Pursuant to Government Code §54953(b), this meeting will include a teleconference location at The Kauai
Beach Resort, Room 2540, 4331 Kauai Beach Drive, Lihue, HI 96766. Councilmember David Flaubert will
be attending the Regular Meeting via teleconference. The public shall have the opportunity to address the
City Council at this teleconference location pursuant to Government Code Section §54954.3. All votes
during the teleconferencing session will be conducted by roll call vote. The teleconference location is
accessible to the public and the agenda will be posted at the teleconference location 72 hours before the
meeting.

3.1. Certificates of Recognition for the Winners of the "Dublin Idol" Competition
The City Council will present Certificates of Recognition to the six winners of the "Dublin Idol"
competition, which was held in May at the Dublin Farmers' Market.

3.2. Recognition of Dublin Chamber of Commerce President/CEO Nancy Feeley
The City Council will recognize Dublin Chamber of Commerce's President/CEO,Nancy Feeley.

3.3. Introduction of New Employees: Megan Ching, Intern, Public Works, and Troy Reynolds, Intern,
Parks & Community Services
New members of City Staff will be introduced: Megan Ching, Public Works Intern; and Troy Reynolds,
Parks & Community Services Intern.
STAFF RECOMMENDATION:
Welcome new City of Dublin Staff members.
3.4. Acceptance of Gifts to City from Bike Month Contributing Sponsors
The City Council will receive a report detailing the contributions received from various local businesses
and organizations for Bike to Work Day Energizer Stations, as well as for other Bike Month events and
programming which took place during the month of May.
STAFF RECOMMENDATION:
Recognize the sponsors and formally accept the contributions.
3.5. Appointment of Dublin Crossing Community Park Task Force and the Agreement for Landscape
Architectural Services to Prepare the Park Master Plan
The City Council will consider the Mayor's proposed appointments to the Dublin Crossing Community
Park Task Force and the approval of an Agreement with SWA Group to provide landscape architectural
services to complete the Park Master Plan.
STAFF RECOMMENDATION:
Staff recommends that the City Council take the following actions:
1. Confirm the Mayor's appointment of the 15 Community Members at Large and the City Historian
to the Task Force; and
2. Direct Staff on how to fill the position for an adult sports non-profit organization or delete the
position from the Task Force composition; and
3. Adopt a Resolution Approving an Agreement with SWA Group to Complete the Master Plan for
Dublin Crossing Community Park.
3.6. Certificate of Achievement for Excellence in Financial Reporting, FY 2012-13
Comprehensive Annual Financial Reports (CAFRs)
The City Council will receive the City's award of the Certificate of Achievement for Excellence in
Financial Reports for this CAFR for Fiscal Year 2012-13.
STAFF RECOMMENDATION:
Receive the Certificate of Achievement for Excellence in Financial Reporting.
3.7. Public Comments
At this time,the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state your
name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, no action or
discussion may take place on any item not appearing on the posted agenda. The Council may respond to statements made or questions
asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City
Clerk's Office related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City
Council MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section
54954.2(b)(1)(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single
action. Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of
public input may request the Mayor to remove the item.
4.1. Minutes of the June 3,2014 Regular City Council Meeting
The City Council will consider approval of the minutes of the Regular City Council meeting of June 3,
2014.

Approve the minutes of the Regular City Council meeting of June 3, 2014.

4.2. Quarry Lane School Phase III Expansion -Planned Development Rezoning and Related Stage 1/2
Development Plan Amendment
On June 3, 2014, the City Council approved Site Development Review for a new 13,102 square foot,
two-story cafeteria and science building at Quarry Lane School and an accompanying CEQA
Addendum. The City Council also waived the first reading and introduced an Ordinance to amend the
Planned Development Zoning District and related Stage 1/2 Development Plan to incorporate the new
building as well as a future expansion area of up to 4,000 square feet in Building 1 on the existing 10-
acre school site. The City Council is considering adopting the ordinance at this meeting.
STAFF RECOMMENDATION:
Waive the reading and adopt an Ordinance Amending the Zoning Map to Rezone the Quarry Lane
School Site to a Planned Development Zoning District and Approving the Related Stage 1/2
Development Plan Amendment for the Quarry Lane School Phase III Expansion.
4.3. Contract for Services with the Alameda County Library for Fiscal Year 2014-2015
The City Council will consider the Contract Agreement with the Alameda County Library, which
provides Library Services at the Dublin Public Library for the City. The Agreement for Fiscal Year
2014-2015 provides for 49 hours of service per week which includes two additional hours of service per
week as allocated in the Fiscal Year 2014-2015 budget. The County would fund 28 hours per week and
the City would fund the remaining 21 hours.
STAFF RECOMMENDATION:
Adopt a Resolution Approving an Agreement with County of Alameda for Additional Library Services
for Fiscal Year 2014-2015.
4.4. Notice of Review of Conflict of Interest Code
The Political Reform Act requires every local government agency to review its Conflict of Interest
Code biennially to determine if it is accurate or if the Code needs amendment. The City Council is the
code reviewing body for City agencies, and the City Council must direct Staff to review the City's
Conflict of Interest Code and make a determination by October 1, 2014, if there is a need to amend the
Conflict of Interest Code.
STAFF RECOMMENDATION:
Direct Staff to review the City's Conflict of Interest Code and take the appropriate action.
4.5. Second Amendment to Agreement with Tri-Valley Janitorial Service and Supply
The amendment to the agreement with Tri-Valley Janitorial Service and Supply would extend the
agreement for specific janitorial services until June 30, 2015.
STAFF RECOMMENDATION:
Adopt a Resolution Approving Second Amendment to Janitorial Services Agreement between the City
of Dublin and Tri-Valley Janitorial Service and Supply.
4.6. Consulting Services Agreement with Pacific Municipal Consultants (dba PMC)
The City Council is being asked to consider a resolution authorizing the City Manager to execute a
Consulting Services Agreement with Pacific Municipal Consultants (dba PMC) to assist with housing
services.
STAFF RECOMMENDATION:
Adopt a Resolution Approving a Consulting Services Agreement with Pacific Municipal Consultants
for Housing Services.
4.7. Third Amendment to Agreement with J.S. Building Maintenance Service for Janitorial Services
The City Council is being asked to consider an amendment to the Agreement with J.S. Building
Maintenance Services, which would extend the Agreement for specific janitorial services at the Dublin
Library until June 30, 2015.
STAFF RECOMMENDATION:
Adopt a Resolution Approving the Third Amendment to the Agreement with J.S. Building
Maintenance Services for Janitorial Services.

4.8. Approval of On-Call Consultant Agreements for Engineering Services
The City Council will consider approving consulting services agreements for on-call engineering
services, which including the following service categories: Civil Design/Project Management;
Development Review; Surveying Services; Transportation Planning; Traffic Engineering; and
Drafting/Auto CAD Support. The term of the Agreements shall begin July 1, 2014, and shall end on
June 30, 2016.
STAFF RECOMMENDATION:
Adopt a Resolution Approving Consulting Services Agreements with Bellecci & Associates, CSG
Consultants, Inc., DKS, Fehr & Peers, FRFS Consulting, LLC, Guida Surveying, Inc., Harris &
Associates, Hexagon Transportation Consultants, Inc., Kier & Wright Civil Engineers & Surveyors,
Inc., Kimley-Horn & Associates, Kittelson & Associates, Inc., Mark Thomas & Company, Omni-
Means, Ltd., Pakpour Consulting Group, Quincy Engineering Company, SNG & Associates, Inc.,
Stantec Consulting Services, Inc., TY Lin International, Zumwalt Engineering Group, and Stevenson,
Porto & Pierce, Inc.
4.9. Amendments to Agreements for On-Call Geology and Geotechnical Services
The City Council will consider approving amendments to Agreements for on-call geology and/or
geotechnical services. The amendments will extend the term of the Agreements for an additional two
year period, and shall end on June 30, 2016.
STAFF RECOMMENDATION:
Adopt a Resolution Approving the Amendments to the Agreements for On-Call Geology and/or
Geotechnical Services.
4.10. Drought Emergency Continuance
On March 18, 2014, the City Council adopted a Resolution declaring a State of Emergency in the City
of Dublin due to extreme drought conditions within the State and City. The City Council will consider
continuing extending the State of Emergency for an additional 30 days.
STAFF RECOMMENDATION:
By motion, as required by Government Code Section 8630(c), which states that the City Council shall
review the need for continuing a local emergency at least once every 30 days until the governing body
terminates the local emergency, continue the State of Emergency that was declared on March 18, 2014,
based on the fact that extreme drought conditions continue to exist within both the State of California
and City of Dublin, and the threat to the safety and welfare of Dublin residents remains.
4.11. Annual Update to the Master Fee Schedule
The City Council will consider adopting an annual update to the Master Fee Schedule.
STAFF RECOMMENDATION:
Adopt a Resolution Adopting an Annual Update to the Master Fee Schedule for Services Provided by
the City.
4.12. Amendments to Agreements for On-Call Construction Management and/or Construction
Inspection Services
The City Council will consider approving amendments to Agreements for on-call construction
management and/or construction inspection services. The amendments will extend the term of the
Agreements for an additional two-year period, and shall end on June 30, 2016.
STAFF RECOMMENDATION:
Adopt a Resolution Approving First Amendments to Consulting Service Agreements with Associated
Engineering Consultants, Inc.; CSG Consultants Inc., Ghiradelli & Associates; Harris & Associates;
Pakpour Consulting Group Inc., S&C Engineers; and Vali-Cooper & Associates, Inc. for Construction
Management and/or Construction Inspection Services.
4.13. Amendment to the Agreement with County of Alameda for Traffic Signal Maintenance, Street
Lighting Maintenance and Real Estate Services
Staff is requesting City Council to approve an Amendment to the Agreement with County of Alameda
Public Works for Traffic Signal Maintenance, Street Lighting Maintenance and Real Estate Services to
extend the contract through June 30, 2017.

STAFF RECOMMENDATION:
Adopt a Resolution Approving the Amendment to Agreement between City of Dublin and County of
Alameda for Traffic Signal and Street Lighting Maintenance, and Real Estate Services.
4.14. Consideration of a Contract with JJACPA,Inc. for Consulting Services Related to Finance
Operations and the Closing of the Fiscal Year 2013-14 Books
The City Council will consider a consultant services agreement with JJACPA, Inc. to provide a review
and analysis of the City's finance operations and additional accounting support in preparation of the
closing of the FY 2013-14 financial books.
STAFF RECOMMENDATION:
Adopt a Resolution Authorizing the City Manager to Execute an Agreement with JJACPA, Inc., for
Consulting Services Related to Finance Operations and the Closing of the Fiscal Year 2013-14 Books;
and approve the budget change adding $48,000 to the FY 2013-14 Administrative Services Department
budget from General Fund Unassigned (Available) Reserves.
5. WRITTEN COMMUNICATION—None.
6. PUBLIC HEARINGS
6.1. Public Hearings: Citywide Street Lighting Maintenance Assessment District 83-1; Landscaping
and Lighting Maintenance Assessment District 83-2 (Stagecoach Road); Landscaping and
Lighting Maintenance Assessment District 86-1 (Villages at Willow Creek); Landscaping and
Lighting Maintenance Assessment District 97-1 (Santa Rita Area); Street Lighting Maintenance
Assessment District 99-1 (Dublin Ranch Area and Tracts 7067, 7586, 8024, 8073, 8074)
The City Council will consider approving the Engineer's Reports and the levy of special assessments in
each of the five maintenance districts for Fiscal Year 2014-2015. A public hearing is required.
Maintenance assessment districts allow for the collection of special assessments on the property tax bill.
These assessments can only be used to pay for the identified activities benefiting the properties
assessed. The amount of the assessment will vary based on several factors including: the cost projected
to maintain the improvements, approved annual adjustment factors; existing balances collected in prior
years; and the number and type of properties.
STAFF RECOMMENDATION:
Conduct the public hearing, deliberate, and adopt Resolutions Approving the Engineer's Report,
confirming the Diagram and Assessment, and Ordering the Levy of Assessment for:
• Citywide Street Lighting Maintenance Assessment District No. 1983-1
• Landscaping and Lighting Maintenance Assessment District No. 1983-2 (Tract 4719)
• Landscaping and Lighting Maintenance Assessment District No. 1986-1 (Villages at Willow
Creek)
• Landscaping and Lighting Maintenance Assessment District No. 1997-1 (Santa Rita Area)
• Street Lighting Maintenance Assessment District No. 1999-1 (Dublin Ranch Area and Tracts
7067, 7586, 8024, 8073, 8074)
6.2. Adoption of Rates for Garbage Collection, Disposal, and Recycling Services Provided By Amador
Valley Industries and Establishing the 2014-2015 Annual Assessment
The Agreement for solid waste services between the City and Amador Valley Industries (AVI) requires
the City to adopt a rate schedule, which is estimated to produce a specified revenue amount as identified
in the Agreement. The City has also adopted an ordinance which requires all parcels in the City to
subscribe to weekly minimum garbage service. For residential properties that are serviced with
individual containers, the City collects the annual cost of minimum service with the property tax bill.
The City Council will consider adopting two separate resolutions establishing the garbage rates
effective July 1, 2014 and establishing the Fiscal Year 2014-2015 refuse related property tax
assessment.
STAFF RECOMMENDATION:
Conduct the public hearing, deliberate, and adopt a Resolution Amending the Schedule for Service

Rates for Integrated Solid Waste Services; and, adopt a Resolution Amending and Establishing the
Collection of Minimum Residential Garbage and Recycling Service Fees for Fiscal Year 2014-2015.
6.3. Ordinance Adding Regulations on Electronic Cigarettes to the Dublin Municipal Code
The City Council will consider amending certain sections of the Dublin Municipal Code to clarify that
electronic smoking devices, which are commonly referred to as e-cigarettes, and their vaporous
byproducts are prohibited, controlled, and/or regulated in the same manner as tobacco products and
smoking pollution.
STAFF RECOMMENDATION:
Conduct the public hearing, deliberate, waive the reading and INTRODUCE an Ordinance Amending
Chapter 4.40 (Tobacco Retailers), Chapter 5.56 (Smoking Pollution Control), Chapter 8.08
(Definitions), Chapter 8.43 (Tobacco Retailers) of the Dublin Municipal Code.
7. UNFINISHED BUSINESS
7.1. Positano Hills Park Playground, Contract#14-04—Award of Contract
The City Council will consider awarding Contract #14-04 to expand the playground at Positano Hills
Park. The City Council will also consider approving Change Order #1 and approving a budget change
to complete the project.
STAFF RECOMMENDATION:
Adopt a Resolution Awarding Contract #14-04 to Suarez and Munoz Construction with Alternate Bid
Item#1 - Additional Trees; approve Change Order#1; and approve the Budget Change.
8. NEW BUSINESS
8.1. Resolution Authorizing Special Designations of General Fund Reserves for Fiscal Year 2013-14
In accordance with the City of Dublin's Fund Balance and Reserves Policy, the City Council will
consider making special designations of General Fund reserves for Fiscal Year 2013-14.
STAFF RECOMMENDATION:
Adopt a Resolution Authorizing a Special Designation of General Fund Reserves for Fiscal Year
2013-14; and, by motion, direct Staff to implement the changes in the financial records.
8.2. Request for Sewer Capacity Assistance
The City received requests from Pastime Brew LLC (dba Three Sheets Craft Beer), Patxi's Pizza, and
Great Harvest Bread Company to participate in the City's Sewer Capacity Assistance Program. Three
Sheets Craft Beer is in contract to lease a commercial suite located at 7046 Village Parkway, Patxi's
Pizza is in contract to lease a commercial suite at Persimmon Place, and Great Harvest Bread Company
is in contract to lease a commercial suite at The Eclipse located at the Eastern Dublin Transit Center.
All three businesses propose to use the assistance to offset the costs for their improvements.
STAFF RECOMMENDATION:
Provide direction regarding the requests to participate in the City's Sewer Capacity Assistance Program.
8.3. Agreements with the County of Alameda for Participation in Community Development Block
Grant (CDBG) programs for Fiscal Years 2015-2016,2016-2017, and 2017-2018
Every three years, the City Council considers entering into agreements with the County of Alameda for
participation in the Urban County CDBG/HOME Funds program and the HOME Consortium. The
current agreements between the City and County expire in June 2015. Staff is requesting the City
Council consider agreements for the next three-year cycle (FY 2015-2016, 2016-2017, 2017-2018) at
this time to ensure compliance with all County and HUD timelines and the City's continued eligibility
to receive funding.
STAFF RECOMMENDATION:
Adopt a Resolution Authorizing the City of Dublin to enter into a three-year Agreement with the
County of Alameda for participation in the Alameda County Urban County CDBG/HOME Funds
Program for Fiscal Years 2015-2016, 2016-2017, and 2017-2018; and adopt a Resolution Authorizing
the City of Dublin to enter into a three-year Agreement with the County of Alameda for Participation in.
the HOME Consortium for Fiscal Years 2015-2016, 2016-2017, and 2017-2018.

8.4. Update to the Housing Element of the General Plan (PLPA-2013-00031)
The State of California requires that the City Council adopt a comprehensive, long-term General Plan
for the physical development of the City. The Housing Element is one of seven mandated elements of
the General Plan and must address the existing and projected housing needs for all economic segments
of the community. State law requires that Housing Elements be updated and certified no later than
January 31, 2015. The City of Dublin has contracted with Veronica Tam & Associates to assist Staff
with the update to the City's Housing Element. The purpose of the meeting is to review the draft 2015-
2023 Housing Element and solicit feedback from the City Council and interested parties. The City
Council is requested to direct Staff to submit the draft Housing Element to the State of California
Department of Housing and Community Development for review.
STAFF RECOMMENDATION:
Adopt a Resolution directing Staff to submit the draft 2015-2023 Housing Element to the State of
California Department of Housing and Community Development for review.
9. OTHER BUSINESS -Brief INFORMATION ONLY reports from Council and/or Staff, including
Committee Reports and Reports by Council related to Meetings Attended at City Expense (AB1234).
