1. CALL TO ORDER

At this 1:ime, members of the audience are permitted to address the City Council on any item which is not
on the C:lty Council Agenda. Comments should not exceed 5 minutes. If any person feels that this is not
sufficient time to address their concern, that person should arrange with the City Clerk to have their
particular concern placed on the agenda for a future meeting.
The City Council cannot deliberate or take action on a non-agenda item unless there is factual evidence
presented to the Council indicating that the subject brought up falls into one of the exceptions under
Government Code Section 54954.2 in that a) there is an emergency situation, or b) the need to take
action on the item arose subsequent to the agenda being posted.
4. CONSENT CALENDAR
Consent Calendar items are typically of a non-controversial nature and are considered for approval by
the City Council with one single action.
Members of the audience who would like an item removed from the consent calendar for purpose of public
input ma:? request the Ci ty Council to remove the item from the consent calendar. The request may be
made at the time that the Mayor asks the audience members if there is anyone interested in removing an
item fron the Consent Calendar.
4.1 Minutes of Regular Meeting of June 12, 1989
STAFF RECOMNENDATION: Approve
4.2 1988-89 Budget Modifications With Regard to Article XIIIB of the California State Constitution
STAFF RECOMMENDATION: Appropriate 1988-89 unappropriated revenues to each fund's reserve for
authorized projects.
4.3 Street Slurry Seal Program - Final Acceptance of Contract 89-4
Work on this project has been completed in accordance with approved specifications and
within funds budgeted.
s'rAFF RECOMMENDATION: Accept improvements and authorize payment to McReynolds Paving in the
amount of $39,581.60.
4.4 City Manager's Employment Agreement
Members of the City Council have reviewed the City Manager's performance and a revised
Agreement has been drafted which modifies compensation and fringe benefits.
STAFF RECOMMENDATION: Approve agreement and authorize Mayor to execute same.
4.5 Authorization for Public Works Director to Sign Application for SB 140 Funding
This resolution authorizes the Public Works Director to apply for up to 50% State SB 140
funding for the annual street overlay and street rehabilitation projects.
STAFF RECOMMENDATION: Adopt Resolution.
4.6 Authorization to Circulate Bids for Exercise Equipment for Physical Training Room at Civic
Center
The Civic Center will include a physical training room to be used by City of Dublin
employees, contract employees and Dublin Police Service employees. An employee advisory
committee has researched the City's fitness needs and has developed an exercise equipment
package. Funds are included in the Civic Center project budget for the purchase of exercise
equipment.
STAFF RECO~lliENDATION: Approve Bid Packet and authorize Staff to circulate it among providers.
4.7 Consultant Agreement for Implementation of Records Management Program in City Clerk's Office
A Records Management Program would establish a system for organizing, maintaining and
preserving the City's records, disposing of those records which have outlived their
usefulness, and in retrieving records quickly and efficiently.
STAFF RECOMMENDATION: Adopt Resolution authorizing the City to enter into an agreement with
Norma J. Hislop Associates.
4.8 Amendments to Personnel Rules, Benefit Plan, and related Personnel Resolutions
The City's Personnel System consists of several Resolutions and a Benefit Plan. Staff is
proposing several changes to the City's Personnel System.
STAFF RECOMMENDATION: Adopt Resolutions
4.9 Authorization to Circulate Bids for the Purchase of a Copier
Included in the Civic Center project budget is funding for a new copier machine to be used
by Development Services, Administrative Services and the City Manager's Office. An employee
advisory committee has researched copiers and has developed a recommendation and a bid
specifications package.
STAFF RECOMMENDATION: Approve the Bid Packet and authorize Staff to circulate it among
providers. Also, waive the formal bidding requirements and authorize Staff to negotiate a
package for approval by the City Council.
4.10 Landscaping & Lighting District No. 1983-2 (Tract 4719)
These resolutions approve the Preliminary Engineer's Report

5. WRIT'rEN COMMUNICATIONS
5.1 Dublin Day at the Alameda County Fair
The Chamber of Commerce is requesting that the City participate by sharing one-half the cost
for a trophy and flowers which are presented to the winner of the Dublin race at the Fair on
"Dublin Day". The total cost is estimated at $75.
STAFF RECOMMENDATION: Consider.
5.2 Dublin Shamrock Potato Festival Request Regarding Promotional Signs
The Dublin Shamrock Potato Festival is requesting 1) waiver of promotional sign processing
fees and 2) waiver of 1 week of promotional sign display for individual businesses that a)
obtain promotional sign permits, b) include Dublin Shamrock Potato Festival in the signage,
and c) display the signage 1 week or less prior to the August 5-6 Festival dates.
STAFF RECOMMENDATION: Consider request and either adopt Resolution or take no action.
6. PUBLIC HEARING
6.1 PA 89-041 Villages Planned Development Rezoning Request to Modify Condition #47 of the Planned
Development Approving The Villages
On June 12, 1989, the City Council adopted a Resolution approving the PD Rezoning request to
allow a modification to Condition of Approval #47 of Resolution No. 31-86. This
modification relates to installation of undergrounding of PG&E overhead wires on DouQherty
Road. U
STAFF RECO~~IENDATION: Conduct public hearing; deliberate; waive reading and ADOPT Ordinance.
6.2 Civic Center General Plan Amendment Study PA 89-068
This General Plan Amendment Study is to consider designating the Civic Center site as a
public/semi-public facility or similar land use designation.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution adopting Negative
Declaration and adopt Resolution adopting Civic Center General Plan Amendment.

8.1 Draft Tri-Valley Transportation Council (TVTC) Bylaws
Draft Bylaws have been prepared for City Council review and approval.

11. ADJOURNMENT - Adjourned Regular Meeting on Tuesday & Thursday, June 27 & 29, 1989, for Contract
Review and consideration and adoption of 1989-90 Update to Five-Year Capital
Improvement Program and 1989-90 Budget & Financial Plan. The meetings will begin at
7:00 p.m., and will be held in the Board Meeting Room of the Dublin Unified School
District, 747l Larkdale Avenue.
