CALL TO ORDER 2. PLEDGE OF ALLEGIANCE TO THE FLAG 3. ORAL COMMUNICATIONS At this time, members of the audience are permitted to address the City Council on any item which is not on the City Council Agenda. Comments should not exceed 5 minutes. If any person feels that this is not sufficient time to address their concern, that person should arrange with the City Manager to have their particular concern placed on the agenda for a future meeting. 4. CONSENT CALENDAR - None 5. WRITTEN COMMUNICATIONS - None 6. UNFINISHED BUSINESS 6.1 Transfer of Park and Fire Services from the Dublin San Ramon Services District Representatives from the City of Dublin, San Ramon, and the Dublin San Ramon Services District have developed the necessary agreements for transferring Park, Recreation and Aquatic facilities from the Dublin San Ramon Services District to the Cities of Dublin and San Ramon, as well as, transferring the Fire and Emergency Medical Services from the District to the Dougherty Regional Fire Authority. This transfer will occur on July 1, 1988. STAFF RECOMMENDATION: Adopt Resolution approving Agreements and Resolution increasing City's Appropriation Limit 6.2 Assignment of Agreement between Dublin San Ramon Services District (DSRSD), Amador Valley Joint Union High School District and City of Dublin regarding Valley Community Swim Center This agreement will assign the Dublin San Ramon Services District's interest in a lease agreement between the District and the Amador Valley Joint Union High School District for the Valley Community Swim Center to the City of Dublin. This agreement will make the assignment effective on July 1, 1988. STAFF RECOMMENDATION: Adopt Resolution approving Assignment of Agreement with Amador Joint Union High School District from DSRSD to City and authorize Mayor to execute said agreement. 6.3 Agreement between City of Dublin, City of San Ramon, and the Dougherty Regional Fire Authority. This agreement will provide for the transfer of Fire Station and Emergency Medical Services Real and Personal Property from the Cities of Dublin and San Ramon to the Dougherty Regional Fire Authority effective July 1, 1988. STAFF RECOMMENDATION: Adopt Resolution approving Agreement and authorize Mayor to execute said agreement. 7. NEW BUSINESS 7.1 Police Services Contract Evaluation Alameda County Sheriff's Department provides Police Services under contract to the City. The current agreement terminates June 30, 1989. Staff has reviewed the performance during the past year. Only minor modifications are recommended to the agreement, related to clerical staffing and the provision of vehicles. STAFF RECOMMENDATION: Receive evaluation, make appropriate comments and direct Staff to request necessary modifications to Contract. 7.2 Crossing Guards and Traffic Signal Maintenance (Alameda County) Contract Review The City contracts with Alameda County Public Works Agency for the provision of Crossing Guards and the majority of the traffic signal maintenenace. Staff has prepared a review of the performance and costs associated with both services. The current agreement does not terminate until June 30, 1990. STAFF RECOMMENDATION: Receive Staff Report and provide input. 7.3 Animal Control Services - Contract Review The City contracts with the Alameda County Sheriff's Department for the provision of these services. The services include both Field Service and Shelter Services. The current agreement for Field services terminates on June 30, 1989. Staff has completed a review of the costs and level of service associated with this contract. STAFF RECOMMENDATION: Receive Staff Report and provide input on services. 7.4 MCE/Public Works Contract Evaluation This report provides for an annual review of the Public Works/Maintenance Services provided by MCE Corporation to the City of Dublin. Also included with this report is the proposed schedule of Work for 1988-89 as well as adjustments to the rates charged the City by MCE Corporation. STAFF RECOMMENDATION: Discuss Maintenance Issues, approve an amendment to the current agreement and authorize Mayor to execute said agreement. 7.5 Taugher & Associates, Inc., Building Law Enforcement Services Contract Evaluation The City annually reviews the services provided by Taugher and Associates for Building and Safety related services. This year's report includes a comprehensive evaluation of services provided during Fiscal Year 1987-88, a review of the services proposed for Fiscal Year 1988-89 and the proposed adjustment to the rates charged by Taugher & Associates. STAFF RECOMMENDATION: Review performance of Taugher & Associates and approve amendment to Agreement and authorize Mayor to execute said Agreement. 7.6 Engineering Contract Review - Santina & Thompson and TJKM The firms of Santina & Thompson and TJKM provide contract Engineering Services to the City. The expertise of TJKM is focused specificaly on Traffic Engineering Services. Staff has reviewed the performance and costs associated wtih both contracts. In addition, the Consultants have provided a self evaluation of their respective services. STAFF RECOMMENDATION: Review the services of Santina & Thompson and TJKM and provide input and comments for inclusion in amended agreements. 7.7 1988-89 Contract Agreement with the County of Alameda for Library Services The City presently contracts with the County of Alameda Library to provide 15 additional hours of library service per week at the Dublin Library. This contract would extend the City's contribution to the County Library into Fiscal Year 1988-89. STAFF RECOMMENDATION: Adopt Resolution approving contract and authorize Mayor to execute said agreement. 8. PUBLIC HEARING 8.1 Adoption of Five-Year Capital Improvement Program (1988-93) Staff has proposed consideration of a new Five Year Capital Improvement Program including Fiscal Year 1988-89 through 1992-93. The purpose of this new Capital Improvement Program is to assist the City in its long range planning of infrastructure needs. STAFF RECOMMENDATION: Conduct public hearing; deliberate; Adopt Resolution 8.2 Adoption of 1988-89 Annual Budget & Financial Plan The City is required by law to adopt a budget and financial plan. A copy of the Budget and Financial Plan for Fiscal Year 1988-89 has been prepared by Staff for Council consideration. STAFF RECOMMENDATION: Conduct public hearing; deliberate; Adopt Resolution 8.3 1988-89 Appropriations Limit The City is required by state law to adopt an appropriation limit each Fiscal Year. Staff has calculated the appropriation limit for Fiscal Year 1988-89 in accordance with state law. STAFF RECOMMENDATION: Adopt Resolution establishing Appropriations Limit for Fiscal Year 1988-89 at $12,825,787 9. OTHER BUSINESS 10.
