Council will recognize the Dublin Housing Committee members and
Tri-Valley Housing Opportunity Center for their outstanding service to the Dublin
Community.
STAFF RECOMMENDATION: Recognize the Dublin Housing Committee members with
Certificates of Appreciation for their outstanding service to the Dublin Community and the Tri-
Valley Housing Opportunity Center with a proclamation that the week of May 7- May 16, 2010
is "Housing Opportunities Week" in the City of Dublin.
3.3 Annual Fire Department Update and Introduction of New Employee, Deputy Fire Chief
Demetrious N. Shaffer, Alameda County Fire Department (ACFD) (540-60/700-10)
Alameda County Fire Department Chief Sheldon Gilbert will update the City Council on the
Fire Department's Strategic Planning process, recent consolidations, and other projects that
the department is currently undertaking. Additionally, the Chief will be introducing ACFD's
newest Deputy Fire Chief, Demetrious Shaffer.

3.4 Public Comments
At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state your name
for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, no action or discussion may take
place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked, or may request
Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk's Office related to the
proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss and/or take
action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action, Members
of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input may request the
Mayor to remove the item.
4.1 Minutes - None.
4.2 Sorrento East at Dublin Ranch Stage 1 and Stage 2 Planned Development Rezone
Amendment and Amendment to the Development Agreement, PA 08-002 (450-30/600-60)
The Applicant is requesting approval of a PD-Planned Development Rezone and related Stage
1/Stage 2 Development Plan Amendment and an Amendment to the Development Agreement.
The proposed project would slightly reconfigure the approved street pattern, change the
product design from mostly attached single family housing to detached single family housing,
and add a sixth neighborhood. The Applicant's proposal increases parking, revises the
development standards to conform to the new product type, and introduces revised design
guidelines for various neighborhoods.
STAFF RECOMMENDATION: Waive reading and adopt Ordinance Approving a PD-Planned
Development Rezone and Related Stage 1/Stage 2 Development Plan Amendments for the
Sorrento East Project, PA 08-002; and waive reading and adopt Ordinance Approving an
Amended Development Agreement for PA 08-002 Sorrento East at Dublin Ranch (Dublin Ranch
Area F East) between the City of Dublin and SR Structured Lot Options I, LLC.
4.3 Release of Grading/Sitework Bonds for Wallis Ranch Bridges and Drainage Outfalls
(600-60)
Chang Su-O Lin (Jennifer Lin) has completed construction activities in Tassajara Creek for
two bridges and storm drain outfalls for the Wallis Ranch development in accordance with the
Improvement Agreement, Wallis Ranch Bridges, dated July, 2008 (City Council Resolution
133-08). It is now appropriate for the City to release the Grading/Sitework Bonds provided
by the contractors that were provided for the work. The City is not accepting the bridges for
public use at this time as the bridges are currently isolated without connections to the City
street system, and there is no schedule for further development at Wallis Ranch.
STAFF RECOMMENDATION: Adopt Resolution Approving the Release of Grading/Sitewark
Bonds for Wallis Ranch Bridges and Drainage Outfalls.
4.4 Acceptance of Improvements for Fallon Gateway, Fallon Road and Dublin Boulevard -
Phase 1 Improvements and Approval of Regulatory Traffic Control Devices (600-60)
The Stanforth Holding Company, LLC, and Top Grade Construction, Inc., have constructed
the improvements for portions of Fallon Road in accordance with the Improvement
Agreement for Fallon Gateway, Fallon Road and Dublin Boulevard - Phase 1 Improvements.
It is now appropriate for the City to accept these improvements.
STAFF RECOMMENDATION: Adopt Resolution Approving Acceptance of Improvements for
Fallon Gateway, Fallon Road and Dublin Boulevard - Phase 1 Improvements, and Approving
Regulatory Traffic Control Devices.
4.5 Acceptance of Improvements for Parcel Map 7893 and Approval of Regulatory Traffic
Control Devices (600-60)
AvalonBay Communities, Inc. has constructed the improvements for portions of DeMarcus
Boulevard, Iron Horse Parkway and the Dublin Boulevard median in accordance with the
Improvement Agreement for Parcel Map 7893. It is now appropriate for the City to accept
these improvements.

STAFF RECOMMENDATION: Adopt Resolution regarding Acceptance of Improvements for
Parcel Map 7893 and Approving Regulatory Traffic Control Devices.
4.6 Acceptance of Improvements for Fallon Road North and Approval of Regulatory Traffic
Control Devices (600-60)
Sierra Land Development Corporation has constructed the improvements for Fallon Road
North in accordance with the Improvement Agreement for Fallon Road North. It is now
appropriate for the City to accept these improvements.
STAFF RECOMMENDATION: Adopt Resolution regarding Acceptance of Improvements for
Fallon Road North and Approving Regulatory Traffic Control Devices.
4.7 Quarterly Financial Report for the Period Ending March 31, 2010 (3rd Quarter) (330-50)
The City Council will be presented with information related to the revenue and expenditures
through the end of the third quarter of fiscal year ending June 30, 2010. The report also
includes fund balance information. Based on the completion of three quarters of the year the
report will include analysis of significant trends and variances between budgets and actual
expenditures.
STAFF RECOMMENDATION: Receive the reports as authorized by Section 41004 of the
California Government Code.
4.8 General Plan Amendment and Zoning of the Westernmost and Easternmost Portions of the
Vacated Right-of-Way of Scarlett Court, PA 09-042 (420-30)
This is a second reading of an Ordinance which would amend the Zoning Map to establish the
Light Industrial (M-1) Zoning District as the zoning designation for these areas.
STAFF RECOMMENDATION: Waive reading and adopt Ordinance Zoning the Westernmost
and Easternmost Portions of the Vacated Right-of-Way of Scarlett Court as Light Industrial
(M-1), PA 09-042.
4.9 Award of Bid - Contract No.10-04, 2009-2010 Annual Street Overlay Program (600-35)
The Annual Street Overlay Program (CIP No. 969101) provides for the resurfacing of various
streets with placing 1%2" asphalt concrete overlay on top of existing pavement.
STAFF RECOMMENDATION: Adopt Resolution Awarding Contract No. 10-04, 2009-2010
Annual Street Overlay Program to G. Bortolotto & Co., Inc.; and approve Budget Change
authorizing an adjustment to the amount funded by Traffic Congestion Relief Funds to reflect
the balance available.
4.10 Check Issuance Reports and Electronic Funds Transfers (300-40)
STAFF RECOMMENDATION: Review and authorize the issuance of payments.
5. WRITTEN COMMUNICATIONS
5.1 Request for the Placement of Purple Ribbons on City Street Trees to Recognize the
American Cancer Society's "Paint Your Town Purple" Campaign (130-60)
The City Council will consider Debbie Magallanez's request for the placement of Purple
Ribbons on City street trees to recognize the "Paint Your Town Purple" Campaign.
STAFF RECOMMENDATION: Approve the placement of purple ribbons on City Street trees.
6. PUBLIC HEARINGS - None.
7. UNFINISHED BUSINESS
7.1 Follow-up Regarding the Relocation of Art Bus Shelters as part of LAVTA's BRT Project
(1060-20)
Construction for the Livermore Amador Valley Transit Authority's (LAVTA) Bus Rapid
Transit (RAPID) project is underway. As part of the project, three existing Art Bus Shelters
created by artist Dan Dykes located along Dublin Boulevard will be relocated so that RAPID-
branded shelters and amenities may be installed in their place.

STAFF RECOMMENDATION: Direct Staff to coordinate with LAVTA to relocate the Art Bus
Shelter to the east side of Village Parkway south of Davona Drive instead of north of Amador
Valley Boulevard.
7.2 Review and Approve the New City Website Design (150-30)
The City Council adopted a City Communications Plan in 2009 that included an objective to
redesign the City's website. The City hired CivicPlus, a website design firm, to develop the
new website. At this time, Staff is bringing forward three design options, with a
recommendation from the City Council's ad-hoc Communications Committee, for City
Council direction and consideration.
STAFF RECOMMENDATION: Review the website design options and approve the
Communications Committee's recommendation of website design Option 1.
7.3 Update and Direction on the City's Community Engagement Efforts (600-30)
The City Council has established a high priority objective to "effectively communicate and
solicit input from the community regarding City services and activities." Since October 2009,
the City Council has engaged in a community outreach effort to better understand citizen
concerns, issues and perceptions. Staff is checking in with the City Council regarding the
effectiveness of these efforts and is seeking direction on the continuation of community
engagement and outreach work.
STAFF RECOMMENDATION: Provide Staff direction on the implementation of any future
community engagement activities.
8. NEW BUSINESS
8.1 Letter of Agreement with the Dublin San Ramon Services District (DSRSD) for the
Creation of a Sewer Capacity Assistance Program (600-40)
The City Council will consider authorizing the City Manager to execute a Letter of
Agreement with the Dublin San Ramon Services District (DSRSD) to authorize the City to
transfer the City's unused sewer capacity to third parties for economic development purposes.
STAFF RECOMMENDATION: Adopt Resolution Approving Letter of Agreement with the
Dublin San Ramon Services District (DSRSD) for the Administration of Unused City of Dublin
Sewer Capacity.
9. OTHER BUSINESS
9.1 Brief INFORMATION ONLY reports from Council and/or Staff, including Committee
Reports and Reports by Council related to Meetings Attended at City Expense (AB 1234).
