DUBLIN CITY COUNCIL
REGULAR MEETING - May 22, 1995 DUBLIN CIVIC CENTER

A complete packet of information containing Staff Reports and exhibits related to each item is available for public review several days
prior to a Council meeting in the City Clerk’s Office and also at the Dublin Library.
1.CALL TO ORDER
2.PLEDGE OF ALLEGIANCE TO THE FLAG
3.ORAL COMMUNICATIONS
At this time, members of the audience are permitted to address the City Council on items of interest to the public; however, in
accordance with State Law, no ACTION or DISCUSSION shall take place on any item which is NOT on the City Council Agenda. The
Council may respond briefly to statements made or questions posed, or may request Staff to report back at a future meeting
concerning the matter. Further, a member of the City Council may direct Staff to place a matter of business on a future agenda. Any
person may arrange with the City Clerk (no later than 11:00 a.m., on the Tuesday preceding a regular meeting) to have an item of
concern placed on the agenda for the next regular meeting. The exceptions under which the City Council MAY discuss and/or take
action on items not appearing on the agenda are contained in GC 54954.2(b)(1)(2)(3).
4.CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single
action. Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes
of public input may request the Mayor to remove the item.
4.1Minutes of Regular Meeting of May 8, 1995
STAFF RECOMMENDATION: Approve.
4.2Agreement between Alameda County and the City of Dublin regarding the Community
Development Block Grant Program for Fiscal Year 1995-96
The City of Dublin must enter into an annual agreement which outlines the City’s and
the County’s responsibilities regarding participation in the CDBG program, and
governing the activities approved for 1995-96 CDBG funding. Projects approved for
funding include: 1) Housing Rehabilitation - $19,292; 2) Heritage Center Renovation -
$25,858; 3) Handicap Ramps for Sidewalks - $27,802; 4) Tri-Valley Haven for Women,
Inc. - $10,000; 5) Kaleidoscope Activity Center - $10,000; and 6) General
Administration - $6,600.
STAFF RECOMMENDATION: Adopt Resolution entering into and authorizing Mayor to
execute agreement.
4.3Financial Report for Period Ending April 30, 1995
STAFF RECOMMENDATION: Receive Report.
4.4Award of Bid for Contract No. 95-03, Sidewalk Safety Grinding
This contract is the second phase of a two-phase sidewalk safety program for 1994-95.
The first contract removes and replaces sidewalk, curb and gutter that has been lifted
by tree roots or have major offsets such as to become potential tripping hazards. This
contract will grind flat smaller sidewalk offsets.
STAFF RECOMMENDATION: Adopt Resolution awarding bid to Central Coast Surface
Grinding ($22,100) and authorize Mayor to execute agreement.

5.WRITTEN COMMUNICATION
5.1Art in the Parks Program
In 1993, the Dublin City Council gave conceptual approval to the Dublin Fine Arts
Foundation’s proposed “Art in the Parks” program, with a goal of the program being
to enhance City parks through the placement of artworks appropriate to each park’s
history, location, size and use. DFA is now requesting City Council approval of the
first two permanent artworks; one each to be placed in Alamo Creek Park and Kolb
Park.
STAFF RECOMMENDATION: Receive presentation from DFA and approve
recommended artworks for Alamo Creek Park and Kolb Park.
6.PUBLIC HEARING
6.1Hansen Ranch General Plan Amendment, Planned Development Rezoning and Tentative
Map Amendment PA 95-007
The Hansen Ranch subdivision, originally approved in 1989, involves 180 units on

147 acres west of Silvergate Drive, north of Hansen Drive, and south of Rolling Hills

8.NEW BUSINESS
8.1New Economic Development Marketing Brochures
With the assistance of a graphic design firm, Staff has completed the design process of
3 economic development marketing flyers and a presentation folder.
STAFF RECOMMENDATION: Approve concept of economic development marketing
brochures and authorize Staff to advertise for printing bids.
8.2Modification of Council Chamber Microphones
In order to provide better amplification without requiring speakers to look straight
into their microphones, Staff was directed to evaluate potential sound system
modifications. Following a review, Staff is recommending the purchase and
installation of 11 new “lavaliere” microphones. The estimated cost for the microphones
is $2,640 and estimated cost of manufacturing new connection and installation is
$2,360.
STAFF RECOMMENDATION: Authorize Staff to proceed with modifications as
outlined.

11.ADJOURNMENT : This is the last regular Dublin City Council meeting to
be held on Monday evening. Beginning on June 13, 1995, the City Council will meet on the second and
fourth TUESDAY evenings of each month.
The Dublin City Council has been invited by Community Television CTV 30 to participate in a live call-
in show scheduled for the evening of Wednesday, June 21, 1995, 7:30 p.m. - 8:30 p.m.
