HomeMy WebLinkAbout*CC Agenda 05-24-1993 AGENDA DUBLIN CITY COUNCIL REGULAR MEETING - May 24, 1993 DUBLIN CIVIC CENTER Monday - 7:30 p.m. 100 CIVIC PLAZA A complete packet of information containing all Staff Reports and exhibits related to each agenda item is available for public information and perusal several days prior to a Council meeting in the City Clerk's Office and also at the Dublin library. 2. PLEDGE OF ALLEGIANCE TO THE FLAG COMMUNICATIONS Proclamation "Operation Prom Night" Education Program Proclamation Recognizing Valerie Barnes for her 9 Years of Service on the Planning Commission Proclamation Declaring May 1993 " Older Californians Month" Proclamations Recognizing & congratulating the San Ramon/ Dublin Starburst Soccer Team on Their Third State Cup Title 3.5 June Customer Service Award to Steve Loweree, Public Works Maintenance superintendent 3.6 Appointment of Dan Downey to the Planning Commission A subcommittee made up of Mayor Snyder and Cm. Moffatt have completed interviews with the 7 applicants who expressed an interest in serving on the Planning Commission. STAFF RECOMMENDATION: Confirm appointment of Dan Downey to the Planning commission for a 4 year term which expires in December, 1996. Because this appointment creates an opening on the Park & Recreation Commission, the City Clerk should be directed to schedule appointments for the subcommittee to interview those applicants who expressed an interest in serving on the P&R Commission, should an opening occur. 3.7 Presentation by Zone 7 Representative At this time, members of the audience are permitted to address the City Council on any item which is NOT on the City Council Agenda. Conments should not exceed 5 minutes. If any person feels that this is not sufficient time to address their concern, that person should arrange with the City Clerk to have their particular concern placed on the agenda for a future meeting. The City Council CANNOT deliberate or take action on a non-agenda item UNLESS there is factual evidence presented to the Counci l indicating that the subject brought up falls into one of the exceptions under Government Code Section 54954.2. 3. ORAL 3.1 3.2 3.3 3.4 4. CONSENT CALENDAR Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action. Members of the audience, or Councilmembers who would like an item removed from the Consent Calendar for purpose of public input may request the Mayor to remove the item. 4.1 Minutes: Adjourned Regular Meeting of April 27 and Regular Meeting of May 10, 1993 STAFF RECOMMENDATION: Approve. 4.2 Agreement for Towing Services for Abandoned Vehicles Dublin Police Services uses a rotation list for the towing and removal of abandoned vehicles from city streets. Tag's Towing Service has requested to be placed on the tow list. STAFF RECOMMENDATION: Authorize Mayor to execute agreement. 4.3 April 1993 Financial Report STAFF RECOMMENDATION: Receive Report. 4.4 Agreement between city of Dublin and Alameda County Flood Control and Water Conservation District for Funding of Pervious Concrete Project This agreement provides for grant funding for a project to install a pervious concrete storm water filtering system at Shannon Park. STAFF RECOMMENDATION: Adopt Resolution approving Agreement. 4.5 citywide Street Lighting Maintenance Assessment District 83-1 Preliminary Engineer'S Report This item would approve the preliminary Engineer'S Report and set dates for 2 public hearings, at which the City Council would hear protests regarding the street light maintenance assessment district. The proposed 1993-94 assessment is estimated to be $19.70 per single-family lot. STAFF RECOMMENDATION: Adopt Resolutions. 4.6 Award of Bid - Contract 93-07 Sidewalk Safety (Grinding) This is the second phase of the 1992-93 sidewalk safety repair program, the first phase being the removal and replacement of major sidewalk offsets. This contract will grind down the high side of sidewalk offsets less than 1". STAFF RECOMMENDATION: Adopt Resolution awarding bid to Central Coast Surface Grinding ($9,215) and authorize Mayor to execute agreement. 4.7 Agreement between the City of Dublin and Alameda County - Community Development Block Grant Programs for Fiscal Year 1993-94 The total amount budgeted under this agreement for FY 93-94 is $56,049 which includes $10,820 for rehabilitation, $38,629 for Dublin Swim Center improvements, and $6,600 for administration. In addition, an advance of $7,891 from future program years has been approved by HCD and will be used along with FY 92-93 funds of $39,830 and FY 93-94 funds of $38,629 to complete the project. STAFF RECOMMENDATION: Adopt Resolution approving agreement and authorize Mayor to execute 6 copies. 4.8 Award of Bid - Contract 93-06 1993 Street Slurry Seal Program The low bid received, $70,192.62, is within funds budgeted for this project. The entire cost of the project is paid by gas tax funds. STAFF RECOMMENDATION: Adopt Resolution awarding bid to American Asphalt Repair & Resurfacing Co. Inc., and authorize Mayor to execute agreement. 4.9 Agreement with Zone 7 for Reimbursement for Landscaping - Dougherty Reservoir Access Road @ Topaz Circle The city of Dublin, Dublin San Ramon Services District, Zone 7 Flood Control and the local neighbors are jointly landscaping a slope at the north end of Topaz Circle in the city's Dougherty Hills Park. This agreement will allow the work to be completed with the city being the lead agency and Zone 7 reimbursing Dublin up to $4,000. STAFF RECOMMENDATION: Adopt Resolution approving agreement. 4.10 Landscaping & Lighting Maintenance Assessment District 83-2 (Tract 4719) Preliminary Engineer's Report This assessment district maintains landscaping along stagecoach Road and the Dublin Hills Estates interior slopes. This action approves the preliminary Engineer's Report and sets 2 public hearing dates. The proposed assessment per single-family home is $228.72. STAFF RECOMMENDATION: Adopt Resolutions. 4.11 Landscaping & Lighting Maintenance Assessment District 86-1 (Tract 5511) Preliminary Engineer's Report This assessment district maintains landscaping on 2 portions of Dougherty Road & Amador Valley Boulevard and on public streets within the villages @ willow Creek. This action would approve the preliminary Engineer's Report and set 2 public hearing dates. The proposed assessment is $84.72 per single-family lot & $42.36 per multi-family lot. STAFF RECOMMENDATION: Adopt Resolutions. 4.12 Warrant Register Dated May 24, 1993 STAFF RECOMMENDATION: Approve. 5. WRITTEN COMMUNICATION 5.1 Letter from Donald R. Wallen regarding Recent Increase in Permit Fees Mr. Wallen is requesting that he be exempt from the increased permit fees approved by the city Council on April 26, 1993 STAFF RECOMMENDATION: Consider and take appropriate action. 5.2 Library Planning Task Force Report A Task Force has prepared a report related to the long-term library building needs for the city of Dublin. The Task Force has recommended that immediate action be taken to expand the current facility to its maximum capacity. STAFF RECOMMENDATION: Receive Report and public comment; defer consideration of recommendations due to the uncertainty of present and future library funding. 6. PUBLIC HEARING 6.1 Ordinance Establishing Procedure for Disposal of Surplus Real Property This is the second reading of an Ordinance introduced at the May 10th city Council meeting which would provide a procedure for disposal of surplus real property. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and ADOPT Ordinance. 6.2 Revision to Fees Charged for Minimum Garbage Service and Establishment of Process to Collect Minimum Garbage Service Fees on the Property Tax Bill At the City Council meeting of April 26, 1993, Staff was directed to prepare documents which would provide for the collection of basic garbage collection on the property tax bill. The assessments will only be levied on properties which are offered individual garbage collection. Apartments and condominiums serviced by central bins are not affected. The minimum service will include weekly collection of one 32 gallon container, curbside recycling, and 4 quarterly clean-ups. The proposed annual assessment for a single-family residence is $110.22. The public hearing will consider the documents necessary to implement the program. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive the reading and adopt Ordinance on an urgency basis; adopt Resolutions. 7. UNFINISHED BUSINESS - None 8. NEW BUSINESS - None 9. OTHER BUSINESS 10. CLOSED SESSION 10.1 Potential Litigation, Government Code section 54956.9(b) 11. ADJOURNMENT - The City Council will holds its annual Contract Review meeting and Preliminary Budget and 5-Year Capital Improvement Program public hearings on Tuesday and Wednesday, June 1 and 2, 1993.
