PLEDGE OF ALLEGIANCE TO THE FLAG 3. ORAL COMMUNICATIONS At this time, members of the audience are permitted to address the City Council on any item which is not on the City Council Agenda. Comments should not exceed 5 minutes. If any person feels that this is not sufficient time to address their concern, that person should arrange with the City Manager to have their particular concern placed on the agenda for a future meeting. 3.1 proclamation honoring Eric Ovlen for his service on the Park & Recreation Commission 4. CONSENT CALENDAR Consent Calendar items are typically of a non-controversial nature and are considered for approval by the City Council with one single action. Members of the audience who would like an item removed from the consent calendar for purpose of public input may request the City Council to remove the item from the consent calendar. The request may be made at the time that the Mayor asks the audience members if there is anyone interested in removing an item from the Consent Calendar. 4.1 Minutes of Regular Meeting of May 27, 1986 STAFF RECOMMENDATION: Approve 4.2 City Treasurer's Investment Report for Period Ending May 31, 1986 STAFF RECOMMENDATION: Approve 4.3 Federal Aid Urban (FAU) Program Supplement No.2, Amador Valley Boulevard Project This document is part of the required documentation on federally funded projects and relates to non-discrimination and maintenance of improvements. STAFF RECOMMENDATION: Approve Program Supplement No. 2 to the Local Agency-State Agreement for Federal Aid Projects No. 04-5432 and Authorize Mayor to sign the Agreement as Authorized Official. 4.4 Claim submitted on behalf of Mr. & Mrs. Mark Torgerson on May 30, 1986 This claim alleges that acts and omissions by the City in approving, designing, constructing, and maintaining storm drainage systems caused an inlet to become clogged, flooding the rear yard of their residence at 11565 Padre Way. The residence is located in Tract 4077 which was approved by Alameda County prior to the City's incorporation. The final map rejected the Storm Drain Easement which had been offered for dedication to the County. STAFF RECOMMENDATION: Deny claim and direct Staff to notify the claimant and the insurance carrier. 4.5 Maintenance of Sierra Court Landscaping City Staff is requesting approval for the City to maintain a strip of landscaping along the extension of Sierra Court and authorization to request approval of the plans by DSRSD. This project is part of the access to the new Civic Center site. STAFF RECOMMENDATION: Authorize Staff to request approval of the plans by DSRSD, subject to the City's providing maintenance of this strip of land. 4.6 Sierra Court Southerly Extension Contract 86-7 This project provides for the extension of Sierra Court through the Dublin Sports Grounds to provide access to the Civic Center site. STAFF RECOMMENDATION: Authorize Staff to advertise Contract 86-7 for bids. 4.7 City Manager's Employment Agreement Members of the City Council have reviewed the City Manager's performance. A new agreement has been drafted based on the model developed by the City Attorney in 1985. STAFF RECOMMENDATION: Approve and Authorize Mayor to Execute Agreement 4.8 Warrant Register dated June 9, 1986 STAFF RECOMMENDATION: Approve 5. WRITTEN COMMUNICATIONS 5.1 From Dublin Chamber of Commerce re Dublin Community Day at the Alameda County Fair The Chamber is requesting the City's participation in Dublin's Community Day at the Alameda County Fair by having the Mayor in the Winner's Circle for Dublin's designated race. The Chamber has requested that the City consider sharing the expenses involved of approximately $65.00. STAFF RECOMMENDATION: Consider 6. PUBLIC HEARING 6.1 Ordinance Prohibiting Truck Parking on Starward Drive TJKM has conducted a study of truck parking along Starward Drive from Amador Valley Boulevard to Gunshot Court and determined that parking of vehicles over 20' in length may be hazardous. STAFF RECOMMENDATION: Open public hearing; receive report from Traffic Engineer; hear public testimony; close public hearing; deliberate; waive reading and adopt ordinance on an urgency basis. 6.2 PA86-027 Pet Prevent-A-Care Conditional Use Permit After approval by the Planning Commission and appeal by Cm. Moffatt, Pet Prevent-A-Care has withdrawn its application for a Conditional Use Permit for mobile pet clinics at the Pak N Save parking lot. Since the appeal was noticed for public hearing, the City Council should note that the application has been withdrawn. STAFF RECOMMENDATION: Note that the application has been withdrawn. 6.3 Traffic Study, Intersection of Peppertree Road & Shannon Avenue The traffic study indicates that installation of stop signs will not solve the problem of speeding on Peppertree Road nor would other traffic problems at this location be resolved by the installation of stop signs. STAFF RECOMMENDATION: Open public hearing and receive staff presentation; receive public testimony; question staff and the public; close public hearing and deliberate; approve continued enforcement of speed limit by Dublin Police Services. 6.4 Request for Crosswalk at Brighton Drive & Mansfield Avenue Residents have requested a crosswalk on Brighton Drive @ Mansfield Avenue and other related safety measures for children walking to Frederiksen School. TJKM does not recommend installation of the crosswalk but does recommend additional speed limit signage at this location. STAFF RECOMMENDATION: Open public hearing and receive staff presentation; receive public testimony; question staff and the public; close public hearing and deliberate; approve signage recommendations of TJKM Report and direct staff to implement recommended installations. 7. UNFINISHED BUSINESS - None 8. NEW BUSINESS - None 9. OTHER BUSINESS 10. CLOSED SESSION - Property negotiations - Fallon School Site - Government Code Section 54956.8 11. ADJOURNMENT - Adjourn to Work Study Session for consideration of the 1986-87 Preliminary Budget and the new 1986-91 Five-Year Capital Improvement Plan. The meeting will be held on Tuesday, June 17, 1986, at the Shannon Community Center and will begin at 6:00 p.m.
