Winners of the 2002 Dublin Pride Week Poster Context, "Make a Difference in Dublin"
project volunteers and "Donate-a-Tree" program participants will be formally recognized by
the City Council.
STAFF RECOMMENDATION: Receive the Report and formally recognize poster contest
winners, volunteer organizations, and "Donate-a-Tree" participants.
3.2 Proclamation Recognizing Quarry Lane School Students Alejandra Dean, Nicole Rumore,
Sara Savarani and Christy Tadros for their 1~t Place Win in the l0th Annual ExploraVision
International Science Competition (File # 610-50)
3.3 Public Comments

Clerk's Office related to the prcYt:er procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss and/or take action on
items not appearing on the agenda are contained in Government Code Section 54954.2(b)('1)(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typk:ally non-controversial in nature and are considered for approval by the City
Council with one single action. Members of the audience, Staff or the City Council who would like an item
removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item.
4.1 Minutes of the Special Meeting of May 1, and Regular Meeting May 7, 2002
STAFF RECOMMENDATION: Approve
4.2 Cooperation Agreement between the County of Alameda and the City of Dublin for
Participation in the Alameda Urban County CDBGfHOME FUNDS Program for Fiscal
Years 2003-2005 (File # 600-40)
A request to approve a cooperation agreement between the County of Alameda and the City
of Dublin. Participation in the Alameda County Urban County CDBG/HOME FUNDS
Program allows the City to be eligible to receive the CDBG funds that the County distributes
to the Urban cities through a formula allocation system.
STAFF RECOMMENDATION: Adopt Resolution and authorize Mayor to execute agreement.
4.3 Financial Reports for the Month of April 2002 (File # 330-50)
STAFF RECOMiMENDATION: Receive Report.
4.4 Authorization to Apply for Grant Funding - Traffic Signal Battery Backup Systems
(File #590-40)
This item would authorize City Staff to apply for grant funding from the California Energy
Commission to partially offset the cost of a proposed Capital Improvement Project to install
battery backup systems for traffic signals at critical intersections.
STAFF RECOMMENDATION: Adopt Resolution.
4.5 Establish Contract Services for an Architect on an As Needed Basis for Overflow Services
in the Community Development Department (600-30)
Staff is recommending utilizing the services of the architectural firm David Babcock and
Associates, on as as-needed basis for overflow services in the Community Development
Department. With complex projects such as the proposed Transit Center anticipated to begin
preliminary design submissions in the next few months, Staff will be seeking additional
architectural expertise.
STAFF RECOlVlMENDATION: AdoPt Resolution and authorize Community Development
Director to execute the agreement.
4.6 Agreement for Review and Comment Preparation on the Draft and Final Environmental
Impact Report/Environmental Impact Statement for the Proposed East County
Government Center and Juvenile Justice Facility (File #600-30)
Staff is recommending utilizing the services of environmental consultant Jerry Haag to
conduct a review and analysis of the Draft and Final versions of the East County Government
Center and Juvenile Justice Facility Environmental Impact Report/Environmental Impact
Statement.
STAFF RECOMMENDATION: Adopt Resolution and authorize the Community Development
Director to execute the agreement.
4.7 Selection of Consultant for the Biological Assessment of Proposed Community Park within
the Eastern Dublin Property Owners Annexation Area and Designating such Persons as
are Appropriate to Enter the Subject Property (File #600-30/420-10)
The City Council will consider selection of a biological consultant and authorizing the City
Manager to negotiate and execute the contract not to exceed $6,000. The City Council will
also consider authorizing the City Manager to designate appropriate persons to enter the
Jordan property to make examinations and surveys as necessary to determine the suitability of
Fallon Road and the Sports Park site and to provide adequate notice to the property owner and
occupants as required by Government Code Section 65105.
STAFF RECOMMENDATION: Adopt Resolutions and authorize City Manager to execute the
agreement, not to exceed $6,000.
4.8 Award of Bid - Contract No. 02-05, 2001-2002 Annual Slurry Seal Program (File # 600-35)
This project will slurry seal various City streets. Slurry seal consists of a sand/oil mixture,
which seals cracks and provides a new, uniform wearing surface.
STAFF RECOMMENDATION: Adopt Resolution awarding bid to Valley Slurry Seal
Company ($62,213.53).
4.9 Award of Bid - Contract No. 02-04, Alamo Canal Bike Path from the Iron Horse Trail
Junction to 1-580 (File # 600-35)
This project will pave the existing Zone 7 maintenance road along the east side of the Alamo
Canal. When complete, the path will complete the Iron Horse Trail system and provide
pedestrian and bicycle access to the Civic Center and new Library.
STAFF RECOMMENDATION: Adopt Resolution awarding Contract No. 02-04 to Top
Grade Construction, Inc. ($243,982.50)

6. PUBLIC HEARING
6.1 Urgency Ordinance Amending Municipal. Code to Change Penalty for Fireworks
Violations to an Infraction (File # 650-60)
On April 16, 2002, the City Council approved several Fireworks Committee
recommendations, including a recommendation that the penalty for violations of the City's
Fireworks Ordinance should be reduced from a misdemeanor to an infraction to minimize the
impacts on the judicial system and increase the deterrent effect of the Ordinance through
increased enforcement.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; Waive reading and
ADOPT Urgency Ordinance.
6.2 General Plan Amendment for the Adjustment of the Eastern Extended Planning Area
Boundary, Removal of the Future Study Area (including Doolan Canyon) Designation, and
Minor Modifications to the Western Extended Planning Area Maps (File # 420-30)
A request for the City Council to adjust the boundary of the Eastern Extended Planning Area
in removing approximately 2,744 acres from the planning area, remove the Future Study Area
designation for Doolan Canyon and other lands outside the City's Sphere of Influence on the
related General Plan Maps and modify the General Plan text accordingly.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution
approving General Plan Amendment with attached Exhibit A and Exhibits B-1 through B-5.
· 6.3 Amendment to Dublin Municipal Code to Provide for Increase in the Salary for Members
of the City Council -2na Reading (File # 700-20)
The proposed Ordinance, which was introduced at the May 7, 2002, City Council meeting,
would provide for an increase in salary for members of the City Council fOllowing the
November 2002 election. Council salaries would be increased from the current amount of
$565.68/month to $623.66/month. The Mayor would receive an additional $100/month.
STAFF RECOMMENDATION: Conduct Public Hearing; deliberate; waive reading and
ADOPT Ordinance.
6.4 Amendments to the Inclusionary Zoning Regulations (File # 450-20)
This is the 2na reading of an Ordinance introduced to the City Council on May 7, 2002.
Specific elements of this Ordinance include the requirement of 12.5% of any residential
project to be affordable for a period of 55 years. Up to 5% of the total 12.5% of affordable
units may pay an in-lieu fee. Additionally, the report gives the Council an option to introduce
an alternate Ordinance with minor Staff recommendations.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; and: (1) waive reading and
ADOPT Ordinance (Attachment 1) amending Chapter 8.66 of the Dublin Municipal Code
related to the Inclusionary Zoning Regulations; - OR- (2) waive reading and INTRODUCE
Ordinance (Attachment 2) with the proposed Amendment to Section 8.68.040(C3) related to
land dedication as proposed by Staff.
7. UNFINISHED BUSINESS
7,1 Municipal Electric Utility Feasibility Study - Technical Briefing Paper (File # 1020-40)
The City Council recently approved a contract with Environmental Science Associates (ESA) to
complete a feasibility study on the issues involving the provision of electric services to the City of
Dublin. ESA has completed a technical briefing paper, which includes information on California's
electric industry, and potential energy options for the City, including municipalization, aggregation,
and/or the creation of an Energy Element of the City's General Plan.
STAFF RECOMMENDATION: Receive the Report and provide Staff with the appropriate
direction.
7.2 Safeway - Public Art (File # 900-50)
The City Council will review two Public Art proposals for the Safeway, Inc., retail development on
Dublin Boulevard and Amador Plaza Road and select artwork.
STAFF RECOMMENDATION: Receive presentation by Art Consultant and select artwork.
8. NEW BUSINESS
8.1 Day on the Glen Community Liaison Committee (File #110-30)
At the City Council Goals & Objectives Study Session on April 3, 2002, the City Council rated as a
high priority developing a community participation process, similar to St. Patrick's Day, for planning
the Day on the Glen Festival. The Council will receive a report of how Staff proposes to accomplish
this goal for the 2002 festival.
STAFF RECOMMENDATION: Approve proposed Committee format and appoint a City
Council representative to the Committee for the 2002 festival.
8.2 Request to Initiate a General Plan and Eastern Dublin Specific Plan Amendment Study for
Public/Semi-Public Facilities (File # 420-30/410-55)
At the April 3, 2002, Goals & Objectives meeting for Fiscal Year 2002-03, the City Council approved
a goal to study and increase the areas available for Public/Semi-PublicFacilities. In general,
Public/Semi-Public Facilities are allowed in all zoning districts west of Dougherty Road with a
Conditional Use Permit. Areas east of Dougherty Road must be developed in accordance with
Planned Developments, as required by the Eastern Dublin Specific Plan. The City Council will
determine if it will initiate a General Plan and Specific Plan Amendment Study to research and
increase lands designated as Public/Semi-Public Facilities.
STAFF RECOMMENDATION: Adopt appropriate Resolution either approving OR denying
the Initiation of a General Plan and Specific Plan Amendment Study.
8.3 Initiation of a General Plan and Eastern Dublin Specific Plan Amendment Study for the
Area F North Portion of Dublin Ranch (File # 420-30/410-55)
The Applicant has requested two General Plan and Specific Plan Amendments for the Area F North
subdivision at Dublin Ranch. The first is a change in land use designation from Medium Density
Residential to Single-Family Residential. The second is a change in land use designation from
Public/Semi-Public (Middle School and High School) to Single-Family Residential.
STAFF RECOMMENDATION: Adopt appropriate Resolution either approving OR denying
the Initiation of a General Plan and Specific Plan Amendment Study.
8.4 Proposal for Additional Diversion Services (File # 810-60)
The City Council will discuss funding several new waste diversion programs. The programs include
an electronic waste (e-waste) and household hazardous waste annual collection event, a curbside used
old collection program and a commercial food waste recycling program.
STAFF RECOMMENDATION: Determine which, if any, of the proposed diversion programs
the City should fund.
