3. ORAL COMMUNICATIONS
At this :ime, members of the audience are permitted to address the City Council on any item which is not
on the Ctty Council Agenda. Comments should not exceed 5 minutes. If any person feels that this is not
suffi ci ent ti me to address thei r concern, that person should arrange wi th the Ci ty Clerk to have thei r
particular concern placed on the agenda for a future meeting.
4. CONSENT CALENDAR
Consent :a1endar items are typically of a non-controversial nature and are considered for approval by
the City Council with one single action.

input ma>, request the Ci ty Counci 1 to remove the i tern from the consent calendar. The request may be
made at I::he time that the Mayor asks the audience members if there is anyone interested in removing an
item fron the Consent Calendar.
4.1 Minutes of Regular Meeting of May 8, 1989
STAFF RECOMMENDATION: Approve
4.2 Acceptance of Improvements - Alamo Creek Park
The work on the park has been inspected and determined to be complete and in accordance with
approved plans and specifications.
STAFF RECOMMENDATION: Accept improvements constructed by Rafanelli & Nahas and authorize
additional appropriation in the amount of $7,767 which will be funded from additional
reimbursements paid by Developer.
4.3 Winter 1989 Recreation Report
The Council will review a report from the Recreation Director which summarizes the
activities of the Recreation Department during the winter quarter.
STAFF RECOMMENDATION: Receive Report
4.4 Dublin Sports Grounds Barrier Fence - Acceptance of Work - Contract No. 89-6
Improvements constructed under Contract 89-6 have been inspected and determined to be
complete and in accordance with the approved plans and specifications.
STAFF RECOMMENDATION: Accept improvements and authorize $ 15,373.20 payment to Calco Fence.
4.5 PG&E Archit~ctural/Security Lighting Program

Ct'llLer- jJLuJE'cL has exterior lighting which would qualify under the Security/Architectural
Lighting Program. The City may receive a maximum rebate of $4,148. In order to receive the
rebate, the City must agree to use PG&E utilities for the lighting during the next 5 years.
STAFF RECOMMENDATION: Authorize Staff to submit an application for the Civic Center project.
4.6 Dolan Park Improvements, Phase II - Acceptance of Work - Contract 88-2
Improvements constructed under Contract 88-2 have been completed according to approved plans
and specifications. The project was completed within funds budgeted.
STAFF RECOMMENDATION: Accept improvements and authorize final payment and retention in the
~mount of $15,242.90 to Mori Hatsushi & Associates.
4.7 Request for Software Bids for Recreation
An amount of $9,000 remains in the budget for acquisition of Recreation software which would
process both field scheduling and participant registration.

4.8 Annual Sidewalk Repair - Acceptance of Work - Contract 89-2
\JorK on the project has been completed in accordance with the approved plans and
specifications and within funds budgeted.
:;TAFF RECOMMENDATION: Accept improvements and authorize final progress payment ($12,913.79) to
Ambo Engineering.
4.9 Citywide Street Lighting lvlaintenance Assessment District
These resolutions approve the preliminary Engineer's Report and set a public hearing date of
June 12, 1989 for the Citywide Street Lighting ~laintenance Assessment District. The
proposed assessment per single family house is approximately $20.00.
STAFF RECOMMENDATION: Adopt Resolution approving Preliminary Engineer's Report, Confirming
Diagram & Assessment and adopt Resolution appointing time and place of hearing protests in
relation to proposed assessments.

5. WRITTEN COMMUNICATIONS
5.1 Amendment to Sign Ordinance Extending Amortization Period for Non-Conforming Signs
The Sign Ordinance has a June 12, 1989 deadline for applications to extend the time for
bringing non-conforming signs into compliance. Roger Woodward, representing the Dublin
Chamber of Commerce, has requested a 4 month extension to the June 12, 1989 application
deadline. Staff and the City Attorney have drafted an ordinance that would allow the
processing of an amendment to the ordinance which would provide an extension.
STAFF RECOMMENDATION: Open public hearing; hear Staff presentation; take testimony; pose
questions; close public hearing; deliberate; consider whether to a) extend deadline 4 months
and adopt urgency interim ordinance, or b) determine that June 12, 1989 is adequate.
6. PUBLIC HEARING
6.1 Appeal of Planning Commission Denial or Variance Request - 11450 Winding Trail Lane
This item is an appeal 01 the Planning Commission's denial of a Variance request to allow an
8' High Fence (no~J existing) where a maximum height or 6' is permitted at 11450 Winding
Trail Lane
STAFF RECOMMENDATION: Conduct public hearing; adopt Resolution upholding the Planning
Commission's decision to deny PA 89-001, Petray Fence Height Variance at 11450 \Jinding Trail
Lane, -OR- give Staff and Applicant/Appelant direction and continue the matter.
6.2 Appeal of Planning Commission Denial of Variance Request - 11452 Winding Trail Lane
This item is an appeal of the Planning Commission's denial of a Variance request co allow a
7' 7'1 High Fence (now existing) where a maximum height of 6' is permitted at 11452 Winding
Trail Lane
STAFF RECOMMENDATION: Conduct public hearing; adopt Resolution upholding the Planning
Commission's decision to deny PA 89-001, Ashcroft Fence Height Variance at 11452 Winding Trail
Lane, -OR- give Staff and Applicant/Appelant direction and continue the matter.

8. NaJ BUSINESS
8.1 Dolan Park Dedication
The Council will consider a date and activicies for ribbon-cutting and dedication ceremonies
for the recently constructed 5-acre Dolan Park.
STAFF RECOMMENDATION: Review and comment on the preliminary plans and determine a date for the
dedication.
8.2 Final Report on the Livermore Airport Citizens Advisory Committee to the City Councils of
Livermore and Pleasanton
The City of Livermore has submitted the Final Report of the Livermore Airport Citizens
Advisory Committee to Dublin for review and comment.
STAFF RECOMMENDATION: Hear Staff presentation; identify all Council questions pertaining to
the Final Report on the Livermore Airport Citizens Advisory Committee; and direct Staff to
write a letter to the City of Livermore specifying all Council questions and concerns.
8.3 Request for Funding from the Dublin Substance Abuse Council (DSAC)
The newly organized Dublin Substance Abuse Council is requesting $5,000 in seed money for
first year activities. The monies which would be spent in Dublin would be used to promote a
drug free lifescyle in the community.
STAFF RECOMMENDATION: Receive presentation from Karen Seals, DSAC meQber and consider request
for funding.
