ORAL COMMUNICATIONS 3.1 Report on 2005 Dublin Pride Week Activities and Recognition of Poster Contest Winners and Dublin Pride Partners (File # 150-80) The City Council will formally recognize the contributions made by various individuals and organizations making 2005 Dublin Pride Week a successful community event. STAFF RECOMMENDATION: Receive Report and formally recognize poster contest winners and Dublin Pride Partners. 3.2 Proclamation declaring May 15-21,2005 as National Public Works Week (File # 610-50) 3.3 Public Comments At this time, the public is permitted to address the City Council on non-agendlzed rtems. CONSENT CALENDAR Consent Calendar Items are typically non-controversialln na/ure and are conslderød for approval by the City Council with one single action. Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input may request the Mayor to remove the Item. 4.1 Minutes of Regular Meeting of May 3, 2005 STAFF RECOMMENDATION: Approve 4.2 Improvement Agreement for Tassajara Road Bridge Improvements at the Northern Drainage (File # 600-60) The Lin Family is required under regulatory permits to provide certain habitat mitigation improvements to compensate for the loss of wetlands within Dublin Ranch, This includes construction of a bridge on Tassajara Road near Shadowhill Drive. The Improvement Agreement between the City and the Lin Family will allow construction of the bridge to proceed. STAFF RECOMMENDATION: Adopt Resolution approving Agreement. 4.3 Award of Bid, Contract ~05, 2004-05 Annual Street Overlay Program and Dublin Sports Grounds Renovations (Parking Lot) (File # 600-35) The annual overlay program will remove and replace failed asphalt concrete pavement, resurface the entire street with I \12" of asphalt concrete, and restripe pavement markings on various City streets. This contract also includes the reconstruction of the Dublin Sports Grounds parking lot. STAFF RECOMMENDATION: Adopt Resolution awarding contract to O'Grady Paving, Inc. ($427,575.61). 4.4 Approval ofPareel Map 8310 (Valley Christian School), Acceptance of OtTer of Dedication for Public Streets and Acceptance of Conservation Easement (File # 410-40/670-40) Parcel Map 8310 subdivides the existing Valley Christian School property, located on the northwest and northeast comeTS of Dublin Boulevard and lnspiration Drive, into 3 parcels. Street and other public improvements currently exist. The City Council will consider approval of Parcel Map 8310. as well as the acceptance of offers for street dedication and a conservation easement. STAFF RECOMMENDATION: Adopt Resolution. 4.5 Acceptance of Work, Contract 04-11, Civic Center Roof Deck Repair (File # 600-35) This project repaired the roof deck area on the second floor of the Administration Wing of the Civic Center. The deck, which also serves as a roof for some of the first floor offices, was the source of some leaks during the winter of 2003·04. Work was completed within funds budgeted for construction of this project. STAFF RECOMMENDATION: Accept improvements and authorize final payment to RoSa Construction, less retention to be paid in 35 days if no subcontractor or supplier claims are received. 4.6 Agreement between the County of Alameda and the City of Dublin for participation in the Alameda Urban County CDBGIHOME FUNDS Program for Fiscal Years 2006-2008 (File # 600-40/480-20) The City Council will consider entering into a cooperation agreement with Alameda County Housing & Community Development Department for purposes of participating in the Alameda County Urban County Community Development Block Grant and HOME Programs for Fiscal Years 2006,2007 and 2008. STAFF RECOMMENDATION: Adopt ~esolutloß approving Agreement and authorizing the Mayor to execute 4 originals of the Agreement. 4.7 Adoption of Resolution approving use of 2005-06 CDBG funds by executing .greements with the following: County of Alameda for use of the $93,505 in CDBG funds, Senior Support Programs of the Tri-Valley, Tri-ValIey Haven, Spectrum Community Services, Inc., Community Resources for Independent Living (CRIL), Open Heart Kitchen and Bay Area Community Services (File # 600-40/600-30/480·10) The City Council will decide whether to enter into an agreement with the County of Alameda to have CDBG funds allocated to the City of Dublin for FY 2005-06, and whether to sign Agreements with various service providers, as previously approved, for usage ofFY 2005.06 CDBG funds. STAFF RECOMMENDATION: Adopt Resolution approving Agreements. 4.8 Financial Reports for tbe Montb of April 2005 (File # 330-50) STAFF RECOMMENDATION: Receive Reports. 4.9 Fac:ilities Feasibility Study Consultant Servic:es Change Order (File # 600-30) In September of 2004, the City Council approved an Agreement with The Sports Management Group to conduct a feasibility study, financial analysis and conceptual space plan for the new Recreation & Aquatic Complex at Emerald Glen Park. Staff recommends expanding the scope of services under the Agreement to conduct a financial analysis related to operational costs and anticipated revenues for two options, rather than one. This would increase the amount of the Agreement by $1,500. STAFF RECOMMENDATION: Approve Change Order #\. 4.10 Warrant Register ($3,828,168.79) dated May 17, 2005 (File # 300..40) STAFF RECOMMENDATION: Approve 5. WRITTEN COMMUNICATIONS - None 6. PUBLIC HF.ARING 6.1 Quarry Lane School- Dr. Sabri Arac Development Agreement (DA) for Phase 2 .PA 99-064 (File # 600-60) This is the 8econd reading of an Ordinance which would approve a Development Agreement between the City of Dublin and Dr. Sabri Arac for the expansion of the Quarry Lane School (phase 2) at 6363 Tassajara Road. The proposed DA will serve to implement the conditions of approval, physical improvements and other requirements for the project. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and adopt Ordinance, 6.2 Amendment to Fire Facilities Fee (File # 540-20) The City Council will consider a proposed increase to the Fire Facilities Fee ranging ftom less than 1% for residential development and ftom 1-2.3% for non-residential development. STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution revising fee. 7. UNFINISHED BUSINESS 7.1 Con5ultant Service5 for Dublin Historic Park Ma5ter Plan (File # 600-30) In order to develop a master plan for the potential expan5ion and enhancemem of the Dublin Historic Park, a request for proposals for con5ultant services was circulated. Five proposals were received and the selection committee recommends the finn of Royston Hanamoto Alley and Abey (RHAA). Staff has negotiated a Consultant Services Agreement with RHAA for consideration by the City Council. STAFF RECOMMENDATION: Adopt ResoludQU. approving Agreement. 7.1 Hou5ing Need5 Survey Questionnaires for Residential and BU5iness Surveys (File # 430-50) The City Council will review the final draft questionnaires created by consultant, Godbe Research for conducting a Housing Needs Survey of residents and businesses in the City of Dublin. STAFF RECOMMENDATION: Provide any comments or suggestions priorto Godbe finalizing the questionnaires. 8. NEW BUSINESS 8.1 Consultant Services for a Recreational and Civic Facilities Assessment for the Camp Parks Project Area (File # 600-30) The City Council will consider entering into a Consultant Services Agreement ($22,170) with Moore Iacofano Goltsman, Inc. (MIG) to conduct a recreational and civic facilities assessmem for the Camp Parks Project Area. STAFF RECOMMENDATION: Adopt Resolution approving Agreement. 8.1 Annual Contract Review - Cro5Sing Guard Services (File # 600-30) The City Council will conduct the annual contract review of Crossing Guard Services provided through All City Management Services, Inc., and determine whether to increase and/or decrease the current service levels based on a report prepared by the City Traffic Engineer. STAFF RECOMMENDATION: Determine if the Silvergate Drive/Amarillo Road crossing guard service should be removed for FY 2005-06; determine if a contingent amount of funds should be budgeted for the Fallon Middle School site opening in September 2005; based on the Council's decisions, adopt Resolution and authorize City Manager to execute an amendment to Agreement with All City Management Services for FY 2005~06. 9.
