for public information and perusal several days prior to a Council meeting at the Dublin Library and also in the
City Clerk's Office at the Civic Center.

Counci l Agenda. cooments should not exceed 5 minutes. If any person feels that this is not sufficient time to
address their concern, that person should arrange with the City Clerk to have their particular concern placed on the
agenda for a future meeting. The City Council CANNOT deliberate or take action on a non-agenda item UNLESS there is
factual evidence presented to the Council indicating that the subject brought up falls into one of the exceptions
under Government Code Section 54954.2.

BUSINESS
Building Law Enforcement contract Services Review and
Agreement Amendment
Since 1983, the city has contracted with the firm of
Taugher & Associates, Inc. Current services provided
include: Plan Checking; Inspection of Building construc-
tion; Housing Code Enforcement; and Administration of the
Building and Safety Department.
STAFF RECOMMENDATION: Review services and provide input on
performance; adopt Resolution authorizing Mayor to execute
amendment to agreement.

801 1991-92 Update to 5-Year capital Improvement Program (1990-95)
In the 1991-92 CIP Update, the total program cost is
estimated at $26,118,046. However, of that amount,
$5,082,315 has been expended, leaving a total of
$21,035,731 for the remaining 4 years of the CIP.
Recommended projects include: General Improvements $88,850;
Community Improvements $632,324; Parks Improvements
$3,487,811; and Street Improvements $16,826,746.
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
adopt Resolution approving 1991-92 Update to 5-Year CIP
. 8.2 Adoption of 1991-92 Annual Budget & Financial Plan
The City is required by law to adopt a budget and financial
plan. A copy of the Budget and Financial Plan for Fiscal
Year 1991-92 has been prepared by Staff for Council
consideration.
STAFF RECOMMENDATION: Open pUblic hearing; receive staff
presentation; receive presentations from groups requesting
funding: a) Family Crisis Center
b) Resources for Family Development
c) Valley Support Services
d) Dublin Substance Abuse Council
e) Dublin Fine Arts Foundation
f) Dublin Historical Preservation Association
g) Dublin Unified School District
h) Tri-Valley Community Television Corporation
i) Livermore-Amador Valley Transit Authority
Review Preliminary Budget by Program; ceive public comments;
close public hearing; deliberate; adopt Resolution.
9. OTHER BUSINESS
9.1 1991-92 Appropriations Limit
STAFF RECOMMENDATION: Approve use of County population
increase in calculation of 1991-92 Appropriations Limit and
adopt Resolution establishing Appropriations Limit of
$17,515,325 for FY91-92.
9.2 Establishment of Management Assistant and Engineering
Technician Positions
The 1991-92 Preliminary Budget includes funding for 2 new
positions which include a Management Assistant and an
Engineering Technician. This item provides for amendments
to the City's Classification and Salary Plans to add these
2 new positions.
STAFF RECOMMENDATION: Adopt Resolutions
9.3 City Contribution for Paratransit/Dial-A-Ride Program
The Livermore-Amador Valley Transit Authority (LAVTA)
provides Dial-A-Ride services to elderly and handicapped
residents. As part of Budget deliberations last year, the
Council approved an appropriation of $1,500 to assist LAVTA
in meeting requirements for fare box recovery. LAVTA is
requesting funding in Fiscal Year 1991-92 to meet current
service levels.
STAFF RECOMMENDATION: Approve and authorize the execution of
the second amendment to the Agreement.

11. ADJOURNMENT - The next Reaular Meetina of the Dublin City Council
will be Monday, July 8, 1991, 7:30 p.m., Civic Center Council
Chambers.
