3.1 Introduce New Employees: Darnelle LeBoeuf, Office Assistant II, Public Works Department;

Gonzalez, Office Assistant II, Police Services (700-10)
3.2 Mayor's Appointment of Student Member to Parks & Community Services Commission (110-30)
The term of the current student member of the Parks & Community Services Commission will expire
on June 30, 2007. The opening was advertised and four applications were received. The City Council
will consider confirmation of the Mayor's recommended appointment.
STAFF RECOMMENDATION: Confirm Mayor's appointment of Gabriella Lorenzo to the Parks &
Community Services Commission.
3.3 Public Comments
At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state your name
for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, no action or discussion may take
place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked, or may request
Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk's Office related to the
proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss and/or take
action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action. Members
of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input may request the
Mayor to remove the item.
4.1 Minutes of Regular Meeting of June 5, 2007
STAFF RECOMMENDATION: Approve
4.2 Amendment to Agreement with RBF Consulting for Engineering Services (600-30)
RBF Consulting has provided the City with general civil engineering and land surveying
services since 2003, primarily associated with active land development and Capital
Improvement Program projects. The City Council will consider extending the contract for an
additional two-year term and granting a rate increase for Fiscal Year 2007-08.

4.3 Amendment to Agreement with T JKM Transportation Consultants for Traffic
Engineering Services (600-30)
TJKM Transportation Consultants has provided the City with traffic engineering services
since 1983, performing tasks associated with private development and the City's Capital
Improvement Program projects. The City Council will consider extending the contract for an
additional two-year term and granting a rate increase for Fiscal Year 2007-08.
STAFF RECOMMENDATION: Adopt Resolution approving amendment to Agreement.
4.4 Amendment to Agreement with SNG & Associates, Inc., for Engineering Services (600-30)
SNG & Associates, Inc., has provided the City with engineering services since 2002,
performing tasks associated with private development projects. The City Council will
consider extending the contract for an additional two-year term and granting a rate increase
for Fiscal Year 2007-08.
STAFF RECOMMENDATION: Adopt Resolution approving amendment to Agreement.
4.5 Amendment to Agreement with Berlogar Geotechnical Consultants for General
Geotechnical Services (600-30)
Berlogar Geotechnical Consultants has provided geotechnical services to the City since 1996,
for peer review of private development projects, and Staff support and testing services of
Capital Improvement Program projects. The City Council will consider extending the
contract for an additional two-year term and granting a rate increase for Fiscal Year 2007-08.
STAFF RECOMMENDATION: Adopt Resolution approving amendment to Agreement.
4.6 Amendment to Agreement with Cal Engineering and Geology, Inc., for Geotechnical
Engineering Services (600-30)
The City has contracted with Cal Engineering and Geology, Inc., since April 2006,
performing geotechnical engineering tasks to assist with peer review and construction
observation of new private development projects. The City Council will consider extending
the contract for an additional year and granting a rate increase for Fiscal Year 2007-08.
STAFF RECOMMENDATION: Adopt Resolution approving amendment to Agreement.
4.7 Award of Bid, Contract 07-01, Dublin Boulevard/Dougherty Road Intersection
Improvements (CIP No. 96852, Dougherty Road Improvements - Houston Place to 1-580)
(600-35)
This project will widen the intersection of Dublin Boulevard and Dougherty Road by
constructing additional traffic lanes and increasing the intersection's capacity. When
completed, this heavily-traveled intersection will be one ofthe largest in the Tri-Valley. The
City Council will consider awarding this contract to the low bidder, Top Grade Construction,
Inc. ($4,196,993).
STAFF RECOMMENDATION: Adopt Resolution awarding bid for Contract 07-01.
4.8 Amendment to Agreement with TruGreen LandCare for Assessment District Landscaping
Maintenance (600-30)
The City entered into an Agreement with TruGreen LandCare in November 2002, for
landscaping maintenance services in the Stagecoach and Dougherty Assessment Districts. It
is proposed to extend the Agreement until June 30, 2008, with a 3.2% increase in rates as
provided by the Agreement.
STAFF RECOMMENDATION: Adopt Resolution approving amendment to Agreement.
4.9 Amendment to Agreement with Zumwalt Engineering Group for Engineering Services
(600-30)
Zumwalt Engineering Group has provided the City with general civil engineering services
since 1997, primarily for private development review and plan checking. As provided by the
current two-year Agreement with the City, a rate increase is being requested for Fiscal Year
2007-08, which is the second year of the Agreement.

4.10 Amendment to Agreement with Omni-Means, L TD, for Traffic Engineering Services
(600-30)
Omni-Means, L TD, has provided the City with traffic engineering services since 1996,
performing tasks associated with private development projects. The City Council will
consider extending the contract for an additional two-year term and granting a rate increase
for Fiscal Year 2007-08.
STAFF RECOMMENDATION: Adopt Resolution approving amendment to Agreement.
4.11 Agreement with OneSource Building Services, Inc., for City Facilities Janitorial Services
(600-30)
This agreement provides for janitorial service for all City facilities. The cost of these services
is budgeted in the operating budgets for the various facilities. The total estimated annual cost
of these services is $104,302.26.
STAFF RECOMMENDATION: Adopt Resolution approving five-year Agreement.
4.12 Landscaping and Lighting Maintenance Assessment District 83-2 (Stagecoach Road):
Preliminary Engineer's Report (360-20)
This assessment district pays the cost of landscape maintenance and utilities along Stagecoach
Road and the interior slopes of the Dublin Hills Estates development. This action approves
the Preliminary Engineer's Report for the 2007-08 assessment and sets a public hearing date
of July 17,2007. The proposed rate increase is 1.3% higher than the 2006-07 assessment,
which is within the 3.1 % Consumer Price Index rate of inflation, as allowed by the terms of
the engineer's report approved in 2003-04. The public hearing will be held prior to the levy
of assessments.
STAFF RECOMMENDATION: Adopt Resolution(s) 1) approving preliminary Engineer's
Report and 2) setting public hearing date and time for the purpose of hearing protests to the
proposed 2007-08 assessment.
4.13 Landscaping and Lighting Maintenance Assessment District 86-1 (Dougherty Road):
Preliminary Engineer's Report (360-20)
This assessment district pays the cost of landscape maintenance and utilities for certain
landscaped areas associated with the Villages at Willow Creek development. This action
approves the Preliminary Engineer's Report for the 2007-08 assessment and sets a public
hearing date of July 17, 2007. The proposed rate increase is 2.2% higher than the 2006-07
assessment, which is within the 3.1 % Consumer Price Index rate of inflation, as allowed by
the terms of the engineer's report approved in 2001. The public hearing will be held prior to
the levy of assessments.
STAFF RECOMMENDATION: Adopt Resolution(s) 1) approving preliminary Engineer's
Report and 2) setting public hearing date and time for the purpose of hearing protests to the
proposed 2007-08 assessment.
4.14 Landscaping Maintenance Assessment District 97-1 (Santa Rita Area) - Preliminary
Engineer's Report (360-20)
This assessment district pays the cost of landscape maintenance and utilities for certain
landscaped areas in the area bounded by 1-580, Tassajara Road, Gleason Drive, and Arnold
Road. This action approves the Preliminary Engineer's Report for the 2007-08 assessment
and sets a public hearing date of July 17,2007. The proposed assessment is the same as the
2006-07 assessment. The public hearing will be held prior to the levy of assessments.
STAFF RECOMMENDATION: Adopt Resolution(s) 1) approving preliminary Engineer's
Report and 2) setting public hearing date and time for the purpose of hearing protests to the
proposed 2007-08 assessment.

4.15 Street Lighting Maintenance Assessment District 99-1 (Dublin Ranch and Tract 7067):
Preliminary Engineer's Report (360-20)
This assessment district pays the cost of energy and maintenance for the street light system in
Dublin Ranch and Tract 7067. This action approves the Preliminary Engineer's Report for
the 2007-08 assessment and sets a public hearing date and time of July 17,2007, 7:00 p.m.
The proposed assessment is $37.72 per single-family home, $ .92 higher than the 2006-07
assessment, but is below the maximum assessment allowed by the Engineer's Report. The
public hearing will be held prior to the levy of assessments.
STAFF RECOMMENDATION: Adopt Resolution(s) 'I) approving preliminary Engineer's
Report and 2) setting public hearing date and time for the purpose of hearing protests to the
proposed 2007-08 assessment.
4.16 Citywide Street Lighting Maintenance Assessment District 83-1: Preliminary Engineer's
Report (360-50)
This assessment district pays the cost of energy and maintenance for the City's street light
system except the lights that are included in Dublin Ranch Street Light Maintenance
Assessment District 99-1. This action approves the Preliminary Engineer's Report for the
2007-08 assessment and sets a public hearing date of July 17,2007. The proposed assessment
is $19.34, which is 14.8% higher than the 2006-07 assessment. A return to the 1995-96 rate is
allowed by the terms of the Engineer's Report. The public hearing will be held prior to the
levy of assessments.
STAFF RECOMMENDATION: Adopt Resolution(s) 1) approving preliminary Engineer's
Report and 2) setting public hearing date and time for the purpose of hearing protests to the
proposed 2007-08 assessment.
4.17 Amending the City's Salary Plan for Fiscal Year 2007-08 (700-20)
The City Council will consider amending the City's Salary Plan for Full-Time and
Management Personnel based on a salary market survey effective July 1, 2007.
STAFF RECOMMENDATION: Adopt Resolution(s).
4.18 -Warrant Register ($899,076.73) dated June 19,2007 (300-40)

5. WRITTEN COMMUNICATIONS - None
6. PUBLIC HEARINGS
6.1 Establish Right-of-Way Lines for the Extension of Scarlett Drive and the Iron Horse Trail
between Dublin Boulevard and Dougherty Road (670-40)
This is the first reading of an Ordinance to establish right-of-way lines for the extension of
Scarlett Drive and the Iron Horse Trail pursuant to Dublin Municipal Code Chapter 7.68. The
Ordinance will establish the right-of-way alignment for Scarlett Drive between Dublin
Boulevard and Dougherty Road to accommodate four lanes and relocate the Iron Horse Trail
as a traffic mitigation for the developments in eastern Dublin and around the East Dublin
BART Station.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and
INTRODUCE Ordinance.
7. UNFINISHED BUSINESS
7.1 Dublin Fine Arts Foundation - Art Takes Place (900-50)
The Council will receive an update on planned activities for the Dublin Fine Arts
Foundation's collaboration of Art Takes Place, 3 Cities, 3 Weeks with Dublin, Pleasanton and
Livermore.
STAFF RECOMMENDATION: Receive Report and authorize payment of $30,000 for the Art
Takes Place Project.

7.2 Consultant Services Agreement with RBFIUDS Consulting to prepare a General Plan
Community Design Element and Downtown Dublin Specific Plan (600-30)
The City Council will consider adopting a Resolution approving a Consulting Services
Agreement with RBF IUDS Consulting to prepare a General Plan Community Design Element
and Downtown Dublin Specific Plan.
STAFF RECOMMENDATION: Adopt Resolution approving Consulting Services Agreement,
and authorize City Manager to execute Agreement on: behalf of the City.
7.3 St. Raymond's Visitor Center (910-40)
The Council will receive an update on the Heritage Center school tours and plans to purchase
technical equipment to enhance programs and services at Old St. Raymond's Church,
STAFF RECOMMENDATION: Authorize Staff to purchase equipment for Visitor Center.
8. NEW BUSINESS
8.1 Focusing Our Vision (FOCUS) Program Priority Development Area Designation (420-50)
The City Council will consider supporting participation in the Focusing Our Vision (FOCUS)
Program Priority Development Area Designation.
STAFF RECOMMENDATION: Adopt Resolution supporting participation in FOCUS
Program.
8.2 First Amendment to City of Dublin First Time Homebuyer Loan Program (600-90/430-60)
The 2006-07 Fiscal Year Budget and the proposed FY 2007-08 Budget include $500,000 for
each fiscal year in Affordable Housing Funds to begin providing loans to applicants through a
First Time Homebuyer Loan Program. The impact of this Amendment is that the rate of
return to the City on funds that are loaned under the Program will likely be reduced.
STAFF RECOMMENDATION: Adopt Resolution approving the First Amendment to First
Time Homebuyer Loan Program.
9. OTHER BUSINESS
9.1 Brief INFORMATION ONLY reports from Council and/or Staff, including Committee
Reports and Reports by Council related to Meetings Attended at City Expense (AB 1234).
10. ADJOURNMENT - In memory of our fallen soldiers.
On Thursday, June 28, 2007, beginning at 6:00 p.m., an Adjourned Regular Meeting will be held,
including public hearings for consideration and adoption of the City's Fiscal Year 2007-08 BUDGET
and the FY 2007-08 Update to the 2006-2011 Five-Year CAPITAL IMPROVEMENT PROGRAM
