prior to a Council meeting in the City Clerk’s Office and also at the Dublin Library.

3.ORAL COMMUNICATIONS - None
At this time, members of the audience are permitted to address the City Council on items of interest to the public; however, in
accordance with State Law, no ACTION or DISCUSSION shall take place on any item which is NOT on the City Council Agenda. The
Council may respond briefly to statements made or questions posed, or may request Staff to report back at a future meeting
concerning the matter. Further, a member of the City Council may direct Staff to place a matter of business on a future agenda. Any
person may arrange with the City Clerk (no later than 11:00 a.m., on the Tuesday preceding a regular meeting) to have an item of
concern placed on the agenda for the next regular meeting. The exceptions under which the City Council MAY discuss and/or take
action on items not appearing on the agenda are contained in GC 54954.2(b)(1)(2)(3).

6.PUBLIC HEARING
6.11995-96 Update to 1994-1999 Five-Year Capital Improvement Program
In June 1994, the City Council adopted a Five-Year Capital Improvement Program for
the period covering 1994-99. An update has been prepared for Fiscal Year 1995-96,
which considers changing conditions as well as revised City Council priorities. Total
funding for identified CIP projects is $21,054,568; with $8,964,498 funded and
$12,090,070 either unfunded or underfunded. The proposed 1995-96 CIP includes
funding to proceed with preliminary design of a widening project along Dublin
Boulevard between Clark Avenue and Sierra Court. The Planning Commission
recommended that the City Council initiate a General Plan Amendment Study for this
project to assure that the project is in conformity.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution
approving the 1995-96 Update to the CIP; adopt Resolution initiating a General Plan
Amendment Study.
6.2Adoption of the 1995-96 Annual Budget and Financial Plan
The total recommended appropriations for FY 1995-96 are $23,590,848 and the total
anticipated net expenditures are $20,844,020.
STAFF RECOMMENDATION: Open public hearing; receive Budget overview from
Staff; receive presentations from community groups/organizations requesting funding;
review Preliminary Budget by program; receive public comments; close public hearing;
determine which community groups/organizations’ funding requests should be funded for
FY 1995-96; determine which services should be funded for FY 1995-96; adopt Resolution
approving 1995-96 Budget

8.NEW BUSINESS
8.1Adoption of Appropriations Limit for 1995-96, including a revision to Fiscal Year 1994-95
Base
State Law requires cities to annually calculate the appropriate adjustment to the
Appropriations Limit established by Article XIII B of the State Constitution. Staff has
prepared the necessary calculations which include an adjustment to the base Limit
adopted for 1994-95. Only those appropriations which are funded by “Proceeds of
Taxes” are subject to the Limit. The proposed 1995-96 Appropriations Limit is
$23,690,214 and appropriations subject to the Limit only total $12,375,629.
STAFF RECOMMENDATION: Approve the selected factors used to calculate the Revised
1994-95 Limit and the 1995-96 Limit and adopt Resolution.

June 28, the meeting will be continued to June 29, beginning at 6:00 p.m. The next Regular
Meeting of the City Council will be on Tuesday, July 11, 1995, at 7:00 p.m.
