3.1 Presentation to Dublin Police Services by: Heinz Gewing,
Dublin Unified School District superintendent; Mary Eversley,

3.2 Presentation of Customer Service Award for June to David Choy
At this time, members of the audience are permitted to address the City Council on any item which is NOT on the City
Counci l Agenda. Comments should not exceed 5 minutes. If any person feels that this is not sufficient time to
address their concern, that person should arrange with the City Clerk to have their particular concern placed on the
agenda for a future meeting. The City Council CANNOT deliberate or take action on a non-agenda item UNLESS there is
factual evidence presented to the Council indicating that the subject brought up falls into one of the exceptions
under Government Code Section 54954.2.
4. CONSENT CALENDAR
Consent calendar items are typically of a non-controversial nature and are considered for approval by the City Council
with one single action. Members of the audience who would like an item removed from the Consent Calendar for purpose
of public input may request the City Council to remove the item. The request may be made at the time that the Mayor
asks the audience members if there is anyone interested in removing an item from the Consent calendar.
4.1 Minutes: Regular Meeting of May 26, 1992 and Adjourned Regular

STAFF RECOMMENDATION: Approve
402 Acceptance of Gift to City
The Dublin Women's Club has presented a gift of $200 to the
city for use at the Dublin Senior Center.
STAFF RECOMMENDATION: Accept gift and direct Staff to prepare
a formal acknowledgment to the donors.
4.3 Landscaping and Lighting Maintenance Assessment District 83-2
(stagecoach Road - Tract 4719): Preliminary Engineer's Report
This assessment district funds landscape maintenance along
Stagecoach Road and on the Tract 4719 "interior slopes".
This action would approve the preliminary engineer's report
and set a date and time for a public hearing regarding the
proposed assessment.
STAFF RECOMMENDATION: Adopt Resolutions.
4.4 City Treasurer's Investment Report as of May 31, 1992
The City'S Investment Portfolio totals $17,112g171.88.
STAFF RECOMMENDATION: Receive Report.
4.5 Landscaping and Lighting Maintenance Assessment District 86-1
(Dougherty Road - Tract 5511): Preliminary Engineer's Report
This assessment district funds landscape maintenance in
Tract 5511, the Villages @ willow Creek. This action would
approve the preliminary engineer's report and set a date
and time for a public hearing regarding the proposed
assessment.
STAFF RECOMMENDATION: Adopt Resolutions.
406 Approval of Revised Risk Coverage Agreement - ABAG PLAN and
authorization to participate in Self-Insured Property
Insurance coverage Program
Since 1986, the City has been a member of the self-insured
ABAG PLAN liability insurance program. The Board of
Directors for ABAG PLAN has recommended changes which would
increase flexibility in the operation of the program. In
addition, they have offered a self-insured property
insurance program which will offer the City a savings in
premium.
STAFF RECOMMENDATION: Adopt Resolutions and authorize Staff
to execute the Revised Coverage Agreement.
4.7 Community Development Block Grant (CDBG) Budget Amendment
Fiscal Year 1991-92
This item would authorize a budget transfer of $28,781 from
General Fund Contingent Reserves to the CDBG account to
allow the City to pay Kaleidoscope Activity Center and
Alameda County Housing Authority for funds expended. The
city will be reimbursed by the Alameda County Department of
Housing and Community Development.
STAFF RECOMMENDATION: Authorize budget transfer of $28,781.
408 Quitclaim Deed - Tract 5900
The final map for Tract 4978 (along Dougherty Road)
dedicated the right-of-way for Sierra Lane east of
Dougherty Road to the City in fee simple. City Council
approval of Tract 5900 provided for abandonment of Sierra
Lane as street right-of-way. The city now needs to
quitclaim its other rights to this property.
STAFF RECOMMENDATION: Adopt Resolution.

5. WRITTEN COMMUNICATION
5.1 Request to Close Burton Street for 4th of July Block Party
This request is similar to requests received in previous
years from residents of Burton street. Closure of this
street will have a minimal effect on traffic. The
residents are required to comply with certain conditions
such as provision of lighted barricades and cleanup
following the event.
STAFF RECOMMENDATION: Approve issuance of encroachment
permit, provided residents agree to conditions and purchase
insurance.
60 PUBLIC HEARING
6.1 Citywide street Lighting Maintenance Assessment District 83-1
This assessment district funds energy and maintenance
expenses associated with street lighting on Dublin's public
streets. The estimated assessment per single-family home
for the 1992-93 tax year is $18.680
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
adopt Resolution.
6.2 Ordinance Amending City's Conflict of Interest Code
The City's Conflict of Interest Code requires that no
public official at any level of local government shall
make, participate in making or in any way attempt to use
his/her official position to influence a governmental
decision in which he/she knows or has reason to know he/she
has a financial interest. Local agencies are required by
State Law to review their Conflict of Interest Code on a
biennial basis in order to identify changes which may need
to be made. This Ordinance was introduced at the May 26,
City Council meeting.
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
waive reading and ADOPT Ordinance amending the City's Conflict
of Interest Code to add City and Contractor positions required
to complete Statements of Economic Interest 0
6.3 Ordinance Adopting a Storm Water Management and Discharge
Control Program
This Ordinance which was introduced at the May 26th City
Council meeting would establish Dublin's own Storm Water
Management Program required by the Federal Clean Water Act
through the Regional Water Quality Control Board. It will
allow the city to control the prohibition of discharge into
the storm drain system other than rain water, sets up
penalties for these illicit discharges, and provides for
enforcement officers.
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
waive reading and ADOPT Ordinance.
6.4 Trip Reduction Ordinance (TRO)
This Ordinance is required as part of the Proposition 111
legislation and its implementation is an attempt to reduce
traffic and congestion through the use of alternates to the
single-occupant auto. It would require businesses
employing 100 or more people initially (50 or more later)
to establish programs for informing and encouraging these
alternate methods of travel to reduce congestion.
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
waive reading and INTRODUCE Ordinance.
7. UNFINISHED BUSINESS
7.1 Resolution adopting the Western Dublin General Plan Amendment
and Specific Plan (PA 88-144)
The City Council will consider a Resolution adopting the
Western Dublin GPA & SP, making findings pursuant to CEQA,
adopting a statement of Overriding Considerations, and
adopting a Mitigation Monitoring Program.
STAFF RECOMMENDATION: Adopt Resolutiono
7.2 Regional Wildlife, Open Space, Shoreline and Parks Bond -
Local Grant Program, Measure AA
The City Council will make a final selection as to which
project(s) will receive Phase II allocation Measure AA
grant funds of $157,8290
STAFF RECOMMENDATION: Determine a project(s) for the grant
funds.
8. NEW BUSINESS
8.1 City Manager's Evaluation/Compensation
The City Council will schedule a closed session at a future
meeting to review the City Manager's performance 0 It will
be unnecessary for the compensation committee to meet, as
the City Manager has indicated that he will not accept a
salary increase for the upcoming year due to the fiscal
restraints the City is presently facing.
STAFF RECOMMENDATION: Identify closed session date to conduct
performance evaluation.

10. CLOSED SESSION - None
11. ADJOURNMENT - The Dublin City Council has set meeting dates of
Tuesday, June 9th and Thursday, June 11th to conduct Contract Reviews,
for review and adoption of a Preliminary Budget and Financial Plan for
FY 1992-93 and for review and adoption of a 1992-97 Five-Year Capital
Improvement Program. Both meetings will begin at 7:30 p.m., in the
Council Chambers 0
