3.1 Report on 2009 Dublin Pride Week Activities and Recognition of Poster Contest Winners
and Dublin Pride Partners (150-80)
The City Council .will formally recognize the contributions made by various individuals and
organizations which helped make. the 2009 Dublin Pride Week activities a successful
community event.
STAFF RECOMMENDATION: Receive report and formally recognize poster contest winners
and Dublin Pride Partners.
3.2 Mayor's Appointment of Student Member to Parks and Community Services Commission
(110-30)
Six applications were received for the Student Representative to the Parks and Community
Services Commission. The Mayor is recommending the appointment of Dublin High School
Senior Annie Arcuri.
STAFF RECOMMENDATION: Confirm the Mayor's appointment of Annie Arcuri to the. Parks
and Community Services Commission for the term of July 2009 through June 2010.
3.3 Youth Advisory Committee Appointments (110-30)
The Mayor is recommending the appointment of three middle school and ten high school
youth, along with three alternates, to the Youth Advisory Committee. The Mayor is also
recommending the appointment of one adult member at large.
STAFF RECOMMENDATION: Confirm the Mayor's appointments to the Youth Advisory
Committee for the term of June 2009 through May 2010.
3.4 Recognition of Parent Volunteer Cris Gridley for Outstanding Service to the Community
and Environment (810-60)
The City Council will recognize Ms. Cris Crridley for her efforts in promoting and
establishing diversion programs at John Green Elementary School
STAFF RECOMMENDATION: Recognize parent volunteer Cris Gridley for her outstanding
service to the community and the environment.

3.5 Acceptance of Gifts from Dublin Historical Preservation Association (150-70)
The City Council will receive a report on all the Heritage Center activities in which the
Dublin Historical Preservation Association provided financial support through the donation of
supplies and equipment.
STAFF RECOMMENDATION: Accept gifts and direct Staff to prepare a formal
acknowledgement to the Dublin Historical Preservation Association.
3.6 Acceptance of Gifts from Pandigital (150-70)
Staff recommends that the City Council accept the gifts from Pandigital.
STAFF RECOMMENDATION: Accept gifts.
3.7 Appointment to Altamont Landfill & Resource Recovery Facility Open Space Advisory
Committee (110-30)
As part of the settlement of litigation over the expansion of Altamont Landfill, the parties to
the litigation agreed that an Advisory Committee be convened to oversee the use of funds
collected at the landfill for acquisition of open space. Dublin has anon-voting representative
which was previously filled by former Mayor Lockhart.
STAFF RECOMMENDATION: Confirm appointment of Mayor Sbranti as Dublin's
representative to the Altamont Landfill & Resource Recovery Facility Open Space Advisory
Committee.
3.8 Update on State Budget (330-80)
At the request of the City Council, the City Manager will provide a report on the status of the
State budget deliberations for Fiscal year 2009-2010 and the potential impact on the City of
Dublin.
STAFF RECOMMENDATION: Receive report and provide direction, if any.
3.9 Public Comments
At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state your name
for the record. COMMENTS SHOULD NOT EXCEED THREE (31 MINUTES. In accordance with State Law, no action or discussion may take
place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked, or may request
Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk's Office related to the
proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss and/or take
action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action. Members
of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input may request the
Mayor to remove the item.
4.1 Minutes -None
4.2 Adoption of a Resolution Approving the Use of Fiscal Year 2009-2010 Community
Development Block Grant (CDBG) Funds (480-30/600-40/600-30)
The City Council will consider authorizing agreements between the City of Dublin and the
County of Alameda for use of Community Development Block Grant Funds (CDBG) as well
as individual contracts between the City of Dublin and recipients of CDBG funds for Fiscal
Year 2009-2010.
STAFF RECOMMENDATION: Adopt Resolution Authorizing an Agreement between the City
of Dublin and the County of Alameda to Receive Community Development Block Grant Funds
for Fiscal Year 2009-2010 and Approving Community Development Block Grant-Funded
Agreements with Axis Community Health; Bay Area Community Services; Community
Resources for Independent Living (CRIL); Kidango, Inc.; Open Heart Kitchen; Senior Support
of the Tri-Valley; Spectrum Community Services, Inc.; and Tri-Valley Haven for the Same
Fiscal Year and Authorizing the City Manager to Sign the Above Agreements.
4.3 Preliminary Financial Reports for the Month of Apri12009 (330-50)
This item provides the report of the financial statements for the month of Apri12009.
STAFF RECOMMENDATION: Receive reports as authorized by Section 41004 of the
California Government Code.

4.4 Acceptance of Work -Contract No. 08-13, 2008 Slurry Seal Program (600-35)
This project resurfaced several City streets with a slurry seal that will prolong the life of the
existing pavement surface. In addition, striping and signing of bike lanes for the Citywide
Bikeways Master Plan was incorporated in the project.
STAFF RECOMMENDATION: Accept improvements under Contract No. 08-13, 2008 Annual
Slurry Seal Program, and release of retention if there are no subcontractor claims.
4.5 Award of Bid -Contract No. 09-O1, Energy Efficient Window Treatments (Project
No. 93924)
This project provides for the installation of energy efficient window film on the exterior
windows of the Civic Center and the exterior doors at the Senior Center.
STAFF RECOMMENDATION: Adopt Resolution Awarding Contract No. 09-01 Energy
Efficient Window Treatments to Solar Control Glass Tinting Company.
4.6 An Ordinance Adding a New Chapter 5.94 (Social Host Ordinance) to the Dublin
Municipal Code (560-80)
The City Council will consider adopting an ordinance adding Chapter 5.94 (Social Host) to
the Dublin Municipal Code relating to underage drinking. This is the second reading of the
ordinance.
STAFF RECOMMENDATION: Waive reading and adopt Ordinance Adding Chapter 5.94 to
the Dublin Municipal Code relating to Underage Drinking.
4.7 Citywide Street Lighting Maintenance Assessment District 83-1: Preliminary Engineer's
Report (360-20)
This assessment district pays the cost of energy and maintenance for the City's street light
system except- the lights that are included in Dublin Ranch Street Light Maintenance
Assessment District 99-1. This action approves the Preliminary Engineer's Report for the
2009-10 assessment and sets a public hearing date of July 21, 2009. The proposed assessment
is $19.34, which is the same as the 2008-2009 assessment. The public hearing will be held
prior to the levy of assessments.
STAFF RECOMMENDATION: Adopt Resolution Approving Preliminary Engineer's Report,
Confirming Diagram and Assessment City of Dublin Street Lighting Maintenance Assessment
District 1983-1, and adopt Resolution Appointing Time and Place of Hearing Protests in
Relation to Proposed Assessments City- of Dublin Street Lighting Maintenance Assessment
District 83-1.
4.8 Landscaping and Lighting Maintenance Assessment District 83-2 (Stagecoach Road):
Preliminary Engineer's Report (360-20)
This assessment district pays the cost of landscape maintenance and utilities along Stagecoach
Road and the "interior slopes" of the Dublin Hills Estates development. This action approves
the Preliminary Engineer's Report for the 2009-2010 assessment and sets a public hearing
date of July 21, 2009. The proposed rate increase is 0.31% higher than the 2008-2009
assessment, which is the Consumer Price Index rate of inflation for April 2009, as allowed by
the terms of the engineer's report approved in 2003-2004. The public hearing will be held
prior to the levy of assessments.
STAFF RECOMMENDATION: Adopt Resolution Approving Preliminary Engineer's Report,
Confirming Diagram and Assessment Landscaping and Lighting Maintenance Assessment
District 1983-2, and adopt Resolution Appointing Time and Place of Hearing. Protests in
Relation to Proposed Assessments Landscaping and Lighting Maintenance Assessment District
1983-2.

4.9 Landscaping and Lighting Maintenance Assessment District 86-1 (Villages at Willow
Creek): Preliminary Engineer's Report (360-20)
This assessment district pays the cost of landscape maintenance and utilities for certain
landscaped areas associated with the Villages at Willow Creek development. This action
approves the Preliminary Engineer's Report for the 2009-2010 assessment and sets a public
hearing date of July 21, 2009. The proposed rate increase is 0.31% higher than the 2008-2009
assessment, which is the April Consumer Price Index rate of inflation, as allowed by the terms
of the engineer's report approved in 2001. The public hearing will be held prior to the levy of
assessments.
STAFF RECOMMENDATION: Adopt Resolution Approving Preliminary Engineer's Report,
Confirming Diagram and Assessment, Landscaping and Lighting Maintenance Assessment
District 1986-1, and adopt Resolution Appointing Time and Place of Hearing Protests in
Relation to Proposed Assessments, Landscaping and Lighting Maintenance Assessment District
1986-1.
4.10 Landscaping Maintenance Assessment District 97-1 (Santa Rita Area): Preliminary
Engineer's Report (360-20)
This assessment district pays the cost of landscape maintenance and utilities for certain
landscaped areas in the area bounded by I-580, Tassajara Road, Gleason Drive, and Arnold
Road. This action approves the Preliminary Engineer's Report for the 2009-2010 assessment
and sets a public hearing date of July 21, 2009. The proposed assessment is 13.6% higher
than the 2008-2009 assessment, but is within the maximum allowable assessment The public
hearing will be held prior to the levy of assessments.
STAFF RECOMMENDATION: Adopt Resolution Approving Preliminary Engineer's Report,
Landscaping Maintenance Assessment District 1997-1 (Santa Rita Area), and adopt Resolution
Appointing Time and Place of Hearing Protests in Relation to Proposed Assessments
Landscaping Maintenance Assessment District 1997-1 (Santa Rita Area).
4.11 Street Lighting Maintenance Assessment District 99-1 (Dublin Ranch and Tract 7067):
Preliminary Engineer's Report (360-20)
This assessment district pays the cost of energy and maintenance for the street light system in
Dublin Ranch and Tract 7067. This action approves the Preliminary Engineer's Report for
the 2009-2010 assessment and sets a public hearing date and time of July 21, 2009, 7:00 p.m.
The proposed assessment is $38.90 per single-family home, the same as the Fiscal Year 2008-
- 2009 assessment, and is within the maximum assessment allowed by the Engineer's Report.
The public hearing will be held prior to the levy of assessments.
STAFF RECOMMENDATION: Adopt Resolution Approving Preliminary Engineer's Report,
Confirming Diagram and Assessment, City of Dublin Street Lighting Maintenance Assessment
District 1999-1, and adopt Resolution Appointing Time and Place of Hearing Protests in
Relation to Proposed Assessments Street Lighting Maintenance Assessment District 1999-1.
4.12 Warrant Register ($3,926,597.01) June 2, 2009 (300-40)
STAFF RECOMMENDATION: Review and authorize the issuance of payments.
4.13 Downtown Dublin Specific Plan Contract Extension (600-30)
The City Council will consider an amendment to the existing Consulting Services Agreement
between the City of Dublin and RBF Consulting/Urban Design Studio to prepare the
Downtown Dublin Specific Plan. The proposed amendment would extend the term of the
agreement until the project is completed.
STAFF RECOMMENDATION: Adopt Resolution Approving an Amendment to the
Consulting Services Agreement between the City of Dublin and RBF Consulting/Urban Design
Studio and Authorizing the City Manager to Execute the Amendment.

6. PUBLIC HEARINGS
6.1 Amendment to the Planned Development District of the General Commercial Portion of
Area C of Dublin Ranch for Fallon Gateway Commercial Center Submitted by Stanforth
Holdings Company LLC - PA 08-034 (450-30)
'The applicant is requesting approval of an amendment to the General Commercial portion of
the Planned Development (PD) zoning for Area C to allow the construction of a portion of the
Fallon Gateway shopping center. The project site is 33.91 net acres. The PD for Dublin
Ranch Area C allows up to 516,992 square feet of development on the project site, which will
include retail, office and restaurant uses. The amended PD includes architectural and
landscape design criteria, specifically parking standards and the permitted, conditional and
temporary uses for the entire project site.
STAFF RECOMMENDATION: Conduct public hearing, deliberate, waive reading and
INTRODUCE an Ordinance Approving an Amendment to the Planned Development District of
Dublin Ranch Area C specifically for the project known as Fallon Gateway Commercial Center
located at the Southwest Corner of Dublin Boulevard and Fallon Road in Area C of Dublin
Ranch (APN: 985-0027-009-03), PA 08-34.
6.2 Draft 2009-2014 Housing Element (430-20)
The City Council will review the draft 2009-2014 Housing Element in preparation for
submitting the document to the State Department of Housing and Community Development
for review.
STAFF RECOMMENDATION: Conduct public hearing, deliberate, and adopt Resolution
Directing Staff to Submit the Draft 2009-2014 Housing Element to the State of California
Department of Housing and Community Development for Review with a Modification to Policy
D.2 Addressing Child Care.

8. NEW BUSINESS
8.1 Approval of Fund Transfer Agreement with the Alameda County Congestion Management
Agency for Construction of the I-580 Westbound Auxiliary Lane between Fallon Road and
Tassajara Road, in Conjunction with the I-580/Fallon Road Interchange Improvements,
Contract No. 07-13A (600-40)
The Alameda County Congestion Management Agency (ACCMA) has requested that the City
of Dublin construct the I-580 Westbound Auxiliary Lane between Fallon Road and Tassajara
Road in conjunction with the City's I-580/Fallon Road Interchange Improvements (Contract
No. 07-13A) to ensure consistency between the two projects. The City Council will consider
approval of Fund Transfer Agreement with the ACCMA to construct this project.
STAFF RECOMMENDATION: Adopt Resolution Approving the Fund Transfer Agreement
with the Alameda County Congestion Management Agency for the Construction of the I-580
Westbound Auxiliary Lane between Fallon Road and Tassajara Road, and authorize the City
Manager to sign the agreement; establish a new CIP project entitled, "I-580 Westbound
Auxiliary Lane Improvements" (CIP No. 96431); and approve a Budget Change in the amount
of $53,713 in expenditures and $53,713 in new revenues for Fiscal Year 2008-2009, and direct
Staff to include the remainder of the project in the Fiscal Year 2009-2010 Budget.

8.2 Approval of Contract Change Order Nos. 7, 9, and 39 - I-580/Fallon Road Interchange
Improvements, Contract No. 07-13A (600-35)
The I-580/Fa11on Road Interchange Improvement Project is underway and more than 60%
complete. The City Manager is authorized to approve Contract Change Orders up to a limit of
$25,000 each, or a cumulative increase of 5% of the contract cost: Contract Change Order
Nos. 7, 9, 36, and 39 will exceed the 5% limit, thus requiring City Council approval. To
facilitate the approval of subsequent change orders and to avoid construction delay, Staff is
requesting that the City Council authorize the City Manager or her designee to approve
subsequent Contract Change Orders for the project.
STAFF RECOMMENDATION: Approve Change Order Nos. 7, 9, and 36 in the amounts of
$40,594.53, $298,278.28, and $398,222, respectively, a,s they relate to CIP No. 96430,
I-580/Fallon Road Interchange Improvements; approve Contract Change Order No. 39 in the
amount of $1,319,176.68 as if relates to CIP No. 9643.1, I-580 Westbound Auxiliary Lane
Project; and adopt Resolution to Authorize the City Manager or Her Designee to Approve
Subsequent Contract Change Orders for Contract No. 07-13A, I-580/Fallon Road Interchange
Improvements Project, up to the appropriated funds of $308,559 for CIP No. 96430 and
$871,222 for CIP No. 96431.
