DUBLIN CITY COUNCIL
REGULAR MEETING - June 24, 1991 DUBLIN CIVIC CENTER

A complete packet of information containing all Staff Reports and exhibits related to each agenda item is available
for public information and perusal several days prior to a Council meeting at the Dublin library and also in the
City Clerk's Office at the Civic Center.

3. ORAL COMMUNICATIONS
At this time, members of the audience are permitted to address the City Council on any item which is NOT on the City
Council Agenda. Conments should not exceed 5 minutes. If any person feels that this is not sufficient time to
address their concern, that person should arrange with the City Clerk to have their particular concern placed on the
agenda for a future meeting. The City Council CANNOT deliberate or take action on a non-agenda item UNLESS there is
factual evidence presented to the Council indicating that the subject brought up falls into one of the exceptions
under Government Code Section 54954.2.
4. CONSENT CALENDAR
Consent Calendar items are typically of a non-controversial nature and are considered for approval by the City Council
with one single action. Members of the audience who would like an item removed from the Consent Calendar for purpose
of public input may request the City Council to remove the item. The request may be made at the time that the Mayor
asks the audience members if there is anyone interested in removing an item from the Consent Calendar.
4.1 Minutes: Regular Meeting of June 10, 1991
STAFF RECOMMENDATION: Approve
4.2 1990-91 Budget Modifications in Accordance with Article XIIIB
of the state Constitution
STAFF RECOMMENDATION: Appropriate 1990-91 unappropriated
revenues to each fund's reserves for authorized projects.
4.3 Acceptance of Work - Contract 90-08 - Drainage Inlet Grate
Replacement Phase II
This project replaced 170 existing drainage inlet grates
with bicycle-safe grates. The project, which is funded
entirely by a Transportation Development Act grant, was
completed within the approved budget.
STAFF RECOMMENDATION: Accept improvements and authorize
$3,545 retention payment to P & F Construction.
4.4 Tract 4719 Landscaping and Lighting Maintenance Assessment
District 1983-2
This assessment district funds the maintenance of roadside
landscaping along Stagecoach Road and on the "interior
slopes" of the Dublin Hills Estates development.
STAFF RECOMMENDATION: Adopt Resolutions.
405 Tract 5511 Landscaping and Lighting Maintenance Assessment
District No. 1986-1
This assessment district pays the cost of roadside
landscape maintenance along public streets in the Villages
@ Willow Creek development. The proposed 1991-92
assessment is $78.48 per single family lot and $39.24 per
condominium or townhouse unit.
STAFF RECOMMENDATION: Adopt Resolutions.
4.6 Mandatory Social Security Coverage for Part-Time/Temporary
City Personnel
Effective July 1, 1991, public sector employers must begin
paying Social Security/Medicare taxes for all employees not
covered by a retirement system. The purpose of this newly
enacted federal legislation is to provide retirement,
survivorship and disability protection to "low-paid"
individuals with limited or intermittent work experience
who are not able to earn adequate retirement benefits, and
to raise nearly $9 billion over the next 5 years in federal
taxes.
STAFF RECOMMENDATION: Approve participation in Social
Security for part-time/temporary City personnel..
4.7 Request from Dublin Chamber of Commerce Related to Dublin Day
at the Alameda County Fair
The Chamber of Commerce is requesting that the City share
one-half of the cost of a floral bouquet to be presented to
the winner of the Dublin race at the Fair on July 2, 1991.
STAFF RECOMMENDATION: Authorize City's participation at a
cost of $20.
4.8 City Manager's 1991-92 Employment Agreement
The City Council has reviewed the City Manager's
performance and a Committee, consisting of the Mayor and
Vice Mayor recommend an increase in the City Manager's base
salary.
STAFF RECOMMENDATION: Approve Agreement increasing City
Manager's base salary from $89,300 to $98,230/year and
authorize Mayor to execute same.
4.9 Warrant Register Dated June 24, 1991
STAFF RECOMMENDATION: Approve
4.10 Acceptance of Work - Contract 89-7 - Shannon Park Renovation
The improvements to the Shannon Park grounds have been
completed by AV&C Construction. These improvements
included children's play areas, fountains, a bridge over
the creek and new landscaping and irrigation improvements.
STAFF RECOMMENDATION: 1) Authorize approval of Change Orders
No.9 ($26,381.08) and No. 10 ($17,785.29); 2) Accept
improvements; 3) Authorize $50,414.83 final progress and
retention payment to AV&C Construction; 4) Authorize Staff to
release $15,383.44 which is being withheld due to a
Subcontractor stop Notice once the stop Notice has been
legally cleared; 5) Authorize Staff to release $20,000 which
is being withheld as security for warranty items once those
items have been fixed; and 6) Authorize the transfer of
$388,096.43 to this project from unallocated reserves.

6. PUBLIC HEARING
6.1 No U-Turn on Dublin Boulevard between Golden Gate Drive and
Regional Street
This is the second reading of a proposed ordinance
establishing No U-Turn regulations for the median break on
Dublin Boulevard west of Golden Gate Drive. The signs have
been in place for several years, but this item was not
previously adopted.
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
waive reading and ADOPT Ordinance.
6.2 citywide street Lighting Maintenance Assessment District 83-1;
1991-92 Levy of Assessments
This assessment district pays the cost of maintenance for
street lighting throughout the city. The anticipated
assessment for 1991-92 is $19 per single family home.
STAFF RECOMMENDATION: Adopt Resolution.
6.3 Adoption of Findings for Granting variance to section 2517(b)-
7 & Section 3203(b) of the Uniform Building Code
On June 10, 1991, the city council granted a variance for a
gazebo at 6670 Amador Plaza Road to Enea Properties. Staff
was directed to prepare a resolution granting the variance.
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
adopt Resolution.
7. UNFINISHED BUSINESS - None
8. NEW BUSINESS
8.1 Amendment to Agreement with MCE Corporation for Public Works
Maintenance
MCE Corporation has provided maintenance services under
contract to the City since July 1, 1984. On July 1, 1990,
the City entered into an agreement covering a 3-year period
with MCE Corporation which will expire on June 30, 1993.
An amendment is proposed for Fiscal Year 1991-92 which
would establish a Schedule of Work and revise the labor and
equipment rates.
STAFF RECOMMENDATION: Adopt Resolution approving amendment to
agreement and authorize Mayor to execute said amendment.
8.2 TJKM Contract Review
Traffic Engineering services are provided to Dublin by the
firm of TJKM Transportation Consultants. Approximately 50
traffic studies were made this year as a result of Staff or
resident requests.
STAFF RECOMMENDATION: Review services of TJKM and adopt
Resolution approving amendment to agreement and authorize
Mayor to execute said amendment.
803 Contract Review and Extension of Agreement for Street Sweeping
Services
The City contracts with A-1 Sweeping for Street Sweeping
and Litter Pickup Services. The term of the existing
contract is 2 years, with the option to renew for 2
additional 1-year extensions. The first 1-year extension
ends on June 30, 1991.
STAFF RECOMMENDATION: Review services and proposed 1-year
extension of contract; adopt Resolution approving amendment to
agreement.
8.4 1991-92 Vector Control Services Agreement
Since March, 1988, the City has contracted with Alameda
County on an annual basis for vector control services. The
City contracts directly with the County in lieu of
participating in the Countywide Vector Control Services
District and funds services through the General Fund rather
than assess residents.
STAFF RECOMMENDATION: Review service level and provide
comments; adopt Resolution amending the Agreement with Alameda
County.
805 Contract Review and Agreement with County of Alameda to Fund
Additional Hours of Library Service
The City's current contract provides funding for 19
additional hours of Library service per weeko
STAFF RECOMMENDATION: Review services provided and provide
input; adopt Resolution.
8.6 Engineering Services Contract Review - Santina & Thompson
General professional engineering services have been
provided by the firm of Santina & Thompson, Inc., since
February, 1983, on a contract basis.
STAFF RECOMMENDATION: Review services provided and adopt
Resolution approving new agreement with Santina & Thompson and
authorize Mayor to execute agreement.
9. OTHER BUSINESS
10. CLOSED SESSION - None
11. ADJOURNMENT - On Thursday, June 27, 1991, at 6:30 p.m., the Council
will review remaining contracts and will hold its annual public
hearings related to the 1991-92 Update to the Five-Year Capital
Improvement Program and the 1991-92 Preliminary Budget and
Financial Plan.
