3. ORAL COMMUNICATIONS
At this time, members of the audience are permitted to address the City Council on any item which is not
on the City Council Agenda. Comments should not exceed 5 minutes. If any person feels that this is not
sufficient time to address their concern, that person should arrange with the City Manager to have their
particular concern placed on the agenda for a future meeting.
4. CONSENT CALENDAR
Consent Calendar items are typically of a non-controversial nature and are considered for approval by
the City Council with one single action.
Members of the audience who would like an item removed from the consent calendar for purpose of public
input may request the City Council to remove the item from the consent calendar. The request may be
made at the time that the Mayor asks the audience members if there is anyone interested in removing an
item from the Consent Calendar.
4.1 Minutes of Regular Meeting of May 9, 1988
STAFF RECOMMENDATION: Approve
4.2 Winter Quarter Recreation Report from Recreation Director
Staff has prepared a report which chronicles the activities sponsored by the Recreation
Department during the past winter quarter.
STAFF RECOMMENDATION: Receive report.
4.3 Purchase of FAU Funds from City of San Luis Obispo
The City of Dublin proposes to purchase $430,000 in Federal Aid Urban monies from the City
of San Luis Obispo for 75i on the dollar, or a total of $322,500. These funds would be used
on the San Ramon Road Phase III project.
STAFF RECOMMENDATION: Adopt Resolution approving agreement with the City of San Luis Obispo
and authorizing Mayor to execute same.
4.4 Bank Night Deposit Services
The City has assumed the responsibility for the operation of Valley Community Swim Center.
Because this facility operates outside of the City's normal business hours, it is
appropriate to implement a system for the deposit of daily receipts.
STAFF RECOMMENDATION: Adopt Resolution authorizing the use of night deposit services from the
bank.
4.5 Claim submitted on behalf of Donald C. Biddle and Donna Maria Biddle
This claim arises as a result of a traffic accident which occurred on December 30, 1987 and
alleges the wrongful death of Bruce A. Biddle, the minor son of the claimants.
STAFF RECOMMENDATION: Deny claim and direct Staff to notify the claimants and the City's
Insurance Provider.
4.6 Award of bid for Dublin Senior Center Janitorial Services
The Council will review the bids received for janitorial services for the Dublin Senior
Center.
STAFF RECOMMENDATION: Award bid to Central Cleaning Company and authorize Mayor to execute
agreement.
4.7 Valley Community Swim Center Use Policy
The Council will review the proposed facility use policy and establish rental rates for the
use of the Valley Community Swim Center.
STAFF RECOMMENDATION: Adopt Resolutions
4.8 Civic Center Telecommunications - Request for Proposal
Included in the required furnishings and equipment for the Civic Center is a new telephone
system. Due to the technical nature of these products, it appears advantageous to utilize
the services of a Consultant.
STAfF RECOMMENDATION: Authorize Staff to circulate the RFLP and conduct a review of the
proposals received.
4.9 San Ramon Road Improvements Phase III, Contract 88-7
This project provides for the third phase of San Ramon Road widening (Alcosta Boulevard to
Vomac Road).
STAFF RECOMMENDATION: Authorize Staff to advertise for bids.
4.10 Landscaping and Lighting District No. 1986-1 (Tract 5511)
This assessment district provides for maintenance of landscaping, right-of-way fencing,
walls, entrance signs, litter pickup and maintenance of open space lots (firebreaks, weed
abatement, slope drainage and stability repair) for the Villages at Alamo Creek development.
STAFF RECOMMENDATION: Adopt Resolutions
4.11 Citywide Street Lighting Maintenance Assessment District
This assessment district was formed for the purpose of maintaining street lighting
throughout the City. These resolutions approve the Preliminary Engineer's Report and
Diagram and set a date for the public hearing (June 13, 1988), on the 1988-89 proposed
assessment.
STAFF RECOMMENDATION: Adopt Resolutions
4.12 Revision of Shannon Community Center Facility Use Policy
One of the 1988 goals for the Recreation Department, as established by the City Council on
February 23, 1988, was to revise the Shannon Community Center Facility Use Policy. The
Revised Policy has been reviewed and approved by the Park & Recreation Commission.
STAFF RECOM~lENDATION: Approve revised Facility Use Policy and adopt Resolution.

8.1 Dedication Ceremonies for Dublin Senior Center
The Senior Center Advisory Committee has made preliminary plans for the dedication of the
Senior Center that the Council will review.
STAFF RECOMMENDATION: Review preliminary plans; provide input as appropriate; authorize Staff
to proceed.
