3.1 Community Leadership Day (130-60)
The City Council will receive a presentation from Dr. Derionne Pollard, President of Las
Positas College to showcase Las Positas College and promote the Community Leadership
Day in August intended to build relationships through a targeted leadership event.
3.2 Certificate of Recognition of Lt. Col. John D. Cushman for His Service at Camp Parks

3.3 Public Comments
At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state your name
for the record. COMMENTS SHOULD NOT EXCEED THREE (31 MINUTES. In accordance with State Law, no action or discussion may take
place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked, or may request
Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk's Office related to the
proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss and/or take
action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action. Members
of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input may request the
Mayor to remove the item.
4.1 Minutes of Regular Meetings of January 31, 2009, and March 31, 2009

4.2 Approval of Improvement Agreement with Stanforth Holding Company, LLC, and Top
Grade Construction, Inc., for the Fallon Gateway, Fallon Road and Dublin Boulevard -
Phase 1 Improvements (600-60)
This Improvement Agreement covers roadway improvements necessary to provide access to
the Stanforth Holding Company's proposed Fallon Gateway retail center on the southwest
corner of Fallon Road and Dublin Boulevard.
STAFF RECOMMENDATION: Adopt Resolution Approving the Improvement Agreement
with Stanforth Holding Company, LLC, and Top Grade Construction, Inc., for the Fallon
Gateway, Fallon Road and Dublin Boulevard -Phase 1 Improvements.
4.3 Amendment to the Planned Development District of the General Commercial Portion of
Area C of Dublin Ranch for the Fallon Gateway Commercial Center Submitted By
Stanforth Holdings Company, LLC, PA 08-034 (450-30)
The applicant, Stanforth Holdings Company, LLC, is requesting approval of an amendment to
the General Commercial portion of the Planned Development District for Area C of Dublin
Ranch to allow for the construction of up to a 516,992 square foot commercial shopping
center at the southwest corner of Dublin Boulevard and Fallon Road.
STAFF RECOMMENDATION: Waive reading and adopt Ordinance Approving an
Amendment to the Planned Development District of Dublin Ranch Area C Specifically for the
Project Known as Fallon Gateway Commercial Center Located at the Southwest Corner of
Dublin Boulevard and Fallon Road in Area C of Dublin Ranch (APN 985-0027-009-03) PA 08-
035.
4.4 Amendments to Existing Consulting Services Agreements (600-30)
The City of Dublin has contracted with :various. consulting firms to provide on-call assistance
to the Public Works Department in the >areas of Traffic Engineering, Geotechnical (Soils)
Engineering, General Engineering; and Construction Conflict Resolution. The City Council
will consider Amendments to nine of these Consulting Services agreements to extend the
terms for an additional two years. No rate adjustments are associated with these Amendments
for Fiscal Year 2009-2010.
STAFF RECOMMENDATION: Adopt Resolution Approving Amendments to Agreements for
Engineering Services With Kimley-Horn & Associates, Inc., Omni-Means, LTD, TJKM
Transportation Consultants, Berlogar Geotechnical Consultants, BSK Associates, Cal
Engineering & Geology, Inc., RBF Consulting, SNG & Associates, Inc., and Mark Resolve, Inc.
4.5 Warrant Register ($2,077,670.22) dated June 16, 2009 (300-40)
STAFF RECOMMENDATION: Review and authorize the issuance of payments.
5. WRITTEN COMMUNICATIONS -None.
6. PUBLIC HEARINGS
6.1 Multi-Modal General Plan Circulation Map and Amendments to the General Plan related
to the Creation of the Multi-Modal Map PA 09-010 (420-30)
A Multi-Modal Map is a comprehensive tool used to relay transportation opportunities within
a specific location. The function of a Multi-Modal Map is to show the various methods of
transportation within the City including pedestrian, vehicles and bicycle trips as well as
connections to other Cities. Amendments are proposed to the General Plan related to the
inclusion of the Multi-Modal Map in order to reflect current information and to provide better
clarity in the General Plan.
STAFF RECOMMENDATION: Conduct public hearing, deliberate and adopt Resolution
Amending the City of Dublin General Plan to Adopt aMulti-Modal General Plan Circulation
Map and Amendments to the General Plan Related to the Creation of the Multi-Modal Map
(PA 09-010).

6.2 Adoption of Rates for Garbage Collection, Disposal, And Recycling Services Provided by
Amador Valley Industries and Establishing the 2009-2010 Annual Assessment (810-30)
The agreement for solid waste services between the City and AVI requires the City to adopt a
rate schedule, which is estimated to produce a specified revenue amount as identified in the
Agreement. The City has also adopted an Ordinance, which requires all parcels in the City to
subscribe to weekly minimum garbage service. For residential properties that are serviced
with individual containers, the City collects the annual cost of minimum service with the
property tax bill. The City Council will consider adopting two separate resolutions
establishing the garbage rates effective July 1, 2009 and establishing the Fiscal Year 2009-
2010refuse related property tax assessment.

7. UNFINISHED BUSINESS
7.1 Acceptance of Work -Contract No. 08-16, In-Pavement Lighted Crosswalk -Amador
Valley Boulevard at Wildwood Road (600-35)
This project installed an in-pavement lighted crosswalk on Amador Valley Boulevard at
Wildwood Road in order to facilitate traffic awareness and improve safety for pedestrians and
bicyclists traveling on the Alamo Creek Trail and wishing to cross Amador Valley Boulevard.
It is now appropriate for the City Council to accept the first phase of the improvements as
complete.
STAFF RECOMMENDATION: Accept the improvements under Contract No. 08-16, In-
Pavement Lighted Crosswalk, and authorize the release of retention after 35 days if there are no
subcontractor claims.
7.2 Consideration of Amendment to the City of Dublin Smoking Pollution Control Ordinance
(560-90)
At the City Council meeting on May 5; 2009; Vice .Mayor Hildenbrand requested the City
Council consider amending the City's Smoking Pollution Control chapter of the Dublin
Municipal Code. The specific area of interest that the City Council will consider is a
prohibition of smoking within the total property area of private homes licensed to operate as
daycare centers.
STAFF RECOMMENDATION: 1) Consider Vice Mayor Hildenbrand's request to amend the
City's Smoking Pollution Control Ordinance to prohibit smoking within the total property area
of private residences licensed to operate as daycare homes and 2) If appropriate, direct Staff to
prepare a Municipal Code Amendment proposal prohibiting smoking within the total property
area of private residences licensed to operate as daycare homes.
7.3 Civic Bay-Friendly Landscaping Policy (530-30)
The City Council will consider directing Staff to prepare a Civic Bay-Friendly Landscaping
Policy for new or renovated City landscaping projects. Landscapes developed under the Bay-
Friendly Landscaping program are developed with greater local pest resistance, less
maintenance, less use of resources, and less generated waste with a potential added benefit of
less cost in the long-term.
STAFF RECOMMENDATION: Provide Staff with direction on the preparation of a Civic Bay-
Friendly Landscaping Policy.
7.4 New Dublin Maintenance Yard Facility Improvements and Design Development Review
(600-30)
The Architect has prepared the design development plans for the New Dublin Maintenance
Yard Facility which include three different options for the building exterior. The three
options will be presented by the Architect.
STAFF RECOMMENDATION: Select preferred option and authorize Staff to prepare
construction documents.

7.5 Positano Affordable Housing Agreement -Amendment No. 3 to the Affordable Housing
Agreement for the First Phase of Positano (600-30)
Braddock & Logan is requesting approval of Amendment No. 3 to the First Phase Affordable
Housing Agreement for Positano. Braddock & Logan proposes to construct 31 affordable
units in Part One of the First Phase, rather than 26 units as currently permitted by the
agreement, which will avoid the necessity of paying the in-lieu fee for the additional five unit
obligation. It would also result in five fewer affordable units being constructed in Part Two of
the First Phase. In addition, Braddock & Logan proposes to modify the unit mix and
affordability of the affordable units in Parts One and Two. Under the current proposal,
Braddock & Logan would introduce a new unit size -secondary units as studio apartments at
275 square feet each (rather than one-bedroom units at 437 square feet each). The proposal
would: 1) eliminate seven of the four-bedroom detached homes affordable to low and
moderate income households; 2) eliminate nine of the one-bedroom secondary units
affordable to very-low and low income households; and 3) add 21 studio secondary units
affordable to very-low income households.
STAFF RECOMMENDATION: Adopt Resolution Approving Amendment No. 3 to the
Affordable Housing Agreement for the First Phase (416 units) of Positano to Modify the Unit
Mix and Income Affordability Level of the Inclusionary Units and Authorizing the City Manager
to Execute the Amendment (PA OS-038 and PA 07-005).
8. NEW BUSINESS
8.1 Grant Application for the Energy Efficiency and Conservation Block Grant Program
(600-50)
The City Council will consider authorizing Staff to apply for the Energy Efficiency and
Conservation -Block Grant (EECBG) program as a -.part of the American Recovery and
Reinvestment Act of 2009. The City of Dublin is eligible to apply for a grant of $186,700
through the EECBG program.
STAFF RECOMMENDATION: Adopt Resolution Authorizing Staff to File an Application for
the Energy Efficiency and Conservation Block Grant program.
8.2 Annual Contract Review: Crossing Guard Services (600-30)
The City Council will consider the annual contract review of the City's crossing guard
contractor, All City Management Services.
STAFF RECOMMENDATION: Adopt Resolution Authorizing the City Manager to Execute an
Amendment to the Agreement with All City Management Services, Inc. for the provision of
crossing guard services for Fiscal Year 2009-2010.
8.3 Approve Letter of Support for Davis Energy Group's Large Scale Energy Retrofit
Program (530-20)
The City Council will consider approving a letter of support for the City's participation in the
Dais Energy Group's existing home retrofit program. The proposed program would provide
Dublin residents with home energy conversion options to increase efficiency and reduce
waste.
STAFF RECOMMENDATION: Accent the report, and authorize the Mavor to sign the letter of
support.
8.4 Review of Planning Commission Chapter in Municipal Code (420-20)
The City Council will review the Planning Commission's request for Amendments to
Chapter 2.12 of the Municipal Code in relation to Duties and Rules and Records of the
Planning Commission.
STAFF RECOMMENDATION: Waive reading and introduce Ordinance Amending
Chapter 2.12 of Title 2 (Administrative/Personnel) of the Dublin Municipal Code Relating to
Duties and Rules and Records of the Planning Commission.

8.5 Senior Center Food Service Programs (240-10)
The City Council will receive a presentation on the existing food service programs at the
Senior Center.
STAFF RECOMMENDATION: Receive the report and direct Staff to continue to operate the
Senior Center food service programs at the current service level.
8.6 Senior Center Ride Match Service (240-10)
The City Council will receive a presentation on the proposed Senior Center Ride Match
Service.
STAFF RECOMMENDATION: Receive report and direct Staff to implement the proposed
Ride Match Service.
9. OTHER BUSINESS
9.1 Brief INFORMATION ONLY reports from Council and/or Staff, including Committee
Reports and Reports by Council related to Meetings Attended at City Expense (AB 1234).
