PLEDGE OF ALLEGIANCE TO THE FLAG 3. ORAL COMMUNICATIONS At this time, members of the audience are permitted to address the City Council on any item which is not on the City Council Agenda. Comments should not exceed 5 minutes. If any person feels that this is not sufficient time to address their concern, that person should arrange with the City Manager to have their particular concern placed on the agenda for a future meeting. 4. CONSENT CALENDAR Consent Calendar items are typically of a non-controversial nature and are considered Ear approval by the City Council with one single action. Menlbers of the audience who would like an item removed from the consent calendar for purpose of public input may request the City Council to remove the item from the consent calendar. The request may be made at the time that the Hayor asks the audience meIllbers if there is anyone interested in removing an item from the Consent Calendar. 4.1 Minutes of Regular Meeting of June 13, 1988 STAFF RECOMMENDATION: Approve 4.2 Landscaping and Lighting District No. 1983-2 (Tract 4719) This action approves the Preliminary Engineer's Report and Assessment Diagram and sets a public hearing date of July 25, 19~8. This District provides landscape maintenance within Tract 4719 (Stagecoach Road). STAFF H.ECQt.klENDATI0N: Adopt Resolutions. 4.3 19d7-d8 Budget Modifications with regard to Article XIII B of the State's Constitution Fiscal Year 19~7-88 revenues at this time are estimated to be in excess of 1987-88 appropriations by approximately $4,640,426. The excess revenue figure is only an estilnate and could vary at tile time that the City's accounting ledgers are closed for Fiscal Year 1987-88. STAFF RECOMMENDATION: Appropriate 19~7-8d unappropriated revenues to each fund's reserve for authorized projects. 4.4 Landscape Architectural Services - Dublin School Facilities Improvement Costs Staff has received a proposal from Singer & Hodges who are prepared to offer their services to provide a cost analysis for the Dublin School Facility ImproveOlents. STAFF RECOMMENDATION: Approve letter of agreement and authorize the Mayor to execute the agreement. 4.5 Approval of Parcel Map 5353 - Villages IV & V of The Villages @ \Jillow Creek Parcel Map 5353 subdivides Lot 146 of Tract 5511 into 2 parcels and a new loop road (Fall Creek Road). These lots are proposed to be developed as Villages IV and V. STAFF RECOMMENDATION: Adopt Resolution accepting Parcel Map 5353 and authorize Mayor to execute agreement. 4.6 Acceptance of tvork - Contract No. 88-10 Senior Center Renovation The City Engineer and Architect have reviewed the work on the project and deterrnined that it is cornplete and in accordance with the approved plans and specifications. STAFF RECOMMENDATION: Accept improvements under Contract 88-10; autllorize final payment and retention in the aroount of $15,970.02 to Johnson Construction Co.; and authorize a budget transfer of ~$l, 156.81 trom unallocated reserves to complete this project. 4.7 Warrant Register dated June 27, 1988 STAFF RECOMMENDATION: Approve 5. WRITTEN COMMUNICATIONS 5.1 Vublin Chamber ot Commerce re "Dublin Day" at the Alameda County Fair. The City has received a letter from Harvey Tulchinsky, President of the Dublin Chamber ot Commerce, requesting that the City participate in "IJublin Uay" at the Alameda County Fair on June 29, 1988. This participation \70uld include the sharing of costs for a trophy and flowers presented to the winner oE the Dublin Race at the Fair. The total cost is $70, and the Chamber has requested that the City share 1/2 of this expense. STAFF RECOMMENDATION: Consider request. 5.2 Request for Street Closure - July 4, 198~ - Burton Street For the past several years, residents of Burton Street have requested authorization to close the street tor a 4th of July block party. The City Council has approved the event provided that certain requirements were met. Staff has investigated the availability of special event insurance coverage and drafted proposed conditions. STAFF RECUlvlhENDATION: Review request and adopt conditions for the issuance of encroachment permit. 6. PUBLIC HEAKING 6.1 Establishment of Right-oE-Way Lines for Dublin Boulevard between Donlon Way and Golden Gate Drive This is the secotld reading of an ordinance which establishes right-of-way lines for Dublin Boulevard bet\veen Donlon :"Jay and Golden Gate Drive. STAFF KEC0MMENUATION: Conduct public hearing; deliberate; waive reading and adopt ordinance. 6.2 Establishment of Kight-of-Way Lines for a new road arallel to and southerly of Dublin Boulevard between Amador Plaza ~oad and Regional Street This proposed new road would run between Amador Plaza Road and Kegional Street. Staff has been unable to complete the analysis and report on the project in the available time Erame. STAFF KECOMMENDATION: Open public llearing; receive public testimony; leave public hearing open and continue the Iilatter to the City Council meeting of July 25, 1988. 7. UNFINISHED BUSINESS 7.1 Selection of City Auditor At a previous meeting, the City Council authorized the circulation of a Request for Proposal for Audit Services. The need to obtain new proposals was due to a reorganization of the City's previous auditing firrn. The City Council Audit Sub-Committee reviewed proposals submitted by 4 firms. STAFF RECOMMENDATION: Appoint Maze & Associates Accountancy Corporation as the City Auditor and authorize a budget transfer from 1988-89 Contingent Keserve in the amount of $1,700. 7.2 East Dublin Planning Agreement between the City of Dublin and Alameda County A draft agreement has been prepared between the City and Alameda County for payment of a portion of the cost to complete the East Dublin General Plan Amendment/Secific Plan Studies and Environmental Impact Report. STAFF RECOMMENDATION: Review and approve the agreement and authorize the Mayor to sign the agreement. ~. NEW BUSINESS 8.1 Civic Center Construction Manager Agreelnent Amendment (Harris & Associates) Ilarris & Associates currently provides Construction Inspection and Management Services on the Civic Center project pursuant to a contract approved in Decernber, 1986. The scope and size or ttle project have changed since the agreement \vas first negotiated including the anticipated length of the construction period. Therefore, an amendment to the agreement has been prepared. The additional services will increase this phase of the contract by $85,020 over the original agreement. STAFF RECOMMENDATION: ~eview request and adopt amended Agreement. 8.2 Albertsons Site Development Review request to remodel an existing store, including a 6,351+ square foot building addition and a new building mounted sign at 7333 Regional Street This Site Development Review request is to remodel the existing Albertsons Store, including an approximate 6,351 square foot building addition and a new building mounted sign. STAFF RECOl'H'iENDATION: Receive Staff presentation; receive comments frolll Applicant and public; deliberate; adopt Resolution approving request - OR - give Staff and Applicant direction and continue the matter. 9.
