DUBLIN CITY COUNCIL
REGULAR MEETING - May 28, 1991 DUBLIN CIVIC CENTER

A complete packet of information containing all Staff Reports and exhibits related
to each agenda item is available for public information and perusal several days
prior to a Council meeting at the Dublin Library and also in the City Clerk's
Office at the Civic Center.

3. ORAL COMMUNICATIONS
3.1 Presentation of Commemorative Plaques Recognizing School
Participation in 1991 Dublin Pride Week Activities
At this time, members of the audience are permitted to address the City Council on any item which is NOT on the City
Counci l Agenda. Comments should not exceed 5 minutes. If any person feels that this is not sufficient time to
address their concern, that person should arrange with the City Clerk to have their particular concern placed on the
agenda for a future meeting. The City Council CANNOT deliberate or take action on a non-agenda item UNLESS there is
factual evidence presented to the Counci l indicating that the subject brought up falls into one of the exceptions
under Government Code Section 54954.2.
4. CONSENT CALENDAR
Consent Calendar items are typically of a non-controversial nature and are considered for approval by the City Council
with one single action. Members of the audience who would like an item removed from the Consent Calendar for purpose
of public input may request the City Council to remove the item. The request may be made at the time that the Mayor
asks the audience members if there is anyone interested in removing an item from the Consent Calendar.
4.1 Minutes: Regular Meeting of May 13, 1991
STAFF RECOMMENDATION: Approve
4.2 Afterschool Recreation Program Procedures
Because of concerns expressed by a resident related to
children being left unattended on school grounds after
program hours, Staff prepared a report reviewing the
policies and procedures related to the Afterschool Drop-In
Recreation Program.
STAFF RECOMMENDATION: Receive Report.
4.3 winter Quarter 1991 Recreation Report
The winter Quarter Recreation Report summarizes the
activities conducted by the City'S Recreation Department
during the months of January, February and March, 1991.
STAFF RECOMMENDATION: Receive Report.
4.4 International City Managers Association (ICMA) Annual
Conference
This year's Annual ICMA Conference is being held in Boston,
Massachusetts on September 22-25, 1991. The purpose of
this Conference is to build and develop the organizational
developmental skills of the City Manager.
STAFF RECOMMENDATION: Authorize City Manager's attendance at
Conference.
4.5 Acceptance of Work-Contract 91-01 - Annual Sidewalk Safety
Repair Program
Work has been completed under this contract for the annual
sidewalk repair program.
STAFF RECOMMENDATION: Accept improvements and authorize final
progress payment of $4,039.56 to E & D Systems.
4.6 Acceptance of Work - Contract 90-02-Alamo Creek Park Phase II
The contractor who was awarded this contract has
satisfactorily completed his work, including restrooms,
basketball court, picnic area and playground area at Alamo
Creek Park.
STAFF RECOMMENDATION: Accept improvements; authorize
$17,892.13 retention payment to RMT Landscaping; authorize
Staff to release $15,821 which is being withheld due to a
Subcontractor stop Notice, once the Notice has been legally
cleared; and authorize the transfer of $104,170 from
Unallocated Reserves into this project account.
4.7 Agreement for City Facilities Janitorial Services
This agreement provides for janitorial services for the
civic Center, Shannon Community Center and Senior Center.
After reviewing proposals from several firms, Staff is
recommending that the City contract with Grapevine Cleaning
Service at a total monthly cost of $6,238.
STAFF RECOMMENDATION: Adopt Resolution and authorize Mayor to
execute agreement.
4.8 Agreement with Terrasearch, Inc., for Consulting Engineering
services to Conduct Environmental site Assessment for Dublin
Boulevard Extension East of Dougherty Road
This Agreement would authorize investigation of two parcels
of land for possible hazardous material contamination.
These parcels are to be purchased for the extension of
Dublin Boulevard between Dougherty Road and the Southern
Pacific Railroad. If hazardous materials are found, it may
affect the value of the properties.
STAFF RECOMMENDATION: Adopt Resolution.
4.9 Replacement of 3 Computer Units for Development Services
Department
Staff proposes to replace 3 Syntrex Word Processing Systems
which have been utilized for several years with IBM PS2 Mod
30 units. The Syntrex equipment has been fully depreciated
and sufficient reserves have been set aside in the Internal
Service Fund.
STAFF RECOMMENDATION: Award bid to Whole Earth Access
($8,719.92) and authorize an additional appropriation of
$8,720 from the Internal Service Fund Reserve.
4.10 Warrant Register Dated May 28, 1991
STAFF RECOMMENDATION: Approve
5. WRITTEN COMMUNICATION
5.1 Request for Assistance from Hope Hospice
The City Council will consider a request from Hope Hospice
to assist them in determining a site for their "Tree of
Life".
STAFF RECOMMENDATION: Grant permission to utilize the tree at
the Dublin Library for the "Light Up a Life" event.
5.2 Dublin Residents Concerns Regarding Prometheus Development's
Gateway Project in San Ramon
Several residents have expressed concerns regarding
Prometheus Development's Gateway Project involving a
111,000 sq ft shopping center and 140 single family
dwelling units at the northwest corner of Alcosta Boulevard
and San Ramon Valley Boulevard in San Ramon. Staff is
reviewing several potential issues and related mitigation
measures.
STAFF RECOMMENDATION: Hear Staff presentation and comments
from residents and developer and direct Staff to continue to
work with developer, San Ramon, and residents in identifying
potential impacts and obtaining adequate mitigation measures.
5.3 Request from Dublin Unified School District to Establish Drug
Free School and Drug Free Park Zones
Dublin Unified School District is requesting that the City
Council declare Dublin Schools and Parks as Drug Free Zones
by adopting a Resolution and posting signs.
STAFF RECOMMENDATION: Consider proposal.
,5.4 Letter from Zone 7 Board of Directors regarding release of
water from Del Valle Reservoir
The City council recently requested that Zone 7 provide a
status report regarding alternatives to the present system
for releasing water from Del Valle Reservoir and also
provide information on plans to increase well and pumping
capacity. Zone 7 has responded with a letter and will make
an oral presentation at the meeting.
STAFF RECOMMENDATION: Receive presentation.
6. PUBLIC HEARING
6.1 Ordinance which adopts the 1990 Edition of the National
Electrical Code
State Law requires the City to adopt the latest edition of
the National Electrical Code within 6 months after the
state has adopted the code. This change will make the 1990
Edition of the National Electrical Code the electrical code
for the City.
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
waive reading and ADOPT Ordinance.
6.2 Development Agreement Ordinance: Adding Chapter 8.12 to the
Dublin Municipal Code
On May 13, 1991, the City Council introduced the
Development Agreement Ordinance which establishes
procedures and requirements for consideration of
development agreements for specific projects.
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
waive reading and ADOPT Ordinance.
6.3 Ordinance Providing for Revisions to the Dublin Municipal Code
This Ordinance which was introduced at the May 13, 1991
Council meeting, incorporates several deletions, additions
and amendments to various chapters of the Municipal Code,
in order that the changes can all be made at the time of
the first update to the City Code which has been in effect
since July, 1990.
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
waive reading and ADOPT Ordinance.
7. UNFINISHED BUSINESS - None
8. NEW BUSINESS
8.1 Office Paper Recycling Program for City Offices
Livermore-Dublin Disposal has submitted a proposal to the
City to implement an office paper recycling program at City
Offices, which should help in reducing the amount of
garbage placed in landfills, as mandated by State Law.
STAFF RECOMMENDATION: Approve implementation of program and
adopt Resolution establishing policy.
8.2 Agreement for Filing a National Pollutant Discharge
Elimination System Permit (NPDES) and for Implementing a
Program to Control Urban Runoff
This agreement provides for the cooperative filing for a
storm water discharge permit by Alameda County and the
cities within the County; and also for implementation of a
program to control urban runoff. The first annual program
cost for the City of Dublin is estimated to be $144,000.
STAFF RECOMMENDATION: Adopt Resolution; authorize Mayor to
execute agreement; direct Staff to pursue a storm water
utility and maintenance fee for the 1991-92 Fiscal Year and/or
begin proceedings for the long-term funding of this program
through an assessment district.
