3. ORAL COMMUNICATIONS
At this time, members of the audience are permitted to address the City Council on any item which is not
on the City Council Agenda. Comments should not exceed 5 minutes. If any person feels that this is not
sufficient time to address their concern, that person should arrange with the City Manager to have their
particular concern placed on the agenda for a future meeting.

4. CONSENT CALENDAR
Consent Calendar items are typically of a non-controversial nature and are considered for approval by
the City Council with one single action.
Members of the audience who would like an item removed from the consent calendar for purpose of public
input may request the City Council to remove the item from the consent calendar. The request may be
made at the time that the Mayor asks the audience members if there is anyone interested in removing an
item from the Conse~t Calendar.
4.1 Minutes of Regular Meeting of Regular Meeting of April 28, 1986

4.2 City Treasurer's Investment Report for Period Ending April 30, 1986
STAFF RECOMMENDATION: Approve
4.3 Acceptance of Landscaping Improvements on Stagecoach Road, Tract 4719
Landscaping improvements on Stagecoach Road have been inspected by the City Engineer and
approved subject to replacement of some trees.
STAFF RECOMMENDATION: Adopt Resolution accepting work as complete.
4.4 Landscaping and Lighting Maintenance Assessment District No. 83-2 (Tract 4719)
This Resolution authorizes the City Engineer to prepare the annual report for this
assessment district.

4.5 Street Lighting Maintenance Assessment District
This Resolution authorizes the City Engineer to prepare the annual report for this
assessment district.

4.6 Report from City Manager Re Paratransit Joint Powers Authority-Replacement of Paratransit Vans
Paratransit services are provided through a Joint Powers Authority with the Cities of
Danville and San Ramon. The JPA contracts with the San Ramon Valley Community Center,
which currently provides paratransit services to residents of Dublin. The operator has
indicated a need to replace two paratransit vans due to their age and cost of repair.
STAFF RECOMMENDATION: Authorize payment of $3,921 to replace two paratransit vans and
authorize budget transfer of $3,921 from Contingent Reserve
4.7 Grant of Easement - Scarlett Court
The City of Pleasanton has requested that Dublin grant the State an easement for the
westbound off ramp of the proposed Hopyard Road/Dougherty Road/I-S80 interchange project.
The easement would be 3 feet wide and would be adjacent to the southerly r/w line of
Scarlett Court for retaining wall foundation soil.
STAFF RECOMMENDATION: Adopt Resolution
4.8 Emergency Operations Communications Equipment
City Staff and representatives of DSRSD Fire Department and Alameda County Communications
Department have evaluated the need for emergency communications equipment. The recommended
equipment includes two base stations and three hand-held radios. This will provide
enhanced communications in the event of a major incident.
STAFF RECOMMENDATION: Authorize a waiver of the formal bid procedure for base stations and
purchase through Alameda County General Services Agency. Authorize Staff to proceed with
procurement of three hand-held radios in current Fiscal Year.

5. WRITTEN COMMUNICATIONS
5.1 From Smoking Action Coalition Regarding Model Smoking Control Ordinance
The City has received a letter from the Alameda County Smoking Action Coalition requesting
that the City Council set a public hearing date to consider the Alameda County Smoking
Action Coalition's Model Smoking Control Ordinance.
STAFF RECOMMENDATION: Consider
5.2 Request from Ted Fairfield regarding DSRSD Sewer Capacity Study
Mr. Ted Fairfield is asking the City to request DSRSD to reconsider the DSRSD Sewer System
Master Plan to 1) include additional areas and 2) review the density and intensity of
potential development.
STAFF RECOMMENDATION: Discuss the density and intensity of potential development within the
Dublin sphere of influence and request DSRSD to reconsider the sewer capacity study.
6. PUBLIC HEARING
6.1 Sign Ordinance
On April 28, 1986, the City Council amended and introduced a sign ordinance. The ordinance
establishes sign regulations for effective and attractive identification.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive second reading and adopt
Ordinance Amending Zoning Ordinance.
6.2 Traffic Study and Proposed Improvements - 8000 Block of Peppertree Road
TJKM conducted a traffic study of the 8000 block of Peppertree Road in response to a
petition from residents. Based on their study, TJKM has recommended improvements and a
continuing concentration of speed limit enforcement on Peppertree Road.
STAFF RECOMMENDATION: Open public hearing & receive Staff presentation; receive public input;
question Staff and public; close public hearing; waive reading and adopt ordinance for
installation of stop signs; approve installation of raised double yellow traffic markers along
center of Pepper tree Road between West Vomac Road and Shannon Avenue
7. NEW BUSINESS
7.1 Amador Lakes Mini-Park
Rafanelli & Nahas are proposing to contribute an additional $13,000 toward the construction
of amador Lakes Mini-Park instead of constructing a modified lake overlook and tot lot at
the Amador Lakes project. Options identified by Staff include: 1) Approve request for an
additional $14,045 instead of $13,000; 2) Amend request keeping tot lot requirement; 3)
Deny request keeping both overlook and tot lot requirement.
STAFF RECOMMENDATION: Approve developer's request
