3.1 Introduction of New Employee - Recreation Coordinator John Turner (File # 700-10)
3.2 Public Comments
At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state
your name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with state Law, however,
no action or discussion may take place on any item not appearing on the posted agenda. The Council may respond to statements
made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public
may contact the City Clerk's Office related to the proper procedure to place an item on a future City Council agenda. The
exceptions under which the City Council MAY discuss and/or take action on items not appearing on the agenda are contained in
Government Code Section 54954.2(b)(1)(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single
action. Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of
public input may request the Mayor to remove the item.
4.1 Minutes of Adjourned Regular Meeting of April 3, and Regular Meeting of April 16, 2002
STAFF RECOMMENDATION: Approve
4.2 Award of Bid, Contract 02-01, Civic Center Electrical Upgrade (File # 600-35)
This project would add electrical subpanels and transformers in two locations in the Civic
Center to provide additional capacity. The low bid received ($7,820) is within funds
budgeted for construction of this project.
STAFF RECOMMENDATION: Adopt Resolution awarding bid to Morgan & Sons Electric &
Lighting, Inc.
4.3 Delta Dental Rate Renewal (File # 720-40/600-30)
The City Council will authorize the City Manager to execute a contract extension with Delta
Dental. There are no increases in the premiums scheduled for Fiscal Year 2002-03.
STAFF RECOMMENDATION: Authorize City Manager to execute contract extension.
4.4 Opposition to Assembly Bill 680 (Steinberg) - Smart Growth Act of 2002 (File # 660-40)
AB 680 would propose to allocate all future growth in the local share of sales tax via a
formula based on situs, population, and smart growth principles.
STAFF RECOMMENDATION: Authorize the Mayor to sign and send letter.
4.5 Shannon Community Center Door Replacement, Contract 02-06 (File # 600-35)
The 2000-2005 Capital Improvement Program includes the Shannon Community Center Door
Replacement Project. Plans and specifications have been prepared for the project and the
project is ready to be advertised for bids.
STAFF RECOMMENDATION: Authorize Staff to advertise for bids.
4.6 Resolution Rescinding Resolution No. 101-90 and Establishing Staff Authority to Act on
General Liability Claims (File # 170-10)
Since 1990, the City Council has delegated claims settlement a\lthority up to a maximum of
$5,000 per occurrence to the City Manager because the processing and settlement of certain
claims can most efficiently be considered a ministerial responsibility of the City Manager or
his/her designee. The City Council will consider increasing the claims settlement authority up
to a maximum of $20,000.
STAFF RECOMMENDATION: Adopt Resolution.
4.7 Request for Proposals for Data, Voice and Television Cabling Project for the Dublin Public
Library (File # 600-30)
As part of the Dublin Public Library Project, cabling for the computer and voice network
systems needs to be installed along with cabling for television service. The City Council will
consider issuing a Request for Proposals to solicit interested vendors.
STAFF RECOMMENDATION: Authorize Staff to distribute RFP.
4.8 Award of Bid, Contract 02-03, 2001-02 Annual Street Overlay Project (File # 600-35)
This project consists of removing and replacing failed asphalt concrete pavement and
resurfacing various City streets with 1 yz" overlay of asphalt concrete. Pavement striping and
markings will also be replaced. DeSilva Gates Construction was the low bidder ($329,329)
STAFF RECOMMENDATION: Adopt Resolution.
4.9 Award of Bid, Contract 01-10, Dublin Boulevard Widening Project between Village
Parkway and Sierra Court/Civic Plaza (File # 600-35)
This improvement project will increase the capacity of Dublin Boulevard from 4 to 6 lanes to
accommodate future traffic demands, widen the Alamo Canal Bridge and underground all
existing overhead utilities between Village Parkway and Sierra Court/Civic Plaza. Granite
Construction Company was the low bidder ($3,063,859).
STAFF RECOMMENDATION: Adopt Resolution.
4.10 Warrant Register ($2,650,336.91) dated May 7,2002 (File # 300-40)
STAFF RECOMMENDATION: Approve

6. PUBLIC HEARING
6.1 Amendment to Heritage Tree Ordinance PA 02-013 (File # 910-40)
This is the second reading of an Ordinance amending Section 5.60 of the Dublin Municipal
Code to both protect Heritage Trees and facilitate development of sites containing Heritage
Trees. The amendment clarifies procedures and requirements under the Heritage Tree
Ordinance and makes the Ordinance consistent with approved changes to the Dublin Wildfire
Management Plan.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and adopt
Ordinance.
6.2 Amendments to the Inclusionary Zoning Regulations and Adopting an Affordable Housing
Priority Areas Policy and Amendments to In-Lieu Fees PA 01-038 & PA 01-014
(File # 430-20/450-20)
Staff has prepared a report with proposed amendments to the Inclusionary Zoning Ordinance
and In-Lieu Fees and adoption of a new Affordable Housing Priority Area Policy.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and
INTRODUCE either Ordinance recommended by Staff or Ordinance recommended by the
Planning Commission; adopt Resolution( s ); and review Planning Commission Memorandum to
City Council regarding waiver of development fees for affordable units.
6.3 Amendments to Conflict of Interest Code - Dublin Municipal Code Chapter 2.24
(File # 640-40)
The Political Reform Act requires cities to adopt Conflict ofInterest Codes that designate the
staff positions within the city that involve the making of governmental decisions that could
foreseeably affect a financial interest of the employee. Changes in staff titles and the City's
organization since the last update in 1996 have n~cessitated an amendment to the Code.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and
INTRODUCE Ordinance.
6.4 Amendment to Dublin Municipal Code to Provide for an Increase in the Salary for
Members of the City Council (File # 700-20)
In accordance with State Law, this proposed Ordinance would increase the salary for
Councilmembers by 5% for calendar years 2001 and 2002 or from $565.68 to $623.66 per
month. The increase would become effective following the November 2002 election. The
Mayor receives an additional $100 per month.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and
INTRODUCE Ordinance.
7. UNFINISHED BUSINESS
7.1 Council Chamber Lighting Improvements (File # 200-30)
At the request of the Council, Staff has worked with a design consultant to develop two
Council Chamber lighting improvement alternatives that would be appropriate for a Council
Chamber broadcast setting.
STAFF RECOMMENDATION: Determine whether additional lighting should be installed and
if the Council elects to install additional lighting, provide direction to Staff regarding the
preferred lighting option (track lighting or recessed fixture).
7.2 lJublin Public Library Time Capsule (File # 940-50/910-40)
The City Council will receive an update on the Library Time Capsule Project including the
outreach process and the items received to date.
STAFF RECOMMENDATION: Provide direction on the selection process for Time Capsule
items; determine if there are additional items that should be included; and determine if there
should be a ceremony when the Time Capsule is placed in the ground.
8. NEW BUSINESS
8.1 City's Annual Commission/Committee Awards Dinner Date (File # .610-50)
The City Council will select a date for the City's Annual Commission/Committee Awards
Dinner (October 4 or October 11,2002).
STAFF RECOMMENDATION: Establish date for Awards Dinner.
8.2 Emerald Glen Park Phase IT - Conceptual Design (File # 600-30)
The City Council will consider the Conceptual Design, budget and schedule for Phase IT of
Emerald Glen Park.
STAFF RECOMMENDATION: Receive presentation from Staff and Consultant; receive public
comment; approve Conceptual Design - OR - provide alternate direction.
8.3 Brown Act and Political Reform Act Outline Presentation (File # 610-20)
In accordance with the Council's goals & objectives for FY 2001-02, the City Attorney's
Office has prepared a presentation outlining the Brown Act, the Political Reform Act and
other state laws affectipg elected officials.
STAFF RECOMMENDATION: Receive Presentation.
