3.1 Adoption of Final 2006-2007 Goals & Objectives (100-80)
The Council will rcvicw the final Goats & Objectives for Fiscal Year 2006~2007, which
includes the proposcd carry-over goals from Fiscal Year 2005-2001i, the Prcliminary Adopted
Goals for Fiscal Year 2006-2007, and the Preliminary Adoptcd 10- Year Stratcgic Plan.
STAFF RECOMMENDATION Approve those Goals & Objectives to be carried over from
Fiscal Year 2005-2006 to the Fiscal Year 2006-2007 Goals & Objcctives and 10-Year Strategic
Plan, and Adopted the Fiscal Year 2006-2007 Goals & Objectives and 10-Year Strategic Plan, as
amcnded.

4.2 Planned Development Rezone with Stage 2 Development Plan for the Commercial Bnilding
Located at 7000 Amador Plaza Road, PA 05-035 (450-30)
ThIS IS the sccond readmg ofan Ordinance in which the Applicant requests approval ofa PD-
Plarmed Development Rezone with Stage 2 Development Plan to contract a 17,500 square
foot commerCIal huilding and related site improvements including a plaza, landscaping and
parking, located wlthm the existing Dubhn Placc Shoppmg Center on an undeveloped sIte that
is the location of the fonTler Dublin General Cinemas.
STAFF RECOMMENDATION Waive reading and adopt Ordinance approvlllg a Plarmed
Development Rezone with Stage 2 Development Plan for the commercial building locatcd at
7000 Amador Plaza Road.
5. WRITTEN COMMUNICATIONS
5.1 Three-Digit Social Service Hotline (2-1-1) Funding Request (585-40)
The Council will review a funding request by Edcn I&R (Information and Referral). Eden
I&R is requesting that the Council approve $10,000 in grant monies for the creation of a 2-1-1
telephone servicc, which will provide citizens access to Human and Social Services in a
similar marmer to the 9-1-1 Emergency Hotline.
STAFF RECOMMENDATION Approve funding of program and include funding III Fiseal
Year 2006-2007 Budget contingent upon fult participation by Alameda County and partIcipation
hy at least 50% of the Cities within AllUIleda County
6. PUBLIC HEARING
6.1 Five-Year Capital Improvement Program for J<'iscal Year 2006-2007 through Fiscal Year
2010-2011 (330-40)
Each ycar, the City Council adopts or updates the City's Five-Year Capital hnprovcment
Program (elP). The CIP addresses the City's public lllfrastructure needs over a five-year
penod. Projects are Identified within four major categories: Generat, Community
Improvements, Parks and Streets.
STAFF RECOMMENDATION Conduct public hearing; deliberate; adopt Resolution
approving thc Five~Year Capitallmprovement Program 2006-2011

6.2 Adoption of the 2006-2007 Annual Budget & Financial Piau (330-20)
Each year, the City Council is mandated hy Statc law to adopt a Budget and Financial Plan.
The City Council wilt considcr the Prelimmary Budget and Financial plan for Fiscai Year
2006-2007 The proposed Budget and Financiat Plan recommends total appropriatIons of
$107,541.583
STAFF RECOMMEND A nON Open pubhc hearing; receive Budget overview from Staff; hear
presentations from Community Groups idenhfied in Higher ServICe Levels; review Preliminary
Budget by Major Program Area; receive public comments; close public heanng; finalize
Commumly Group funding requests; determine whIch Higher ServIce Levels should be funded
for Fiscal Year 2006-2007, determme appropriate use of the Projccted Net Surpius for Fiscal
Year 2005-2006 and Fiscat Year 2006-2007, and adopt Resolution approving Fiscal Year 2006-
2007 Annual Budgct.

8.1 Adoption of an Appropriations Limit for Fiscal Year 2006-2007 (330-20)
Each year, the City Council is reqUITed by Statc Law to adopt an AppropriatlOns Limit (Limit)
m conjunction WIth the annual Budget process_ Thc Fiscal Year 2006-2007 LiImt IS calculated
by multiplying the adopted Limit for the prior year hy a factor refleclmg growth increases.
STAFF RECOMMENDATION Adopt Resolution establishing the Appropriations Lim1l for
Fiscal Year 2006-Z007
8.2 l<"iscal Year 2005-2006 Budget Modification with Regard to Article XIII B of the State
Constitution (330-20)
This act1(ln requcsts authorizallOn to "appropriate" alt revcnues received m the current Fiscai
Ycar 2005-2006 that arc in excess of expenditures. The actuat amounts mvolvcd will be
delem1ined following the close of Fiscal Year 2005-2006.
STAFF RECOMMEND A nON Authonze, as appropriahons to Reserves, any revcnues III
excess of budgeted expenditurcs as of June 30, 2006.
