DUBLIN CITY COUNCIL
REGULAR MEETING - May 26, 1992 DUBLIN CIVIC CENTER

A complete packet of information containing all Staff Reports and exhibits related to each agenda item is available
for public information and perusal several days prior to a Council meeting in the City Clerk's Office and also at
the Dublin Library.
1. CALL TO ORDER

3. ORAL COMMUNICATIONS
3.1 Customer Service Award for June - Dave Choy
At this time, members of the audience are permitted to address the City Council on any item which is NOT on the City
Counci l Agenda. Comments should not exceed 5 minutes. If any person feels that this is not sufficient time to
address their concern, that person should arrange with the City Clerk to have their particular concern placed on the
agenda for a future meeting. The City Council CANNOT deliberate or take action on a non-agenda item UNLESS there is
factual evidence presented to the Counci l indicating that the subject brought up falls into one of the exceptions
under Government Code Section 54954.2.
4. CONSENT CALENDAR
Consent calendar items are typically of a non-controversial nature and are considered for approval by the City Council
with one single action. Members of the audience who would like an item removed from the Consent Calendar for purpose
of public input may request the City Council to remove the item. The request may be made at the time that the Mayor
asks the audience members if there is anyone interested in removing an item from the Consent Calendar.
4.1 Minutes: Regular Meeting of May 11, 1992

4.2 winter Quarter 1992 Recreation Report
STAFF RECOMMENDATION: Receive Report
4.3 Monthly Status Report of Existing Non-Conforming Signs
Identified on the Non-Conforming Sign Summary List
The City Council has requested monthly status reports
advising of the current status of existing non-conforming
signs. Reminder letters have been sent regarding the
upcoming July, 1992 conformance deadline.
STAFF RECOMMENDATION: Receive Report.
404 Citywide Street Lighting Maintenance Assessment District 83-1
Preliminary Engineer'S Report
This assessment district funds energy and maintenance costs
for the City'S street lighting system. The proposed
assessment for 1992-93 for a single-family residence is
anticipated to decrease slightly from last year's
assessment.
STAFF RECOMMENDATION: Adopt Resolutions.

5. WRITTEN COMMUNICATION - None
6. PUBLIC HEARING
6.1 Ordinance Amending City'S Conflict of Interest Code
The city's Conflict of Interest Code requires that no
public official at any level of local government shall
make, participate in making or in any way attempt to use
his/her official position to influence a governmental
decision in which he/she knows or has reason to know he/she
has a financial interest 0 Local agencies are required by
State Law to review their Conflict of Interest Code on a
biennial basis in order to identify changes which may need
to be made.
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
waive reading and INTRODUCE Ordinance amending the City'S
Conflict of Interest Code to add City and Contractor positions
required to complete Statements of Economic Interest.
6.2 Ordinance Adopting a Storm Water Management and Discharge
Control Program
This Ordinance would set up certain prohibitions against
discharging non-storm water materials and fluids into the
City'S storm drain system, would set penalties for these
illicit discharges, and provide for enforcement officers.
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
waive reading and INTRODUCE Ordinance 0

8. NEW BUSINESS
8.1 Approval of Encroachment Permit - Almond Plaza Driveway on San
Ramon Road
Abutter's rights to San Ramon Road were relinquished to the
State in 1955 by the property owner of the Almond Plaza
Shopping Center property. The City now has those rights.
In order to allow driveway access to San Ramon Road, the
City Council may issue an encroachment permit.
STAFF RECOMMENDATION: Adopt Resolution issuing encroachment
permit, subject to the Zoning Administrator's approval of PA
92-022.

10. CLOSED SESSION - None
110 ADJOURNMENT - A special city Council meeting will be held on
Thursday, May 28, 1992, 7:30 p.m., Council Chambers regarding the
Western Dublin Environmental Impact Report and Draft General Plan
Amendment and Draft Specific Plan.
The Tri-Valley Joint Council will meet on Wednesday, June 3, 1992,
6:30 p.m., at the Dublin Corral.
The next Regular Meeting of the Dublin City Council will be Monday,
June 8, 1992, 7:30 p.m., Council Chambers.
The Dublin City Council has set meeting dates of Tuesday, June 9th and
Thursday, June 11th to conduct Contract Reviews, review and adoption of
a Preliminary Budget and Financial Plan for FY 1992-93 and review and
adoption of a Five-Year Capital Improvement Program for 1992-97. Both
meetings will begin at 7:30 p.m., in the Council Chambers.
