Appointments to Task Force for the Monument Project (Downtown Streetscape
Improvement Implementation) (File # 110-30)
In reconsidering the monument design presented in April 2002, the Council determined that
past members of the Downtown Task Force be contacted to serve on a new committee to
review an appropriate design for the initial downtown monument. AdditionallY, several other
people expressed an interest in serving on this Task Force.
STAFF RECOMMENDATION: Confirm Mayor's appointments to Task Force, to include:
Mary Beth ACUff, Patricia Benavidez, Bernice Bywater, Julie Nielsen, Diana Day, Bruce Fiedler,
Nancy Finley-King, Nancy Feeley, Tom Odam, Dale Crarren,'Michael Perkins, Rick Camacho,
Connie Mack, Larry Barbier, and Arlene Raffo.

4. CONSENT CALENDAR
Consent Calendar items are typically non.controverSial in nature and are considered for approval by the City
Council with one single action. Members of the audience, Staff or the City Council who would like an item
removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item.
4.1 Minutes of Regular Meeting of June 4, 2002
STAFF RECOMMENDATION: Approve
4.2 Fourth Amendment to Agreement for Legal Services (File # 600-30)
The proposed amendment to the Agreement with Meyers Nave Riback Silver & Wilson for legal
services would increase the general rate charged for legal services commencing July 1, 2002 and
would also increase the rate charged for litigati°n and for work performed by the City Attorney for
which the City is reimbursed by third parties.
STAFF RECOMMENDATION: Approve Fourth Amendment to Agreement for Legal Services
and authorize Mayor to execute the Amendment
4.3 General Municipal Election - November 5, 2002 (File # 630-20)
In November of 2002, voters in Dublin will elect a Mayor (2-year term of office) and 2
Councilmembers (4-year terms of office). It is necessary to make a formal request to the Alameda
County Board of Supervisors that Dublin's election be consolidated with thc Statewide General
Election and that the Registrar of Voters perform certain services associated with the election. Also,
the Council must determine whether candidates or the City pays for publishing costs associated with
candidate statements in the sample ballots and whether 200 or 400 words will be allowed in the
candidate statements of qualification.
STAFF RECOMMENDATION: Adopt Resolntion(s).
4.4 Amendment to Salary Plan for Part-Time Personnel (File # 700-20)
Based on the results of a recent salary survey, Staff is proposing amending the salary ranges for
several temporary, part-time, positions in the Parks & Community Services Department.
STAFF RECOMMENDATION: Adopt Resolution.
4.5 Transfer of Control of Cable System Franchise from AT&T Broadband to AT&T Comcast
Corporation (File # 1050-10)
The City of Dublin received a request to grant its consent to a transfer of control of the present
AT&T Broadband cable franchise to a new entity, AT&T Comcast Corporation~. Along with the
Cities ofLivermore, Pleasanton and San Ramon, the City of Dublin has contracted with a
consultant to review AT&T Broadband's transfer of control request. Staff and Consultant have
found no reason to deny the application under FCC guidelines.
STAFF RECOMMENDATION: Adopt Resolution.
4.6 Award of Bid for Dublin Public Library Data, Voice and Television Cabling Project
(File # 220-30/600-30)
Twenty-two bids were received for the Library Data, Voice and Television Cabling Project and
the lowest responsible bidder was Data-Com Cable, Inc., with a bid of $16,285.
STAFF RECOMMENDATION: Adopt Resolution.
4.7 Agreements Approving Use of FY 2002-03 CDBG Funds with Tri-Valley Haven, Dublin
Housing Authority, Spectrum Community Services, Inc., Tri-Valley Community
Foundation, and Public Participating Agreement between the Cities of Livermore,
Pleasanton and Alameda County including Amendment No. 1 (File # 600-30/600-40/480-10)
The City Council will consider approving Agreements with various service providers, as
previously approved, for usage of Fiscal Year 2002-03 CDBG funds. The total amount of CDBG
funds allocated to Dublin for FY 2002-03 program year is $87,335.
STAFF RECOMMENDATION: Adopt Resolution.
4.8 Adoption of Resolution Amending the City's Salary Plan for Fiscal Year 2002-03
(File # 700-20)
The City Council will consider the FY 2002-03 Salary Plan for Management and Full-Time
Personnel. The salary range adjustments are based on an annual market survey conducted by the
City Manager's Office. The new salary ranges will be effective July 1, 2002.
STAFF RECOMMENDATION: Adopt Resolution(s).
4.9 . Agreement with Daniel B. Lopez for the provision of detailed analysis of prospective
affordable housing projects as assigned by Staff (File # 600-30)
The City Council will determine if they would like to enter into a contract for specific financial and
analytical services relating to proposals presented by developers for the development of senior housing
at the current library site.
STAFF RECOMMENDATION: Adopt Resolution and authorize Community Development Director to
sign on behalf of City.
4.10 Opposition to SB 1491, San Francisco Bay Area Regional Transit Policy Board
(File # 660-40)
SB 1491 would create the San Francisco Bay Area Regional Transit Policy Board, which
would prohibit small and medium Bay Area transit operators from participating in regional
transportation planning discussions.
STAFF RECOMMENDATION: Authorize Mayor to sign and send letter opposing SB 1491.
4.11 Revisions to Personnel System Rules (File # 700-40)
The City Council will consider amending the City' s Personnel System Rules to reflect
revisions for Fiscal Year 2002-03.
STAFF RECOMMENDATION: Adopt Resolution.
4.12 Amendment to Contract with Singer Fukushima Evans, Inc., for additional consultant
work to assist with the Task Force for the Monument Project (Downtown Streetscape
Improvement Implementation) (File # 600-30)
Staff will need assistance from this consultant to facilitate the Task Force meetings and work
with the Task Force to redesign the preferred monument.
STAFF RECOMMENDATION: Adopt Resolution, authorize the Community Development
Director to execute the contract amendment on behalf of the City, and authorize an appropriation
of funds in the amount of $30,032 in the CIP Budget.
4.13 Citywide Street Lighting Maintenance Assessment District 83-1: Preliminary Engineer's
Report (File # 360-50)
This assessment district funds the cost of maintenance and energy for the City's street lighting
system, except for Dublin Ranch and Tract 7067. This action would approve the preliminary
engineer's report for the District and set a date and time for the required annual public hearing
(July 16, 2002). The assessment in this District is proposed to be $16.84 per single-family
residential lot, which is 27% higher than the 2001-02 assessment, but is less than the 1995-96
assessment. No final determination regarding the levy of assessments will be made until after
the July 16th public hearing.
STAFF RECOMMENDATION: Adopt Resolution(s}.
4.14 Landscaping and Lighting Maintenance Assessment District 83-2 (Stagecoach Road):
Preliminary Engineer's Report (File # 360-20)
This assessment district funds the cost of maintenance for landscaping improvements along
Stagecoach Road and the interior slopes of Tract 4719. This action would approve the
preliminary engineer' s report for the District and set a date and time for the required annual
public hearing (July 16, 2002). The assessment in this District is proposed to be the same as
the 2001-02 assessment. No final determination regarding the levy of assessments will be
made until after the July 16th public hearing.
STAFF RECOMMENDATION: Adopt Resolution(s}.
4.15 Landscaping and Lighting Maintenance Assessment District 86-1 (Dougherty Road):
Preliminary Engineer's Report (File # 360-20)
This assessment district funds the cost of maintenance for landscaping improvements along
portions of Dougherty Road and Amador Valley Boulevard and within the Villages ~ Willow
Creek development. This action would approve the preliminary engineer' s report for the
District and set a date and time for the required annual public hearing (July 16, 2002)~ The
assessment in this District is proposed to be 2% higher than the 2001-02 assessment; this
increase is allowable under the terms of the Engineer's Report that was approved in 2001. No
final determination regarding the levy of assessments will be made until after the July 16th
public hearing.
STAFF RECOMMENDATION: Adopt Resolution(s}.
4.16 Landscaping Maintenance Assessment District 97-1 (Santa Rita Area): Preliminary
Engineer's Report (File # 360-20)
This assessment district funds the cost of maintenance for landscaping improvements in the
Santa Rita (Emerald Glen Park) development area. This action would approve the
preliminary engineer' s report for the District and set a date and time for the required annual
public hearing (July 16, 2002). The assessment in this District is proposed to be
approximately 19% higher than the 2001-02 assessment; this increase is allowable under the
terms of the Engineer's Report that was approved when the District was formed and is below
the maximum allowable assessment. No final determination regarding the levy of
assessments will be made until after the July 16th public hearing.
STAFF RECOMMENDATION: Adopt Resolution(s).
4.17 Street Lighting Maintenance Assessment District 99-1 (Dublin Ranch and Tract 7067):
Preliminary Engineer's Report (File # 360-20)
This assessment district funds the cost of energy and maintenance for street lighting in Dublin
Ranch and in the Clifden Parc (Tract 7067) development. This action would approve the
preliminary engineer' s report for the District and set a date and time for the required annual
public hearing (July 16, 2002). The assessment in this District is proposed to be the same as
the 2001-02 assessment. No final determination regarding the levy of assessments will be
made until after the July 16th public hearing.
STAFF RECOhdMENDATION: Adopt Resolution(s).
4.18 Approval of Amendment No. 2 to Agreement with CCS Planning & Engineering, Inc., for
additional Design/Construction Support Services for the 1-580/Tassajara Road Interchange
Improvements (File # 600-30)
This contract amendment is necessary to accommodate additional design 'costs for additional
improvements required through the Caltrans review process.
STAFF RECOMMENDATION: Approve Budget Change and adopt Resolution.'
4.19 Approval of Consulting Services Agreement on an As-Needed Basis with SNG &
Associates, Inc., for Professional Engineering and Staff Support Services (File # 600-30)
SNG will be performing plan review services related to private development projects, and as
such, the costs will be paid through private development fees for service.
STAFF RECOMMENDATION: Adopt Resolution and authorize Mayor to execute Agreement.
4.20 Acceptance of Work, Contract 01-09, 2000-01 Annual Overlay Project (Fall 2001-02)
(File # 600-35)
This project repaired failed asphalt concrete pavement and resurfaced various streets with 1
iA" overlay of asphalt concrete. This project also added landscaping to the median on
Dougherty Road between Sierra Lane and Dublin Boulevard.
STAFF RECOMMENDATION: Accept improvements and authorize release of retention after
35 days if there are no subcontractor claims.
4.21 Acceptance of Work, Contract 01-17, 2001-02 annual Sidewalk Safety Repair Program and
Curb Ramp Installations (File # 600-35)
This project repaired sidewalk locations that are offset %" or more that may have posed a
tripping hazard. Also, this project included the installation of 11 pedestrian curb ramps.
STAFF RECOMMENDATION: Approve Budget change, accept improvements and authorize
release of retention after 35 days if there are no subcontractor claims.
4.22 Amendment to Agreement with Zumwalt Engineering Group for Engineering Services
(File # 600-30)
Zumwalt Engineering Group provides the City with general engineering consulting services,
primarily in the realm of private developmem plan checking and processing.
STAFF RECOMMENDATION: Adopt Resolution and authorize Mayor to execute
Amendment to Agreement.
4.23 ReqUest for Waiver of Competitive Bid Process and authorize Staffto purchase one (1) Pierce
Quantum Triple Combination Pumper Type 1 Engine from Golden State Fire Apparatus, Inc. (File
# 540-80)
The City of Dublin is currently on schedule to open Fire Station No. 18 in July of 2003 and the
purchase of this essential piece of apparatus is required for successful fire service delivery in eastern
Dublin.
STAFF RECOMMENDATION: Adopt Resolution authorizing purchase, at a price not to exceed
$365,221.42.
4.24 Request for Waiver of Competitive Bid Process and authorize Staffto purchase one (1) HI-TECH
type 4 Patrol Vehicle (File # 540-80)
The City of Dublin is currently on schedule to open Fire Station No. 18 in July of 2003 and the
purchase of this essential piece of apparatus is required for successful fire service delivery in eastern
Dublin.
STAFF RECOMMENDATION: Adopt Resolution authorizing purchase, at a price not to exceed
$116,904.57.

6. PUBLIC HEARING
6.1 Amendments to Conflict of Interest Code (Municipal Code Chapter 2.24) (File # 640-40)
This is the second reading of an Ordinance amending the City's Conflict of Interest Code. The Code
was last updated in 1996. Changes in Stafftitles and organization of the City since that time
necessitated an amendment to the Code. In addition, changes in the Political Reform Act and Fair
Political Practices Commission (FPPC) regulations necessitated other changes. Other clarifying
revisions to the Code have been made, based on the FPPC's sample COI Code.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and adopt
Ordinance.
6.2 West Dublin BART Specific Plan (WDBSP) Area Rezoning PA 02-014 A City-initiated application
to rezone parcels in the WDBSP'area from existing Zoning Districts M-l, C-1 and C-2 to Planned
Development (WDBSP) Zoning District (File # 450-30/410-55)
This is the second reading of an Ordinance which would rezone parcels within the West DUblin BART
Specific Plan area. The intent of rezoning the parcels is to bring the zoning designations for the area
into conformance with the land use designations contained in the WDBSP, which was adopted by the
City Council on December 19, 2000.
STAFF RECOMMENDATION: Conduct public heating; deliberate; waive reading and adopt
Ordinance.
6.3 Village Parkway Specific Plan (VPSP) Area Rezoning PA 02-012 A City-initiated application to
rezone parcels in the VPSP area from existing Zoning Districts C-N, C-1 and C-2 to Planned
Development VPSP Zoning District (File # 450-30/410-55)
This is the second reading of an Ordinance which would rezone parcels within the Village Parkway
Specific Plan to bring the zoning designations for the area into conformance with the land use
designations contained in the VPSP, which was adopted by the City Council on December 19, 2000.
STAFF RECOMMENDATION: Conduct public heating; deliberate; waive reading and adopt
Ordinance.

8. NEW BUSINESS
8.1 Dublin Municipal Fire Station No. 18 - Mitigated Negative Declaration PA 02-010
(File # 540.70)
A Mitigated Negative Declaration has been prepared for Fire Station No. 18, to be located on the
western side of Fallon Road at its intersection with Bent Tree Drive in Dublin Ranch, to serve the
eastern portion of Dublin. The currently vacant site is approximately 1 acre. The project includes the
construction of an 8,945 square foot fire station, 10 on-site parking spaces, associated landscape
improvements, and a service bay for the fire trucks.
STAFF RECOMMENDATION: Adopt Resolution.
8.2 Dublin Municipal Fire Station No. 17 - Mitigated Negative Declaration PA 02-011
(File # 540-70)
A Mitigated Negative Declaration has been prepared for Fire Station No. 17, to be located on the west
side of Madigan Road north of Gleason Drive and south of Broder Street, to serve the eastern portion
of Dublin. The approximate 1 acre site is currently occupied by temporary buildings and parking
areas to serve a California Department of Transportation (Caltrans) yard. The project includes the
construction ora 12,752 square foot fire station, 17 on-site parking spaces, and a service bay for the
fire trucks.
STAFF RECOMMENDATION: Adopt Resolution.
8.3 APproval of Dublin General Plan Display Map (File # 410-20)
Since approval of the City's original General Plan in 1985, there have been a number of amendments.
At no time has the City formally adopted a single General Plan Land Use map that covers the entire
City. A map has been prepared which contains all of the land use designations and street circulation
patterns as approved by the City Council. The only item leR to add to the map is the City limit
boundaries, which will be added after the effective date of LAFCO's approval of the Eastern Dublin
Property Owners' Reorganization.
STAFF RECOMMENDATION: Adopt Resolution.
8.4 Annual Review of existing Building Service Consultants: Linhart Petersen Powers
Associates (Lp2A), Bernard Johnson Young Incorporated 0IJY) and 4Leaf, Inc.
(File # 440-30)
The City of Dublin has utilized the above firms to provide building inspection, plan checking and
building code enforcement services. The City Council will conduct an annual review of the contracts.
STAFF RECOMMENDATION: Approve continuation of contracts with LP2A, BJY and 4Leaf
for' Building & Safety Services.
8.5 Authorization for initiation of a Specific Plan for the Searlett Court area and provide
direction to Staff for future actions (File # 410-55)
The Council will consider authorizing a Specific Plan for the Scarlett Court area and consider
proposed boundaries of the area. Additionally, Staff requests direction as to whether to return with a
future moratorium in the area for the purpose of completing a Specific Plan.
STAFF RECOMMENDATION: Provide appropriate direction to Staff.
8.6 Initiation of a General Plan and Eastern DUblin Specific Plan Amendment Study for
Dublin Ranch West/Wallis (File # 420-30)
Mr. James Tong, representative of Chang Su O Lin, property owner, is requesting that the City initiate
a General Plan and Specific Plan Amendment Study to allow for changes to land use designations for
approximately 184 acres of land, located ~vest of Tassajara Road and south of the Alameda County
line, prior to annexation by the City.
STAFF RECOMMENDATION: Adopt Resolution either approving or denying request.
8.7 Fire Services Contract Evaluation (File # 600-40)
The City of Dublin contracts for Fire and Emergency Response Services with the Alameda County
Fire Department. This report provides a comprehensive evaluation of services received and a
proposed contract for five years ending June 30, 2007.
STAFF RECOMMENDATION: Adopt Resolution.
