prior to a Council meeting in the City Clerk's Office and also at the Dublin Library.
1. CALL TO ORDER
2. PLEDGE OF ALLEGIANCE TO THE FLAG
3. ORAL COMMUNICATIONS - None
At this time, members of the audience are permitted to address the City Council on items of interest to the public; however, in
accordance with State Law, no ACTION or DISCUSSION shall take place on any item which is NOT on the City Council Agenda. The
Council may respond briefly to statements made or questions posed, or may request Staff to report back at a future meeting
concermng the matter. Further, a member of the City Council may direct Staff to place a matter of business on a future agenda. Any
person may arrange with the City Clerk (no later than 11:00 a.m., on the Tuesday preceding a regular meeting) to have an item of
concern placed on the agenda for the next regular meeting. The exceptions under which the City Council MAY discuss and/or take
action on items not appearing on the agenda are contained in GC 54954.2(b)(1)(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single
action. Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes
of public input may request the Mayor to remove the item.
4.1 Minutes of Regular Meeting of April 24, 1995
STAFF RECOMMENDATION: Approve.
4.2 Operational Area Participation
Recent disasters have shown that interagency coordination is crucial to the successful
response to disasters. A cooperative effort is being established for the exchange of
information and cooperative training. The State's SEMS regulations and guidelines
will provide policies and procedures for the new organization.
STAFF RECOMMENDATION: Adopt Resolution of agreement to participate in the
Alameda County Operational Area Emergency Management Organization
4.3 Agreement with Singer & Hedges, Inc., for Landscape Architectural Services
The City Council will consider an agreement With Singer & Hedges, Inc., for landscape
architectural services in the renovation of the DUblin Sports Grounds, Phase L Phase I
improvements include construction of an additional 60' baseball field and installation
of drinking fountains at baseball fields 4,5 and 6.
STAFF RECOMMENDATION: Authorize Mayor to execute agreement and approve
Budget Change Form.
4.4 Amendment to Agreement for Legal Services
The City Attorney has requested that the City Council consider amendments to the
Legal Services Agreement to: 1) reflect the revised name of the law firm; and 2)
increase the maximum amount of compensation on which PERS contributions are
based from $2,000 per month to $4~000 per month. The proposed amendment would
be effective July 1, 1995. The City Attorney has also requested that the Council
designate Rick Jarvis as Deputy City Attorney.
STAFF RECOMMENDATION: Approve amendment to agreement and authorize Mayor
to execute same and adopt Resolution designating Deputy City Attorney
4.5 Award of Bids for Konica 2028 and Konica 6190 Copier Machines
In April, the City Council authorized Staff to solicit bids for 2 replacement copy
machines during Fiscal Year 1994-95 due to the volume of use and increased
maintenance frequencies on the City's existing equipment. Three bids were received.
Astro Business Products in Dublin submitted the iow bids (Model 2028 $7,389.15 and
Model 6190 $27,214.05). Each bidder was also requested to indicate a trade-in
allowance for the old machines.
STAFF RECOMMENDATION: 1) Award bid to Astro Business Products and authorize
Staff to issue the necessary Purchase Order. 2) Adopt Resolution declaring existing
equipment surplus and authorize Staff to accept the trade-in allowance offered by Astro
Business Products. 3) Reject all bids submitted for maintenance and authorize Staff to
secure these services pursuant to the City purchasing procedures. 4) Adopt Budget
Change Form.
4.6 City Treasurer's Investment Report as of April 30, 1995
The City's investment portfolio totals $21,675,322.74 and funds are invested at an
annual average yield of 5.897%.
STAFF RECOMMENDATION: Receive Report.
4.7 Designation of 1st Nationwide Bank for Police Investigation Account
The City has maintained an account at Homestead Savings since 1985 as a revolving
fund for Police Special Investigations. 1st Nationwide Bank has acquired Homestead
Savings and it is necessary for the designated officials to execute new signature cards to
reflect this change.
STAFF RECOMMENDATION: Adopt Resolution.
4.8 Tri-Valley March for Jesus Parade
The Tri-Valley March for Jesus Parade is planned for May 27, 1995. The parade is
expected to include 800 - 900 participants and sponsors have stated it is being
conducted to allow churches to unite in the public worship of the Lord Jesus Christ
and Christians to work together to impact their city with praise, prayer and
proclamation.
STAFF RECOMMENDATION: Approve parade route; waive permit fee; authorize
issuance of parade permit; and approve additional $2,100 appropriation to cover Public
Works costs.
4.9 Purchase of Unmarked Police Vehicle
Two bids for a one year old unmarked Police vehicle were opened on'April 25, 1995.
Bids were received from Shamrock Ford and Dublin Toyota Pontiac.
STAFF RECOMMENDATION: Award bid to Shamrock Ford for one 1994 Ford
Thunderbird ($14,938.50).
4.10 Warrant Register ($539,211.07) dated May 8, 1995
STAFF RECOMMENDATION: Approve.
5. WRITTEN COMMUNICATION - None
6. PUBLIC HEARING
6.1 Hansen Ranch General Plan Amendment, Planned Development Rezoning, and Tentative
Map Amendment PA 95-007
The Hansen Ranch subdivision, originally approved in 1989, involves 180 units on
147_+ acres west of Silvergate Drive, north of Hansen Drive, and south of Rolling Hills
Drive. California Pacific Homes, Inc., has requested a General Plan Amendment,
Planned Development Rezoning, and Tentative Map Amendment for revisions to Phase
H of the approved Hansen Ranch subdivision. The amendments to the project would
involve approximately 2.4 acres of land redesignated from open space to residential
land use, with 16 homesites relocated into an oak/bay woodland area.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; concur with
Planning Commission's recommended denial of the project by adopting Resolutions, or
provide direction in the form of an informal "straw" vote, and continue the matter to a
future City Council meeting.
6.2 Revision to Encroachment Fee Schedule (Fee for Permit to Install Banner on City Banner
Poles) and Modification to City Banner Policy
The proposed fee for installing a banner on the City's banner poles would remain at
$50; however, an applicant would have two options for installing a banner: 1) to pay
the actual cost of installation by the City's maintenance crew ($500 deposit required);
or 2) to provide a professional installer who would be required to meet certain
insurance and traffic cohtroi requirements.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolutions.

8. NEW BUSINESS
8.1 Graffiti Task Force Report
In August, 1994, a Graffiti Task Force was formed with a goal of reviewing ways of
eliminating graffiti in the community as quickly as it is put up. The Task Force
reviewed 3 program areas: Eradication, Enforcement and Education. The total cost to
implement all programs is estimated to be approximately $52,000.
STAFF RECOMMENDATION: Discuss Task Force recommendations and identify which
programs should be incorporated as higher services levels for consideration during the
1995-96 Budget hearings.

· The next Regular Meeting of the Dublin City Council will be on Monday, May 22, 1995 at
7:00 p.m., in the Council Chambers

scheduled sometime during the month of June.
