At this time, members of the audience are pernitted to address the City Council on any item which is not
on the City Council Agenda. Coraments should not exceed 5 minutes. If any person feels that this is not
sufficient time to address their concern, that person should arrange with the City l1anager to have their
particular concern placed on the agenda for a future meeting.
4. CONSENT CALEi'lDAR
Consent Calendar items are typically of a non-controversial nature and are considered for approval by
the City Council with one single action.
Members of the audience who would like an iten removed fro;n the consent calendar for purpose of public
input may request the City Council to remove the item fron the consent calendar. The request may be
made at the time that the ~ayor asks the audience members if there is anyone interested in renoving an
item from the Consent Calendar.

4.3 Burton Street 4th of July Closure
Residents of Burton Street are requesting permission to close one block of their street for
an annual block party.
STAFF RECOlll-1ENDA~ION: Approve closure of Burton Street between Amador Valley Boulevard and
Tamarack Drive on July 4, 1986 subject to honeowners providing proper barricades and proof of
insurance.
4.4 Dolan Park Landscape Architectural Services ~
Staff has prepared a request for proposals seeking a landscape architect to finalize the
design for Dolar Park and to prepare construction plans and bid documents for Phase I
improvements.

4.5 Kolb Park Landscape Architectural Services
Staff has prepared a request for proposals seeking a Landscape Architect to finalize the
design for Kolb Park as well as prepare construction plans and bid documents.

4.6 1985-86 Budget Modifications
Fiscal Year 1985-86 revenues at this tine are estinated to be in excess of 1985-86
Appropriations by approximately $4,525,970. The excess revenue figure is only an estimate
and could vary at the time that the City's accounting ledgers are closed for Fiscal Year
1985-36.

reserve for authorized projects.
4.7 Landscaping and Lighting District No. 1983-2 (Tract 4719)
Approval of this item will set a public hearing of protest for the proposed assessment for
the maintenance of landscaping along the streets of Tract 4719 (prinarily Stagecoach Road,
the Amador Lar:es Ilini-park and the Dougherty lIills Open Space Park).

5.1 From Dublin San Ramon Services District Board of Directors Re DSRSD Sewer System tlaster Plan
DSRSD Officials have responded to the City of Dublin's request to review assumptions
contained in the DSRSD Sewer System Master Plan. The District has offered to meet with
representatives of the affected agencies to determine the scope of the proposed project.
STAFF RECO~~ffiNDATION: Direct Staff to contact the affected agencies to determine interest in
developing scope of work and arrangements for the proposed project.
b. PUBLIC HEARING
6.1 Installation of Stop Signs at Intersection of Peppertree Road and Shannon Avenue
The City Council has requested installation of stop signs on Peppertree Road @ Shannon
Avenue based on anticipated future growth in the area and on public input.

6.2 PA86-050.1 and .2 Dublin Town & Country Associates/City of Dublin San Ramon Road Specific Plan
Amendment Study and City Council Initiated Rezoning
San Ramon Road Specific Plan Amendment Study and Rezoning Study to allow occupancy in the
Dublin Town & Country Shopping Center by uses generally provided for by the C-l, Retail
Business District.
STAFF REcOr.1HEHDATION: Open public hearing; receive Staff report; obtain public testimony; close
public hearing; deliberate; adopt resolutions regarding 1) Negative Declaration, 2) Specific
Plan Amendment and 3) Planned Development (PD) Rezoning; waive reading and introduce ordinance;
direct Staff to include remainder of Area 3 in subsequent Amendment Study.
6.3 Dougherty Road/Hopyard Road Interchange Improvements, Phase IB: Update on Detour of Offramp
Traffic onto Scarlett Court
This item is a presentation by a representative of the City of Pleasanton to update the City
Council and merchants neighboring the project as to project details, detouring and timing.
STAFF RECOHHE!JDATION: Open public hearing and receive presentation by Ilr. Pat Flynn,
Representative of the City of Pleasanton; receive public comment; question Staff and the public;
close public hearing; direct Staff to work with the City of Pleasanton in accordance with
Council direction.
6.4 Revenue Sharing Appropriation &~endment
Revenue Sharing Funds for Fiscal Year were appropriated in the amount of $275,260. During
the year, changes have occured in the funding level of the Revenue Sharing Program and Staff
anticipates that a total of $292,281 of Revenue Sharing Funds will be available for
expenditure during the 1985-86 Fiscal Year.

Police Service expenditures.
7. U:JFINISHE:J BUSINESS
7.1 City Funding of Non-Profit Groups
The Park & Recreation Co~nission was directed to address the. philosophical issues of
providing funding to non-profit groups. It was the consensus of the Commission that it was
inappropriate for the City to fund individual groups. Instead, it is L'ecorrunended that the
City provide in-kind services such as utilization of Shannon Center at no charge or
esta01ish a lending library of equipment.

8. LIEU BUSIN::::SS
8.1 Tree Lighting Ceremony
Preliminary plans are underway for the 1986 Tree Lighting Ceremony. The previous two years,
the ceremony was helc. at the Dublin Library. It is the recommendation of the Park &
Recreation Co~~ission that this years ceremony be held at Shannon Center with a tree lit at
Shannon Park.

8.2 Selection of Name for Amador Lakes/Stagecoach Road Park
The Par;< & ~ecreation Corrunission has recommended that the City sponsor a contest to
determine a name for the Amador Lakes/Stagecoach Road Park. As this is the first city-mvnec
park, the co~~ission felt that it was appropriate for the residents to have a voice in its
name.

8.3 Request for Joint City Council/Planning Commission meeting to review Downtown Improvement Plan
concepts
Larry Cannon of l'lEE, Planning Consultants, has summarized various concepts for the DowntO\m
Improve;nent Plan. The DO\Jntown Improvement Study Committee has indicated its support for
the concepts. It is requesting a joint meeting of the City Council and the Planning
Comnission to discuss and provide firm direction regarding the concepts.
