CALL TO ORDER & PLEDGE OF ALLEGIANCE TO THE FLAG 2. ORAL COMMUNICATIONS At this time, members of the audience are permitted to address the City Council on any item which is NOT on the City Council Agenda. Comments should not exceed 5 minutes. If any person feels that this is not sufficient time to address their concern, that person should arrange with the City Clerk to have their particular concern placed on the agenda for a future meeting. The City Council CANNOT deliberate or take action on a non-agenda item UNLESS there is factual evidence presented to the Council indicating that the subject brought up falls into one of the exceptions under Government Code Section 54954.2. 2.1 Announcement regarding the importance of the Census 3. CLOSED SESSION Closed Session - Potential Litigation Government Code Section 54956.9(b)(1) 4. CONSENT CALENDAR Consent Calendar items are typically of a non-controversial nature and are considered for approval by the City Council with one single action. Members of the audience who would like an item removed from the Consent Calendar for purpose of public input may request the City Council to remove the item. The request may be made at the time that the Mayor asks the audience members if there is anyone interested in removing an item from the Consent Calendar. 4.1 Minutes: Regular Meeting of May 14, 1990 STAFF RECOMMENDATION: Approve 4.2 Agreement with Tri-Valley SELPA to utilize Dublin Swim Center The City Council will consider a request from Tri-Valley SELPA to utilize the Dublin Swim Center for a summer adaptive aquatics program. STAFF RECOMMENDATION: Adopt Resolution. 4.3 Claim submitted on behalf of Roberto Flores and Maria Marquez Flores Roberto Flores and Maria Marquez Flores have submitted a claim which alleges that a police search of their home resulted in emotional trauma and property damage. Dublin Police Services personnel are employees of Alameda County and not the City of Dublin. STAFF RECOMMENDATION: Deny claim and direct Staff to notify Claimant. 4.4 Acceptance of Work - Contract No. 89-12 Swim Center Renovation This project involved the renovation of the Swim Center pool, deck, and equipment. This project was completed within funds authorized. STAFF RECOMMENDATION: 1) accept improvements 2) authorize retention payment in amount of $16,647.22 to the Pool Scene, Inc. 4.5 Notice of Completion of Shannon Center Renovation Project State Law requires that the City file a Notice of Completion with the County Clerk. The Notice will be conditional upon completion of final punch list items. STAFF RECOMMENDATION: Authorize City Manager to execute Notice and to enter into an agreement necessary to assure completion of the punch list items. 4.6 Warrant Register Dated May 29, 1990 STAFF RECOMMENDATION: Approve 5. WRITTEN COMMUNICATION - 5.1 Center for Higher Education San Ramon Valley A request has been made to present the Center for Higher Education San Ramon Valley's plans for the use of a portion of Camp Parks property for Community College purposes. STAFF RECOMMENDATION: Receive Presentation. 6. PUBLIC HEARING 6.1 Public Hearing: PA 90-033 Establishment of right-of-way lines for the two lane access road connecting the Hacienda Interchange and parallel to Interstate 580 This ordinance which was introduced at the May 14, 1990 City Council meeting, would establish right-of-way lines for a two lane access road which connects to the Hacienda Interchange and runs parallel to I-580. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and ADOPT Ordinance. 7. UNFINISHED BUSINESS 7.1 Award of Bid - Contract No. 90-07 Entry & Facilities Identification Signs This project includes the construction of City identification signs at major entry points and park identification signs. The lowest responsive bid received exceeds funds budgeted for the project. Due to omission of a bid document by the low bidder, Staff recommends award to the second lowest bidder. The bid price exceeds funds budgeted. STAFF RECOMMENDATION: 1) Reject bid submitted by Golden Bay Construction as non- responsive; 2) Determine whether to include lighting at an added cost of $11,445; 3) authorize budget transfer in appropriate amount; 4) adopt resolution awarding bid to Collishaw Construction 5) authorize Mayor to execute agreement. 8. NEW 8. 1 BUSINESS Dublin Sports Grounds Master Plan The City Council will review the proposed master plan for the Dublin Sports Grounds. STAFF RECOMMENDATION: 1) Receive presentation from Singer & Hodges; 2) Review proposed improvements and phases; 3) Receive public input; 4) Approve Master Plan and direct Staff to incorporate improvements in the 1990-95 Capital Improvement Program, if funds are available. 8.2 Propositions 111 and 108 On the June 5, 1990 ballot, 17 measures will appear for voter action. Two of the those measures will have a direct and significant impact on cities. Proposition 111 (titled "The Traffic Congestion Relief and Spending Limitation Act of 1990") and Proposition 108 (titled "The Passenger Rail and Clean Air Bond Act of 1990") comprise an $18.5 billion transportation improvement package. The League of California Cities urges all cities to educate their citizens and employees about the impacts of Propositions 111 and 108. STAFF RECOMMENDATION: Consider. 8.3 ABAG's Proposed Regional Land Use Policy Framework ABAG (the Association of Bay Area Governments) is requesting comments on the concept and policy statements contained in its Proposed Regional Land Use Policy Framework for the San Francisco Bay Area. STAFF RECOMMENDATION: Consider. 8.4 Community Profile Brochure The Community Profile Brochure would provide potential residential, commercial, and industrial developers, small businesses and individuals with attractive, well prepared and informative brochures emphasizing the benefits of locating in the City of Dublin. STAFF RECOMMENDATION: 1) receive the Staff Report; 2) review sample community profile brochures; 3) provide Staff with comments and direction. 9. OTHER BUSINESS 10. ADJOURNMENT
