3.1 Acceptance of Gifts to City from St. Patrick's Day Sponsors (File # 150-70)
The 2003 St. Patrick's Celebration was held on Saturday and Sunday, March 15-16, in
downtown Dublin. The City received $25,000 in sponsorships for the weekend. In addition,
the City received overwhelming support in the form of in-kind donations of goods and
services. The sponsors and contributors will be recogrfized at the Council meeting.
STAFF RECOMMENDATION: Formally recognize donors for their contributions and accept
gif s.
3.2 Proclamation declaring May 2003 as ~'Foster Care Month" (File # 610-50)

Consent Calendar items are typically non-controversial in nature and are considered for approval by the City
Council with one single action. Members of the audience, Staff or the City Council who would like an item
removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item.

4.3 Financial Reports for the Month of April 2003 (File # 330-50)
STAFF RECOMMENDATION: Receive Reports.
4.4 Acceptance of Bulk Grading for Phase I of Tract 7135, and Rough Grading and Erosion
Control Improvements, Dublin Ranch, Areas A-6 and A-7 (Toll CA II, LP.) (File # 600-60)
The grading operation for the "A' areas of Dublin Ranch has been completed and it is
appropriate to release the bonds which guarantee the grading,
STAFF RECOMMENDATION: Adopt Resolution.
4.5 Award of Bid, Lighting for Freeway Underpass Artwork Project, Contract 03-04 (File #
600-35)
This project would install rows of light fixtures above the murals on the freeway underpass
walls on Dublin Boulevard and on Amador Valley Boulevard. Nine bids were received.
STAFF RECOMMENDATION: Adopt Re. sglution awarding contract to Columbia Electric, Inc.
($148,400).
4.6 Consultant Services for Ge#technical Engineering, Dublin Senior Center (File # 600-30)
As part of the construction documents prepared for the Dublin Senior Center, the City has
budgeted for Soils Engineering Services. Berlogar Ge#technical Engineers has provided
ongoing testing for the City on past projects and has provided a scope of services to meet the
City's testing requirements.
STAFF RECOMMENDATION: Approve and authorize Mayor to execute Agreement (not to
exceed $17,000).

6. PUBLIC HE~G
6.1 Approving Implementation of the Proposed Tri-Valley Transportation Development
(TVTD) Fee Adjustment, Addendum 1 to the Tri-Valiey Transportation Council (TVTC)
Joint Exercise of Powers Agreement, and Amendment to Resolution Establishing a TVTD
Fee for Future Developments within Dublin (File # 600-40)
The TVTC has been working to update the Tri-Valley Transportation Development Fee in
order to more fairly distribute thc fee burden among land users and keep up with rising costs
of regional transportation improvements. The approval of this proposal, if ultimately
approved by all 7 TVTC agencies, would increase the overall funding level of the TVTD Fee
program.
STAFF RECOMMENDATION: COnduct public hearing; deliberate; adopt Resolution
approving implementation of the proposed TVTD Fee adjustment, authorizing the Mayor to
execute Addendum 1 to the TVTC JEPA, and amending Resolution No. 89-98 establishing a
TVTD Fee for future developments within the City of Dublin.
6.2 Valley Christian Center Expansion & Master Plan - Planned Development Rezoning Stage
1 & 2 Development Plans and Environmental Impact 0#IR) Report PA 00-017 (File # 600-60)
Valley Christian Center is requesting approval of a Master Plan development program
consisting of a Planned Development Rezoning and Development Plan (Stage 1 and 2) for the
expansion of several buildings, and an EIR for the proposed Valley Christian Center Master
Plan project. The proposed project area is located within the westerly portion of Dublin and
contains approximately 50 acres of land.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt ~ I)
certifying thc Final EIR and 2) making f'mdings related to the PD Rezoning and related Stage 1
and 2 Development Plan; waive reading and INTRODUCE Ordinance - OR- provide
additional direction to Staff.
6.3 Eden Housing - Downtown Core Specific Plan Amendment, Planned Development
Rezoning Stage 1 & 2 Development Plan and Mitigated Negative Declaration PA 03-003
(File # 600-60)
The City Council will review a proposed project for senior housing proposed by Eden
Housing at the site of the former library on Amador Valley Boulevard. The project consists
of an amendment to the Downtown Core Specific Plan to allow for high density residential
development, a rezone to a planned development and a mitigated negative declaration.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolufionfs) t)
adopting the Mitigated Negative Declaration, 2) approving an Amendment to the Downtown
Core Specific Plan, and 3) making findings related to the PD Rezoning and related Stage 1 and 2
Development Plan; and waive the reading and INTRODUCE Ordinance.
6.4 General Plan Amendments (GPA) for Eden Housing and Valley Christian Center PA 03-
003 and PA 00-017 (File # 420-30)
The City Council will review a proposed GPA to the Land Use Element of the General Plan
from a commercial designation to high density residential for Eden Housing at the site of the
former library and a change from public/semi-public to medium high density residential on
Valley Christian Center property at the intersection of Inspiration Drive and Dublin
Boulevard.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Re_._solution
approving General Plan Amendments for the Eden Senior Housing Project and for Valley
Christian Center.

7.1 Approval of Notice of Exemption and Authorization to Solicit Bids for Contract 03-08,
Alamo Creek Bike Path - Amador Valley Boulevard to North City Limits (File # 600-35)
This project will construct an asphalt path along Alamo Creek between the north City Limits
(near the end of Crossridge Road) and Amador Valley Boulevard.
STAFF RECOMMENDATION: 1) Approve Notice of Exemption under 2002 California
Environmental Quality Act (CEQA), Section 15301, Class l(c), and Section 15304, Class 4(h),
for Alamo Creek Bike Path, Amador Valley Boulevard to North City Limits; and 2) authorize
Staff to advertise for bids - OR - provide Staff with alternative direction.
7.2 Fairway Ranch Affordable Housing Project PA 03-010 (File # 430-80)
At the Council's request, Staff is providing information submitted by Klein Financial
Corporation on the management and operation of affordable housing projects that are 10 years
or older and information on thc proposed management company selected to manage and
operate the Fairway Ranch Affordable Housing Project.
STAFF RECOMMENDATION: Receive presentation by Klein Financial Corporation and Legacy
Partners and provide comment and/or direction to Fairway Ranch proponents on this subject.
7.3 Consultant Selections for Historical Resource Identification and Archaeological
Assessment within the Donlon Way Area (File # 600-30)
The City Council will consider selecting 2 consultants with expertise of historical resource
identification and archaeological assessment to assist City Staff in the preparation of a
Specific Plan/Historical District within the Donlon Way area.
STAFF RECOMMENDATION: Adopt Resolution selecting Page and Tumbull (Historical
Resource Consultant) not to exceed $16,600 and William Self and Associates (Archaeological
Resource Consultant) not to exceed $7,150; and authorize City Manager to negotiate and execute
contracts.
7.4 Award of Contract for Emerald Glen Park Phase II (File # 600-30)
Two bids were received for the Emerald Glen Park Phase II project and both bids exceed the
available budget. The City Council will consider options relating to moving forward with the
project.
STAFF RECOMMENDATION: Determine whether to award bid and any alternatives.
8. NEW BUSINESS
8.1 Request for funds by the Dublin Housing Authority (DHA) to conduct an analysis of the
feasibility of redeveloping Arroyo Vista (File # 600-40)
The DHA is requesting funding in the amount o£ $30,000 from the City of' Dublin's
Inclusionary Housing Fund in order to conduct an analysis of the feasibility of redeveloping
Arroyo Vista and increasing the number of affordable units.
STAFF RECOMMENDATION: Adopt Resolution authorizing the City Manager to enter into
an agreement regarding a grant for the study of the feasibility of redeveloping the Arroyo Vista
Housing Complex, and approved a Budget transfer from the Inelusionary Housing Fund to the
DHA.
8.2 Consideration of Assembly Bffi 1495 (Chavez) regarding Parole Placements for Sexual
Offenders (File # 660-40)
Mayor Lockhart has requested that the City Council consider Assembly Bill 1495 (Chavez)
regarding placement of sexual offenders released on parole near elementary and middle
schools.
STAFF RECOMMENDATION: Provide appropriate direction to Staff relative to AB 1495.
