Mayor Lockhart has recommended the appointment of Shawn Costello and Ramona
Frydendal as Tenant Commissioners to the Dublin Housing Authority to terms expiring in
May 2004. Ms. Frydendal fulfills the legal requirement that one of the Commissioners be
over the age of 62:

3.5 Public Comments
At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state your name for
the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, however, no action or discussion may take place
on any item not appearing on the posted agenda. The Council may respond [o statementO made or questions asked, or may request Staffto report
back at a future meeting concerning the matter. Any member of the public may contact the City Clerk's Office related to the proper procedure to
place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss and/or take action on items not appearing
on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City
Council with one single action. Members of the audience, Staff or the City Council who would like an item
removed from the Consent Calendar for purposes Of public input may request the Mayor to remove the item.
4.1 Minutes of Regular Meeting of May 21, 2002
sTAFF RECOMMENDATION: Approve
4.2 Amendment to Agreement for Crossing Guard Services (File # 600-30)
The City Council will consider adopting a Resolution amending the agreement with All City
Management Services, Inc., for the provision of crossing guard services for Fiscal Year 2002-
03.
STAFF RECOMMENDATION: Adopt Resolution.
4.3 Authorization to Solicit Bids, Contract 02-06, Traffic Signal at Dougherty Road and
Willow Creek Road (File # 600-35)
This project will install a traffic signal system at the intersection of Dougherty Road and
Willow Creek Road.
STAFF RECOMMENDATION: Authorize Staff to advertise for bids.
4.4 Request for Waiver of Competitive Bids for Advance Purchase of Material Only - Civic
Center ][IVAC Replacement Project (File # 200-30)
The City has been advised that the HVAC (heating, ventilating, and air conditioning) units
specified for an upcoming Capital Improvement Project must be ordered prior to June 14,
2002, in order to ensure availability for the project. The units specified potentially qualify for
sole source purchase on the basis that these are the only units that will fit in existing locations
on the roof and work with the existing HVAC system without costly modifications to the roof
and ducting. The remainder of the labor and materials needed to complete the project is
intended to be competitively bid in the near future.
STAFF RECOMMENDATION: Adopt ReSolution authorizing issuance of purchase order.
4.5 Approval of Amendment to Existing Engineering Services Contract with Omni-Means
(Rate Adjustment for FY 2002-03) (File # 600-30)
The City Council will consider amending its agreement with Omni-Means to provide traffic
engineering services. Omni-Means' services include review of the private development
traffic studies, as well as general traffic engineering studies for the City.
STAFF RECOMMENDATION: Adopt Resolution.
4.6 Amendment to Agreement with East Bay Pool Service for Pool Maintenance Services (File
# 600-30)
The City has contracted with East Bay Pool Service (EBPS) since 1996 to provide po01
maintenance services at the Dublin Swim Center. The current agreement expires on June 30,
2002. Staffis recommending that the current agreement be extended for an additional 3
years.
STAFF RECOMMENDATION: Adopt Resolution.
4.7 Approval of New Tract Developer Agreement for Final Parcel Map 7714, Alameda County Surplus
Property Authority (File # 600-60)
This replacement agreement will shffi the responsibility of completing the public improvements from
Commerce One to the Alameda County Surplus Property Authority as the Commerce One developer
has decided not to go forward with their proposed office development.
STAFF RECOMMENDATION: Adopt Resolution.
4.8 Murray Schoolhouse Bell Tower Project - AUthorization to Bid (File # 910-40)
In conjunction with the Dublin Historical Preservation Association and the Dublin Rotary Club, the
City is pursuing the reconstruction of the bell tower of the Original Murray Schoolhouse. The City's
approach to completing the project is through a design/build contract. The City Council will consider
authorizing Staffto advertise the project for bids.
STAFF RECOMMENDATION: Authorize StatTto advertise for bids.
4.9 Amendment to Agreement for Consulting Engineering Services with PERMCO Engineering and
Management (File # 600-30)
PERMCO has provided on-call consulting engineering services for Capital Improvement projects to
include design and project management. This action would extend the existing contract for an
additional two years,
STAFF RECOMMENDATION: Adopt Resolution and authorize Mayor to execute amendment.
4.10 Warrant Register ($2,657,092.17) dated June 4, 2002 (File # 300-40)

6. PUBLIC HEARING
6.1 Village Parkway Specific Plan (VPSP) Area Rezoning PA 02-012 A City-initiated application
to rezone parcels in the VPSP area from existing zoning districts C-N, C-1 and C-2 to Planned
Development VPSP zoning district (File # 450-30/410-55)
The intent of rezoning the parcels within the VPSP area is to bring the zoning designations for the
area into conformance with the land use designations contained in the VPSP, which was adopted
by the City Council on December 19, 2000.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and
INTRODUCE Ordinance.
6.2 West Dublin BART Specific Plan (WDBSP) area rezoning PA 02-014 A City-initiated
application to rezone parcels in the WDBSP area from existing zoning districts M-l, C-1 and
C-2 to Planned Development (WDBSP) Zoning District (File # 450-30/410-55)
The intent of rezoning the parcels within the West Dublin BART Specific Plan area is to bring the
zoning designations for the area into conformance with the land use designations contained in the
WDBSP, which was adopted by the City Council on December 19, 2000.
STAFF RECOMMENDATION: Conduct Public hearing; deliberate; waive reading and
INTRODUCE Ordinance.
6.3 Adoption of Adjustment of Rates for Garbage Collection, Disposal and Recycling Services
Provided bY Livermore Dublin Disposal (LDD) (File # 810-30)
Current garbage rates became effective July 1, 2001. In accordance with the Agreement with
LDD, the adopted rates are scheduled to be reviewed for a rate adjustment July 1, 2002. The City
Council will consider an adjnstment to the City's current garbage rate. A rate increase for
commercial and drop box service is proposed.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution.
6.4 Amendments to Conflict of Interest COde (Municipal Code Chapter 2.24) (File # 640-40)
The City last updated its present COI Code in 1996. Changes in Staff titles and organization of
the City sinCe that time necessitated an amendment to the Code. In addition, changes in the
Political Reform Act and Fair Political Practices Commission (FPPC) regulations necessitated
other changes~ Other clarifying revisions to the Code have been made, based on the FPPC's
sample COI Code.
STAFF REcoMMENDATION: Conduct public hearing; deliberate; waive reading and
INTRODUCE Ordinance.
7. UNFINISHED BUSINESS
7.1 Request for Continuation of Initiation of a General Plan and Specific Plan Amendment
Study for the Area F North Portion of Dublin Ranch PA 01-037 (File # 420-30)
This request is for a continuance of the initiation ofa GP and SPA Study for ~he Area F North
Portion of Dublin Ranch until the study of the potential public facility sites has been reviewed
by the City Council.
STAFF RECOMMENDATION: Receive Staff presentation and continue item to a date
uncertain.
7.2 Review of Design Development for Fire Stations 17 and 18 (File # 600-30)
The Architect has prepared refined design development drawings reflecting Public and
Council comments and has further defined the building materials and colors. The Architect
will review the revised drawings, materials and color selections with Council. The goal for
the presentation is to provide final direction to authorize the Architect to begin Construction
Drawings.
STAFF RECOMMENDATION: Approve Final Design and authorize preparation of
Construction Documents.
8. NEW BUSINESS
8.1 Request by IKEA Property, Inc., and Alameda County Surplus Property Authority to
initiate a General Plan Amendment (GPA) Study for a 27.44-Acre Site within the Eastern
Dublin Specific Plan Area (File # 420-30).
The City Council will consider whether to approve the initiation of a GPA Study for a 27.44-
acre site adjacent to Hacienda Drive and 1-580o The GPA Study would examine whether to
change the GP Designation from Campus Office to a designation that would allow retail
commercial uses.
STAFF RECOMMENDATION: Adopt Resolution either approving or denying GPA Study.
