CONSENT CALENDAR Consent Calendar items are typically of a non-controversial nature and are considered for approval by the City Council with one single action. ~lelilbers of the audience \\lho would like an item removed from the consent calendar for purpose of public input maJ request the City Council to remove the item from the consent calendar. The request may be made at the time that the Hayor asks the audience members if there is anyone interested in removing an item fron the Consent Calendar. 4.1 Minutes of Regular Meeting of April 24, 1989 STAFF RECOMMENDATION: Approve 4.2 City Treasurer's Investment Report for Period Ending April 30, 1989 STAFF RECOMMENDATION: Accept Report 4.3 June 30, 1988 Audit of Federal Grant Funds STAFF RECOMMENDATION: Receive Keport 4.4 Rescind Rejection & Accept Storm Drain Easernents for Tracts 2551 & 2555 and Quitclaim to Zone 7 Zone 7 is proposing to take over responsibility for a channel originally constructed in 1965 as part of the tract improvernents for Tracts 2551 and 2555. In order to allow Zone 7 to do this, the City must rescind the County's rejection of the storm drain easements, accept the easements and then quitclaim them to Zone 7. STAFF RECOMMENDATION: Adopt Resolutions 4.5 Annual Sidewalk Safety Repair Program, Contract 89-2 Change Order No.2, \Jork @ Arbor Creek. It is proposed to have the City's sidewalk repair contractor, Ambo En8ineering, complete work that the developer of the Arbor Creek project failed to perform. The cost of the work will be reimbursed with funds froIn the developer's bond. STAFF RECOMMENDATION: Authorize budget transfer in the amount of $7,715.81 frorn unallocated reserves. 4.6 Award of Police Vehicle Bid The City purchased their first patrol vehicles in 1986. Because of tile operating condition and high li1ileage, 5 vehicles will need to be replaced this year. Therefore, the City solicited bids for replacement vehicles and a full maintenance contract from both state and local car dealers. STAFF RECO~lMENDATION: 1) Award bid to Shamrock Ford and authorize Staff to issue a purchase order based on the bid; and 2) authorize purchase of Ford reco~nended maintenance plan. 4.7 Financial Keport for Period Ending April 30, 1989 STAFF KECOMMENDATION: Approve 4.8 ~Jarrant Register dated Play 8, 1989 STAFF RECOMMENDATION: Approve 5. \'JKITTEN COj\lHUNICATIONS - None 6. PUBLlC HEARING 6.1 Request for Modification to Two-Hour Parking Zone on Golden Gate Drive At its April 24, 1989 meeting, the City Council introduced an ordinance repealing the southernluost two-hour parking zone on Golden Gate Drive and adopted a resolution establishing a sllorter two-hour zone. This is the second reading of the proposed ordinance. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and ADOPT Ordinance. 7 . UNFl[\IISHElJ BUS INESS - None 8. NE\~ BUS INESS 8.1 Alameda County Transportation Plan Commission - Appointment of an Alternate This Commission has developed a Plan to include recommendations for improvements to state highways, major arterials and transit service in Alalneda County. The Commission has requested that participating agencies select an Alternate member in order to assure maximum representation at Commission rneetings. Councilmernber Jeffery is the City's appointed member on the Commission. STAFF RECOH~lENDATION: Consider appointment and direct Staff to notify Commission. ~.2 Potential Castro Valley Sphere of Influence Alameda County LAFCO has scheduled a meeting to discuss a potential Castro Valley Sphere of Influence which may affect potential development in the West Dublin Study Area. STAFF RECOMMENDATION: Consider 1) whether the 1-580 (Eden Canyon Road interchange area should be part of Dublin's Sphere of Influence, and 2) providing comments to LAFCO. 8.3 West Dublin Studies Consultant Services Agreements and Amendment to Study Area As directed by City Council, Staff has prepared a Planning Consultant draft agreement and a contract planner draft agreement for City Council action. The property owners have requested an amendment to revise the study area. STAFF RECOMMENDATION: 1) Authorize City Manager to sign agreement with WPM Planning Team, Inc., after project applicants have committed funds needed to cover cost; 2) authorize City t"ianager to sign agreement with Brenda A.
