for public information and perusal several days prior to a Council meeting in the City Clerk's Office and also at

Representative on Park & Recreation Commission

At this time, members of the audience are permitted to address the City Council on any item which is NOT on the City
Counci l Agenda. Comments should not exceed 5 minutes. If any person feels that this is not sufficient time to
address their concern, that person should arrange with the City Clerk to have their particular concern placed on the
agenda for a future meeting. The City Council CANNOT deliberate or take action on a non-agenda item UNLESS there is
factual evidence presented to the counei l indicating that the subject brought up falls into one of the exceptions
under Government Code Section 54954.2.
4. CONSENT CALENDAR
Consent Calendar items are typically of a non-controversial nature and are considered for approval by the City Council
with one single action. Members of the audience who would like an item removed from the Consent Calendar for purpose
of public input may request the City Council to remove the item. The request may be made at the time that the Mayor
asks the audience members if there is anyone interested in removing an item from the Consent Calendar.

STAFF RECOMMENDATION: Approve
4.2 Acceptance of Work, Contract 92-03, Dublin Boulevard Bridge
Deck Repair
This project included cleaning and sealing of the bridge
deck. The work was completed within funds budgeted.
STAFF RECOMMENDATION: Accept improvements and authorize full
payment of $12,127 to American Grouting, Inc./Erbentraut &
Summers Joint Venture.
4.3 LAFCO deadline for hearing Sphere of Influence application for
Doolan Canyon
The LAFCO Commission has set a May 23, 1993 deadline for
hearing Sphere of Influence application for Doolan Canyon.
A completed General Plan Amendment, application for a
Sphere of Influence change and any other required documents
must be submitted with applicable fees by January 25, 1993.
STAFF RECOMMENDATION: Receive Report.
4.4 Monthly Status Report regarding existing Non-Conforming Signs
identified on the Non-Conforming Sign Summary List
The City Council has requested monthly status reports
advising of the current status of existing non-conforming
signs. Reminder letters have been sent to business/
property owners regarding the upcoming July 12, 1992
conformance deadline.
STAFF RECOMMENDATION: Receive Report.
4.5 1991-92 Budget Modifications with regard to Article XIII B of
the State Constitution
In some specific funds, estimated revenues may exceed the
original amount appropriated. This occurs in part, due to
timing differences between the period that an expenditure
is booked and the period that the revenue is received.
STAFF RECOMMENDATION: Appropriate 1991-92 unappropriated
revenue to each fund's reserves for authorized projects.
4.6 Amendment to Agreement with Grapevine Cleaning Service for
Janitorial Services at City Facilities
This amendment to the existing janitorial services
agreement provides for an inflationary cost increase,
changes to the scope of services, and a one-year extension
per the terms of the contract.
STAFF RECOMMENDATION: Adopt Resolution.
4.7 Acceptance of Work - Contract 91-10, Nielsen & Cronin School
Play Area Improvements
This project covered the installation of playground
facilities at 2 of the Dublin Unified elementary schools as
part of the City/School District joint use master
agreement. Total costs were: Cronin site-$45,117.50 and
Nielsen School site-$34,845.68. The School District has
contributed $21,000 toward the cost of the projects.
STAFF RECOMMENDATION: Accept improvements and authorize Staff
to release $5,717.65 retention payment to A-1 Fencing &
Playground.
4.8 Agreement with County of Alameda for additional Library
Services
During Budget deliberations on June 9th, the City Council
approved continued City funding for 19 additional hours of
service at the Dublin Library. These hours are in addition
to the 40 hours funded by Alameda County. Staff was
directed to prepare a contract agreement.
STAFF RECOMMENDATION: Adopt Resolution.
4.9 Amendment to Agreement with MCE Corporation (Budget & Rates)
MCE Corporation provides contract maintenance services to
the City which include parks, street landscaping, and a
portion of building maintenance and storm drain
maintenance. Fiscal Year 1992-93 will be the last year of
a 3-year contract. Changes are being proposed to the Scope
of Work.
STAFF RECOMMENDATION: Adopt Resolution approving amendment to
agreement.
4010 Finance Report for Period Ending May 31, 1992
STAFF RECOMMENDATION: Receive Report.
4.11 Warrant Register Dated June 22, 1992
STAFF RECOMMENDATION: Approve
50 WRITTEN COMMUNICATION
5.1 Request to Close Erie Court
This is a request to close Erie Court for a 4th of July
block party. An encroachment permit will be required with
several conditions, including liability insurance, lighted
barricades and clean up.
STAFF RECOMMENDATION: Approve issuance of encroachment permit
provided residents agree to conditions and purchase insurance.
6. PUBLIC HEARING
6.1 Trip Reduction Ordinance (TRO)
This is the second reading of a proposed Ordinance
establishing a trip reduction program. This State-mandated
Ordinance would initially require employers of 100 or more
persons to participate in the program. Employers of 50 to
100 persons would be required to participate within 3
years.
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
waive reading and ADOPT Ordinance.

8. NEW BUSINESS
8.1 Appointment of Student Member to Park & Recreation Commission
The City Council will consider the appointment of Jim
Rasmussen as the student member to the Park & Recreation
Commission.
STAFF RECOMMENDATION: Appoint Jim Rasmussen to the Park &
Recreation Commission.
802 General Municipal Election to be held in the City of Dublin on
Tuesday, November 3, 1992
In November, Dublin voters will elect 1 Mayor and 1
Councilmember. The Council may determine the number of
words allowed by each candidate to be printed in the sample
ballot, and also whether the City or the candidates pay the
associated costs. Resolutions have been prepared which
deal with administrative matters such as calling the
election and requesting the Alameda County Board of
Supervisors to consolidate the City's municipal election
with the statewide general election.
STAFF RECOMMENDATION: 1) Determine that candidates pay the
costs associated with the printing of the candidate
statements; 2) establish the 200 word length for candidate
statements; and 3) adopt Resolutions.
