DUBLIN CITY COUNCILDUBLIN CITY COUNCIL
REGULAR MEETING - Tuesday, May 14, 1996, 7:00 p.m.

A complete packet of information containing Staff Reports and exhibits related to each
item is available for public review several days prior to a Council meeting in the City
Clerk’s Office and also at the Dublin Library.

3.ORAL COMMUNICATIONS
3.1Proclamation declaring May 13 - 17, 1996 "Try Transit Week"
At this time, the public is permitted to address the City Council on non-agendized items. The
Council must, however, comply with all State Laws in regard to items not appearing on the
posted agenda. The Council may respond to statements made or questions asked, or may request
Staff to report back at a future meeting concerning the matter. Any member of the public may
contact the City Clerk’s Office related to the proper procedure to place an item on a future City
Council agenda. The exceptions under which the City Council MAY discuss and/or take action on
items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).
4.CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for
approval by the City Council with one single action. Members of the audience, Staff or
the City Council who would like an item removed from the Consent Calendar for purposes
of public input may request the Mayor to remove the item.
4.1Minutes: Joint City Council/Planning Commission Study Session of April 8; Regular
Meeting of April 9; and Regular Meeting of April 23, 1996
STAFF RECOMMENDATION: Approve
4.2No Parking Zone - South Side of Amador Valley Boulevard East of Stagecoach Road
This no parking zone is being proposed as a buffer so that drivers turning from southbound
Stagecoach Road to eastbound Amador Valley Boulevard will be able to negotiate the turn
without hitting a parked car.
STAFF RECOMMENDATION: Adopt Resolution
4.3Art in the Parks - Request for Matching Grant for Alamo Creek Park and Stagecoach Park
Projects
As part of the Fiscal Year 1995-96 Budget, the City Council approved a Higher Service Level
in the amount of $10,000 for the "Art in the Parks" program. The $10,000 grant was part of a
three-for-one matching grant proposed by the Dublin Fine Arts Foundation. The foundation
has now raised approximately 2/3 of the funds for the program ($22,500) and would like to
begin the actual commissioning of the works for Stagecoach Park and Alamo Creek Park, thus
they are requesting $7,500 in funding for the projects.
STAFF RECOMMENDATION: Approve request and authorize $7,500 payment to DFA;
authorize Mayor to execute agreement with DFA and Artist Alan Counihan for the Alamo Creek
Park project.
4.4Authorization to Solicit Bids for Computer Hardware Traffic Signal Coordination/Update
Project
A traffic control computer was included as part of the CIP Traffic Signal Upgrade and
Coordination Project. This computer will serve as a control link between City Hall and the
signal controllers in the field. All costs for this project will be funded by an ISTEA/TSM
grant.
STAFF RECOMMENDATION: Authorize Staff to advertise for bids.
4.5Award of Contract for City Facilities Janitorial Service
This contract is proposed to be awarded to Tri-Valley Janitorial Service. The annual cost of
janitorial services for 5 City facilities is $86,088.
STAFF RECOMMENDATION: Adopt Resolution.
4.6Waiver of Provision of City's Purchasing Ordinance for Citywide Traffic Signal Upgrade
and Award of Contract to IDC Traconex
The City Council will consider making an exception to the City's Purchasing Ordinance for
Traffic Controller Hardware as the City's Traffic Signal Equipment is made by only one
company. All costs for this project will be funded by an ISTEA/TSM grant.
STAFF RECOMMENDATION: Adopt Resolution waiving provisions of Purchasing Ordinance
and award contract to IDC Traconex.
4.7Change Order No. 1 to Add the Overlay of Dougherty Road and Dublin Boulevard to the
1995-96 Annual Street Repair and Overlay Contract 96-02
The overlay of Dougherty Road was included with the Dougherty road widening project,
however, the widening project has been delayed and the SB 300 overlay grant must be used
before the end of this Fiscal Year. Staff proposes to include Dougherty Road and Dublin
Boulevard with the annual overlay project.
STAFF RECOMMENDATION: Authorize Change Order No. 1 incorporating the overlay of
Dougherty Road (south of Amador Valley Boulevard) and Dublin Boulevard (between Hansen
Drive and Donlon Way) into the 1995-96 Annual Overlay Project.
4.8Acceptance of Work - Contract 96-01 Sidewalk Repair (Remove and Replace)
Work under this contract have been completed. All locations listed have been repaired and all
handicap ramps have been installed.
STAFF RECOMMENDATION: Accept improvements; authorize $3,905.90 payment to
Roquemore Engineering; release $6,274.30 retention after 35 days if there are no subcontractor
claims.

5.WRITTEN COMMUNICATIONS - None
6.PUBLIC HEARING
6.1Trumark Homes General Plan Amendment (PA 95-029)
The City Council will review and take action on a Mitigated Negative Declaration, Mitigation
Monitoring Program and General Plan Amendment for the Trumark Homes Project, located
off Dougherty Road, south of Arroyo Vista. The GPA would change the land use designation
from "Transportation Corridor" to "Medium Density Residential".
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution
6.2California Creekside Planned Development and Development Agreement PA 95-048
This Planned Development Rezone would change zoning on property from PD Business Park
Industrial to PD Single Family Residential and PD Medium-High Density Residential to allow
154 single family dwellings and 123 townhouses on 35.4 acres on the north side of Dublin
Boulevard west of Tassajara Creek. The Development Agreement establishes the rights and
responsibilities of the City, Kaufman & Broad and Alameda County with respect to this
development.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and
INTRODUCE Ordinance approving PD Rezone and Ordinance approving Development
Agreement.
6.3Annual Review of Development Agreement - Santa Rita Commercial Center (Tri-Valley
Crossings)
The City Council is required to annually review the Development Agreement between the City
of Dublin, Alameda County Surplus Property Authority and Developers Diversified. The City
Council may determine that the developers have complied in good faith or if they determine the
developer has not complied, may modify or terminate the agreement.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; make motion that
developers have complied in good faith with the terms and provisions of the Development
Agreement and conclude the Annual Review.
6.4Ordinance Amending Section 2.12.120 of the Dublin Municipal Code Authorizing Referral
of CUP Revocations to Planning Commission
This amendment to Section 2.12.120 of the DMC would authorize the Community
Development Director to refer any administrative actions and any controversial items directly
to the Planning Commission rather than the Zoning Administrator.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and
INTRODUCE Ordinance.
6.5Bus Stop on West Side of Village Parkway at Lewis Avenue
The City Council will consider a request to locate an additional bus stop on the west side of
Village Parkway across from the post office. County Connection, the bus service serving this
portion of Village Parkway, has been contacted and indicate they have no objection to placing
a bus stop at this location.

7.UNFINISHED BUSINESS
7.1Campaign Contribution Limitations and Campaign Expenditure Limitations
Following discussion at the April 23, 1996 City Council meeting, the Council directed Staff to
research issues related to: 1) limiting campaign contributions to City residents and/or non-
residents who work in the City; and 2) campaign expenditure limitations which may be in effect
in San Ramon.
STAFF RECOMMENDATION: Consider motion to "Take From the Table" and if motion
passes, provide appropriate direction to Staff.
7.2Term Limits for Councilmembers and/or Mayor
Following discussion of this item at the April 23, 1996 City Council meeting, the Council
tabled a motion
"to allow 8 years for the position of Mayor and 8 years as a Councilmember with
the exception that less than half a term would not count. If you are on the Council and you run for
Mayor, it breaks the continuity, so you could run another 8 years."
STAFF RECOMMENDATION: Consider motion to "Take From the Table" and if motion
passes, vote on main motion and provide appropriate direction to Staff.
