Liberty House PropertiesV-009573-2 REPORT ON CLOSED SESSION ACTION 3.ORAL COMMUNICATIONS 3.1Introduction of New Police Patrol Officer Joe Hober 3.2Teen Task Force Appointments The City Council approved the formation of the Teen Task Force in January of 1995. Three meetings of the TTF have been held to date and several teens have indicated a desire to serve on the Teen Task Force. STAFF RECOMMENDATION: Confirm appointments to Teen Task Force: Maame Amba Arthur, Daisy Aydelota, Paige Brown, Betsy Chapman, Maysha Jackson, Lakisha Jamison, Holly Lampe, Martina Mullen, Jeremy Murphy, Gabriela Nassar, Trina Robinson, Kelly Sullivan and Katie Tracy 3.3Presentation of Special Recognition/Appreciation Plaque to Dublin Police Services by Dublin High School Principal 3.4Presentations regarding the Drug Abuse Resistance Education (D.A.R.E.) Program and the Dublin Unified School District/Dublin Police Services Drug Prevention Awareness Program At this time, members of the audience are permitted to address the City Council on items of interest to the public; however, in accordance with State Law, no ACTION or DISCUSSION shall take place on any item which is NOT on the City Council Agenda. The Council may respond briefly to statements made or questions posed, or may request Staff to report back at a future meeting concerning the matter. Further, a member of the City Council may direct Staff to place a matter of business on a future agenda. Any person may arrange with the City Clerk (no later than 11:00 a.m., on the Tuesday preceding a regular meeting) to have an item of concern placed on the agenda for the next regular meeting. The exceptions under which the City Council MAY discuss and/or take action on items not appearing on the agenda are contained in GC 54954.2(b)(1)(2)(3). 4.CONSENT CALENDAR Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action. Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item. 4.1Minutes of Regular Meeting of May 22, 1995 STAFF RECOMMENDATION: Approve 4.2Amendment to Associated Community Action Program Joint Powers Agreement Twelve City Councils of Alameda County (excluding Berkeley and Oakland) and the Alameda County Board of Supervisors are currently signatories to a JPA which created the Associated Community Action Program (ACAP) and the now defunct Alameda County Employment and Training Board (ACTEB). The ACAP JPA has been reviewed and is being amended at this time to allow ACAP to receive Community Services Block Grant Funds under the Federal Job Training Partnership Act (JTPA), which were previously received by ACTEB. STAFF RECOMMENDATION: Adopt amendments to the ACAP Joint Powers Agreement. 4.3Acceptance of Work on Contract 95-02, Sidewalk Repair Program 4.5Authorization to solicit bids for Contract 95-01, Dublin Boulevard Widening This project would widen Dublin Boulevard from four to six lanes between Donlon Way and approximately 500’ east of Village Parkway. This project is financed almost entirely by Federal ISTEA funds and developer contributions. The total project budget is $3,120,859. STAFF RECOMMENDATION: Authorize Staff to advertise for bids. 4.6Budget Change - Engineering for Eastern Dublin Traffic Impact Fee Street Improvement Estimates This item provides for the transfer of expenditures associated with the Eastern Dublin Traffic Impact Fee Study from the Engineering Budget to the Eastern Dublin Traffic Impact Fee Capital Project Account. STAFF RECOMMENDATION: Approve additional appropriation/interfund loan in the amount of $11,294 from General Fund to Capital Projects Fund (Traffic Impact Fee Project #9649) 4.7Award of Purchase Order for Infield Soil Mix for Dublin Sports Grounds Softball field infields at the Sports Grounds have not been thoroughly renovated for over 5 years and are in need of complete replacement of the infield mix. Staff received 3 proposals to provide the infield mix and the low bidder is Delta Topsoil, Inc., who proposes to provide the infield mix for $29.50 per cubic yard. It is proposed that one- half of the mix (200 cubic yards) be delivered during the last week of FY 1994-95 and the remaining 200 cubic yards be delivered during the first week of FY 1995-96. STAFF RECOMMENDATION: Adopt Resolution awarding Purchase Order. 4.8City Manager’s Employment Agreement Mayor Houston and Cm. Barnes, the Agency’s Negotiating Team, has met with the City Manager regarding terms and conditions of employment, and are recommending that the City Council approve a new agreement with the City Manager which is substantially the same as the current agreement with the exception of proposed changes to the City Manager’s base pay, general leave and minor language revisions to clarify the agreement. STAFF RECOMMENDATION: Approve amendment to City Manager’s Employment Agreement. 4.9Award of Bid for Economic Development Marketing Brochures Printing The City received a total of 4 bids, with costs ranging between $5,716.68 to $9,101.00 for printing quantities of 5,000 each of three marketing tri-panel brochures and presentation folders. STAFF RECOMMENDATION: Award printing bid to Business Graphics Group in the amount of $5,716.68. 4.10Schaefer Ranch General Plan Amendment EIR - First Amendment to the Contract between the City of Dublin and WPM Planning Team, Inc. PA 94-028 In October, 1994, the City entered into an agreement with WPM Planning Team to undertake the Schaefer Ranch GPA Study and EIR. As the study has proceeded, issues have been raised regarding fire protection facilities and services. To address these issues properly, a subcontractor specializing in fire protection impact analysis is needed. The contract amendment will not exceed $21,045. The applicant is responsible for all processing costs associated with the contract amendment. STAFF RECOMMENDATION: Adopt Resolution and authorize City Manager to execute amendment after funding has been received from the applicant. 4.11Warrant Register ($417,399.51) dated June 13, 1995 STAFF RECOMMENDATION: Approve 5.WRITTEN COMMUNICATION - None 6.PUBLIC HEARING 6.1Hansen Ranch General Plan Amendment, Planned Development Rezoning and Tentative Map Amendment PA 95-007 The Hansen Ranch subdivision, originally approved in 1989, involves 180 units on ±± 147 acres west of Silvergate Drive, north of Hansen Drive, and south of Rolling Hills Drive. California Pacific Homes, Inc., has requested a General Plan Amendment, Planned Development Rezoning and Tentative Map Amendment for revisions to Phase II of the approved subdivision. The amendments to the project would involve between STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt draft Resolutions and waive reading and INTRODUCE Ordinance -OR- provide direction and continue the matter to a future Council meeting. 6.2Adjustment to Multi-Family Recycling Rate for the Period May 1995 - December 1995 The existing agreement providing multi-family recycling services provides for an annual adjustment based upon the change in the CPI. This adjustment will cover the period May, 1995 to December, 1995. It is proposed that the City pay the cost of the adjustment from Measure D funds. STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution. 6.3Approval of Agreement for Integrated Solid Waste Management Services with Waste Management Alameda County and adoption of a Rate Schedule effective January 1, 1996 In accordance with City Council direction, Staff has negotiated with Waste Management Alameda County a new agreement for services. The rates effective January 1, 1996, will be reduced and the agreement provides a cap on future rate adjustments. The Company has agreed to implement new recycling programs in advance of January, 1996. STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolutions. 6.41995-96 Annual Assessment for Residential Basic Garbage/Recycling Services The City collects the cost of basic residential garbage service on the annual property tax bill. It is necessary to establish an annual assessment which reflects the rate increase effective January 1, 1995, as well as the services pursuant to the new agreement effective January 1, 1996. The annual assessment will be $121.30 per single family residence. STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution and direct Staff to prepare necessary reports to the Alameda County Tax Collector; approve amendment to 1994-95 Budget. 7.UNFINISHED BUSINESS 7.1Televising City Council Meetings During the City’s annual Goals & Objectives meeting in March, the City Council listed televising Council meetings as a high priority item. Staff has prepared a report listing the various alternatives to accomplish this goal. STAFF RECOMMENDATION: Consider options and provide appropriate direction to Staff. 8.NEW BUSINESS - None 9.OTHER BUSINESS - Brief INFORMATIONAL ONLY Reports from City Councilmembers and/or Staff 10.CLOSED SESSION 10.2Public Employee Performance Evaluation pursuant to Government Code Section 54957 Title: City Manager REPORT ON CLOSED SESSION ACTION 11.ADJOURNMENT · The Dublin City Council will participate in a live call-in show on CTV30 on Wednesday evening, June 21, 1995, from 7:30 p.m. - 8:30 p.m. · The next Regular Meeting of the City Council will be on Tuesday, June 27, 1995, 7:00 p.m. · On the evening of Wednesday, June 28, 1995, beginning at 6:00 p.m., in the Council Chambers, the Dublin City Council will hold an Adjourned Regular Meeting (public hearings) for the adoption of the 1995-96 Budget and Financial Plan and the 1995-96 Update to the City’s 5-Year Capital Improvement Program.
