3.1 Acceptance of Gifts to City from Bike to Work Day Contributing Sponsors (150-70)
This report details the contributions received from various local businesses and organizations
for the Bike to Work Day Energizer Station held on May 15,2008.
STAFF RECOMMENDATION: Recognize the sponsors and formally accept the contributions.
3.2 Report on 2008 Dublin Pride Week Activities and Recognition of Poster Contest Winners
and Dublin Pride Partners (150-80)
The City Council will formally recognize the contributions made by various individuals and
organizations making 2008 Dublin Pride Week a successful community event.
STAFF RECOMMENDATION: Receive report and formally recognize poster contest winners
and Dublin Pride Partners.
3.3 Every 15 Minute Program at Dublin High School (130-60)
Susan Hart and Lucia Miller, Coordinators of Every 15 Minutes Program, would like to thank
the City for assistance in funding of the program.
3.4 Public Comments
At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state your name
for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, no action or discussion may take
place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked, or may request
Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk's Office related to the
proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss and/or take
action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).

4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action. Members
of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input may request the
Mayor to remove the item.
4.1 Minutes of Regular Meetings of March 18, 2008, April 1, 2008 and April 15, 2008; Special
Joint CouncillPlanning Committee Meetings of March 4, 2008 and April 1, 2008; and
Special Meeting of April 22, 2008
STAFF RECOMMENDATION: Approve.
4.2 Review of Dublin Municipal Code (DMC) Chapter 4.28 Relating to Kennels (500-80)
This is the second reading of an ordinance regarding DMC Chapter 4.28 relating to kennels
which includes the addition of two new sections, one to exempt veterinary facilities from the
kennel license requirement as they are regulated by California Business and Professions Code
Chapter 11; and another section stating that any operator of a kennel claiming to be registered
with the Veterinary Medical Board show proof of current registration. There are other minor
revisions proposed.
STAFF RECOMMENDATION: Waive reading and adopt Ordinance Amending Chapter 4.28
of the Dublin Municipal Code Relating to Kennels.
4.3 Amendment to the Shannon Community Center Consultant Services Agreements (600-30)
The City Council will consider amendments to contracts with Dahlin Group Architects,
O'Conner Construction Management and ENGEO, Geotechnical Engineers to extend their
services to complete the Shannon Community Center.
STAFF RECOMMENDATION: Approve Change Orders.
4.4 Amendment to Agreement with Zumwalt Engineering Group for Engineering Services
(600-30)
Zumwalt Engineering Group has provided the City with general civil engineering services
since 1997, primarily for private development review and plan checking. The City Council
will consider extending the term of the agreement to June 30, 2010, and granting a rate
increase for Fiscal Year 2008-2009.
STAFF RECOMMENDATION: Adopt Resolution Approving Amendment to Agreement with
Zumwalt Engineering Group for General Engineering Services.
4.5 Amendment to Agreement with Cal Engineering and Geology, Inc., for Geotechnical
Engineering Peer Review and Construction Observation Services (600-30)
The City of Dublin has contracted with Cal Engineering and Geology, Inc., since April 2006,
to perform geotechnical engineering tasks to assist with peer review and construction
observation of new private development projects. The City Council will consider granting a
rate increase for the second year of the current two-year agreement.
STAFF RECOMMENDATION: Adopt Resolution Approving Amendment to Agreement with
Cal Engineering and Geology, Inc., for Geotechical Engineering Service.
4.6 Acceptance of Work - Contract No. 08-01, San Ramon Road Wooden Soundwall Repair
and Painting Project (600-35)
This project painted the street side of the wooden soundwall along the west side of San
Ramon Road from Alcosta Boulevard to Silvergate Drive. The City Council will consider
accepting these improvements and authorizing final payment to the contractor.
STAFF RECOMMENDATION: Accept improvements under Contract No. 08-01, San Ramon
Road Wooden Soundwall Repair and Painting Project, and authorize the release of retention after
35 days if there are no subcontractor claims.

4.7 Amendment to Agreement with RBF Consulting for Engineering Services (600-30)
RBF Consulting has provided the City with general civil engineering and land surveying
services since 2003, primarily associated with active land development and Capital
Improvement Program projects. The City Council will consider granting a rate increase for
Fiscal Year 2008-2009, which is the second year of the current agreement.
STAFF RECOMMENDATION: Adopt Resolution Approving Amendment to Agreement with
RBF Consulting for General Engineering Service.
4.8 Amendment to Agreement with PERMCO Engineering and Management for Engineering
Services (600-30)
PERMCO Engineering and Management has provided project management and design
services to the City since 2000, primarily in the area of management and design services for
Capital Improvement Program projects, such as the Annual Overlay and Slurry Seal. The
City Council will consider extending the term of the agreement until June 30, 2010.
STAFF RECOMMENDATION: Adopt Resolution Approving the Agreement with PERMCO
Engineering& Management for Engineering Services.
4.9 Revisions to the Personnel System Rules (700-40)
Originally written in March of 1984 and amended over the years, the City Council will
consider adopting new Personnel System Rules that have been revised for legal content and
are consistent with current public sector personnel practices.
STAFF RECOMMENDATION: Adopt Resolution regarding Personnel System Rules.
4.10 Warrant Register ($964,957.97) dated June 3, 2008, 2008 (300-40)
STAFF RECOMMENDATION: Approve.
4.11 Review of Services and Amendment to the Agreement with Alameda County Public Works
for Traffic Signal Maintenance, Street Lighting Maintenance and Real Estate Services
(600-40)
Staff has conducted a review of services under the existing contract with Alameda County
Public Works, and an evaluation of performance has been completed in anticipation of
renewing the contract for an additional three years.
STAFF RECOMMENDATION: Review services provided under this agreement; and adopt
Resolution approving an Amendment to Agreement between City of Dublin and County of
Alameda Public Works Agency for Traffic Signal and Streetlighting Maintenance, and Real
Estate Services.
5. WRITTEN COMMUNICATIONS - None
6. PUBLIC HEARINGS
6.1 Dublin Historic Park - Environmental Review and Master Plan Amendment
(920-30/400-20)
The City Council will conduct a public hearing on the Mitigated Negative Declaration and
Mitigation Monitoring Program for the Kolb Ranch Building Move, Rehabilitation, and
Facility Reuse at the Dublin Historic Park and Dublin Historic Park Master Plan Addendum,
and the Dublin Historic Plan Master Plan Amendment.
STAFF RECOMMENDATION: Conduct public hearing, deliberate, and adopt Resolution
Adopting the Mitigated Negative Declaration and a Mitigation Monitoring Program for the Kolb
Ranch Building Move, Rehabilitation, and Facility Reuse at the Dublin Historic Park and Dublin
Historic Park Master Plan Addendum; and adopt Resolution Adopting the Dublin Historic Park
Master Plan Amendment.

6.2 Amendment of Dublin Municipal Code Chapter 5.56 (Smoking Pollution Control) (560-90)
The City Council will consider amending the Dublin Municipal Code to increase the
prohibition of smoking within a reasonable distance of entrances into areas in which smoking
is prohibited and around unenclosed areas in which smoking is prohibited from 15 to 20 feet.
STAFF RECOMMENDATION: Conduct public hearing, deliberate, waive reading and
INTRODUCE an Ordinance Amending Chapter 5.56 of the Dublin Municipal Code Relating to
Smoking Pollution Control.
6.3 Amendment of Dublin Municipal Code Chapter 2.20 (700-10)
The City Council will consider amending the Dublin Municipal Code Chapter 2.20. which
establishes a uniform system for dealing with City personnel matters. This is the first reading
of this ordinance.
STAFF RECOMMENDATION: Conduct public hearing, deliberate, waive reading and
INTRODUCE an Ordinance Amending Chapter 2.20 of the Dublin Municipal Code Relating to
the Personnel System.
6.4 Proposed Ordinance Establishing Bus Stops and Repealing Bus Stop Designations as
Various Locations Citywide (1060-20)
This item presents various locations Citywide that operate as active bus stops but were never
adopted by ordinance. In addition, two locations are proposed for repeal of bus stop
designation and three new locations are proposed for bus stop designation. Staff seeks City
Council adoption of an ordinance to formalize these changes. This is the first reading of this
ordinance.
STAFF RECOMMENDATION: Conduct public hearing, deliberate, waive reading and
INTRODUCE an Ordinance Repealing Ordinance Nos. 13-90 and 16-97 and Establishing Bus
Stops at Various Locations Citywide.
6.5 Environmental Assessment/Finding of No Significant Impact (FONSI) for the Arroyo Vista
Project P A 07-028 - Arroyo Vista (600-60/400-20)
Arroyo Vista is a 150 unit detached affordable housing project which is owned and managed
by the Dublin Housing Authority (DHA). The housing complex was constructed over 20
years ago. The complex has design problems which have created ongoing building
maintenance problems as well as sewer and water main problems. The City has begun the
process of reviewing the redevelopment of the existing site with a new residential
development which contains 378 dwelling units, community building, childcare facility and
related improvements.
Before the new development can be constructed, the U. S. Department of Housing and Urban
Development (HUD) must approve the disposition (sale) of the property to the private parties
(Eden Housing and Citation Homes) that would develop the project. The City is required to
analyze the environmental impacts of the disposition of the property and the proposed project
under the National Environmental Policy Act (NEP A) and to submit its determination to HUD
before HUD can consider whether to approve the disposition.
STAFF RECOMMENDATION: 1) Receive Staff presentation; 2) Open public hearing; 3) Take
testimony from the public; 4) Close public hearing; and 5) Continue item to July 15,2008.
7. UNFINISHED BUSINESS
7.1 Adoption of Resolution Establishing a Cash Deposit or Bond Amount for Solicitor Permits
(660-60)
This resolution establishes a cash deposit or bond amount of $5,000 be provided to the City
by each applicant for a solicitor permit, except for those solicitors engaged in interstate
commerce, pursuant to Dublin Municipal Code Section 4.16.080.
STAFF RECOMMENDATION: Adopt Resolution Establishing a Cash Deposit or Bond for
Solicitor Permits.

8. NEW BUSINESS
8.1 Amendment to the Affordable Housing Agreement to Convert two Affordable Units (Lots 3
and 33) to Market Rate in Exchange for Payment of In-Lieu Fees at the Willows at San
Ramon Village Plaza (P A 02-063 & 06-034) (430-80)
The City Council will consider an amendment to the Affordable Housing Agreement for
Willows at San Ramon Village to convert two affordable units to market rate units in
exchange for payment of in-lieu fees.
STAFF RECOMMENDATION: Adopt Resolution Approving an Amendment to the
Affordable Housing Agreement for Willows at San Ramon Village Plaza to Convert Two
Affordable Units (Lots 3 and 33) to Market Rate in Exchange for Payment of In-Lieu Fees
(P A 02-063 and 06-034).
8.2 Resolution Establishing a Goal of 75% Reduction of Waste Going to Landfills by 2010
(810-50)
The City Council will consider adopting a resolution that would establish a goal to remove
75% of the City's waste from the landfill by 2010.
STAFF RECOMMENDATION: Adopt Resolution Establishing a Goal of 75% Reduction of
Waste Going to the Landfill by 2010 for the City of Dublin in Accordance with the Countywide
75% Waste Reduction Goal.
9. OTHER BUSINESS
9.1 Brief INFORMATION ONLY reports from Council and/or Staff, including Committee
Reports and Reports by Council related to Meetings Attended at City Expense (AB 1234).
