PLEDGE OF ALLEGIANCE TO THE FLAG DUBLIN LIBRARY Meeting Room 3. ORAL COMMUNICATIONS At this time, members of the audience are permitted to address the City Council on any item which is not on the City Council Agenda. COlnments should not exceed 5 minutes. If any person feels that this is not sufficient time to address their concern, that person should arrange with the City Manager to have their parcicular concern placed on the agenda for a future meeting. 3.1 Introduction of New Planning Staff Members: Gail Adams, Planning Secretary and Laura Hoffmeister, Associate Planner 3.2 Draft Alameda County Hazardous Waste Management Plan Presentation of the Draft Alameda County Hazardous Waste Management Plan prepared for the Alameda County Waste Management Authority in response to Assembly Bill 2948 (Tanner). STAFF RECOMMENDATION: Hear Staff presentation; hear presentation from and pose questions to Alameda County Staff and their Consultant; direct Staff to follow up on all concerns raised by the City Council by writing a letter to the Alameda County Waste Management Authority no later than June 30, 1988. 3.3 Proclamation Declaring May 18, 1988 as Transit Appreciation Day 4. CONSENT CALENDA1{ Consent Calendar items are typically of a non-controversial nature and are considered for approval by the City Council with one single action. Hembers of the audience who would like an item removed from the consent calendar for purpose of public input may request the City Council to remove the item from the consent calendar. The request may be made at the tirne that the Mayor asks the audience members if there is anyone interested in removing an item from the Consent Calendar. 4.1 Minutes of Regular Meeting of April 25, 1988 STAFF RECOMMENDATION: Approve 4.2 Award of Bid - Contract No. 8b-5, 1987-88 Street Slurry Seal Program The low bid received for this project, $31,990.86, is within the funds budgeted for this project. STAFF RECOMMENDATION: Adopt Resolution awarding bid to California Pavement Maintenance (CPM), and authorize Mayor to execute agreement. 4.3 Banner Request - tvlurray School District "Farewell Reunion" i'1urray School District is requesting permission to use the City's banner poles and also the fence at Shannon Center to display a banner advertising the District's Farewell Reunion. STAFF RECOMMENDATION: Authorize Staff to issue permit allowing the School District's banner on the City's banner poles May 19-26 and on the Shannon Center fence June 4-11. 4.4 City Treasurer's Investment Report for Period Ending April 30, 1988 STAFF ~ECOMMENDATION: Approve 4.5 l)ublin Senior Center - Contract 87-10 - Authorization to Exceed Change Order Limit City Council approval is required when total change orders on City CIP projects exceed a $25,000 limit. The Dublin Senior Center remodeling project has incurred some unforeseen costs, prilnarily due to the age of the building and Staff is requesting approval to have additional work done. STAFF RECOMMENDATION: 1) Authorize Change Order for an additional $9,803 expenditure for painting of building, signing and air conditioning repair and 2) authorize an additional appropriation from reserves in the amount of $27,000 for the project. 4.6 Contract 8~-6 Traffic Signals at Amador Plaza Road/Amador Valley Boulevard and Village Parkway/Lewis Avenue Intersections; Dual Left Turn Modification for Eastbound Dublin Boulevard/Village Parkway This project would construct new signals at the Amador Valley Boulevard/Amador Plaza and Village Parkway/Lewis Avenue intersections, modify the I)ublin Boulevard/Village Parkway intersection to provide dual left turn lanes eastbound to northbound, and complete the landscaping on Amador Valley Boulevard from Amador Plaza Road to Village Parkway. STAFF RECOMHENDATION: Authorize Staff to advertise for bids. 4.7 Warrant Register dated May 9, 1988 STAFF RECOMMENDATION: Approve 5. WRITTEN COMMUNICATIONS - None 6. PUBLIC HEARING 6.1 Property Maintenance Ordinance At the City Council Ineeting on April 25, 198~, the City Council introduced an ordinance which would amend the Property Maintenance Ordinance. The proposed ordinance includes buildings on commercial property and revises restrictions on the placement of garbage cans and clotheslines. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and adopt ordinance. 6.2 Amendment to Solid Waste Management Ordinance - Location of kesidential Container & Enforcement Provisions At the City Council meeting on April 25, 1988, the City Council introduced an ordinance which would amend the Solid Waste Management Ordinance. The amendment authorizes the storage of trash cans in an unfenced side yard. Also, the enforcement provisions for certain residential violations are being changed from a misdemeanor to an infraction. STAfF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and adopt ordinance. 6.3 No Parking on Turquoise Street @ Stagecoach Park This item would authorize 75 feet of red curb on the south side of Turquoise Street at Stagecoach Park in order to provide visibility for rootorists negotiating turns from Stagecoach Road to Turquoise Street. STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution prohibiting parking on Turquoise Street at Stagecoach Park. 6.4 Stagecoach Road Traffic Study: Request for Stop Sign on Stagecoach Road @ Turquoise Street Staff received 2 communications from residents of the Dublin Hills Estates development requesting installation of stop signs on Stagecoach Road @ Turquoise Street. The City's Traffic Engineer has performed a study of the location and results will be presented at the hearing. STAFF RECOMMENDATION: COIlduct public hearing; deliberate; select either Option A or B. Option A - authorize installation of "Playground" signs in advance of the park, an additional 25 mph sign for southbound traffic, 25 mph pavement legends, and continued enforcement and monitoring of Stagecoach Road per TJKM recoromendation -OR- Option B - Adopt Resolution for installation of Stop Signs on Stagecoach Road at the intersection of Turquoise Street. If Option B is selected, Staff recommends that this option also include the items in Option A. 7. UNFINISHED BUSINESS 7.1 Report from Dublin School Facilities Improvement Task force The City Council will review and make recommendations on the final report from the Dublin School Facilities Improvement Task Force. STAFF RECOMMENDATION: Receive oral presentation from Task Force Chairperson; deliberate on findings and recomendations as identified in the Final Report; provide Staff with direction on how to proceed. ~. NEW BUSINESS b.l Resolution Approving Contribution to the 1-580/1-680 Interchange West to North Ramp Improvement Representatives from the Cities of Dublin, Pleasanton, and Livermore and Alameda County are recommending that the local agencies collectively contribute the required $380,000 local match for the $2,054,000 1-580/1-680 Phase I improvement. STAFF RECOMMENDATION: Adopt Resolution 8.2 1988-89 Budget Hearings and Contract Evaluation Staff is recommending that this year, the contract evaluation process be incorporated into the review of the budget in order to roore effectively use Staff and Council time in reviewing contract services, as well as the funding for those services.
