At this time, the public is permitted to address the City Council on non-agendized items. Please stop to the podium and clearly state

or discussion may take place on any ~em not appearing on the posted agenda. The Council may respond to statements made or
questions asked, or may request Staff to report back at a future meeting concerning the m~tter~ Any member of the public may
contact the City Clerk'S Offic~ related to the proper procedure to place an item on a future City Council agenda. The exceptions
under which the City Council MAY discuss and/or take action on items not appearing on the agenda are contained in Government
Code Section 54954~2(b)(1)(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City
Council with one single action. Members of the audience, Staff or the City Council who would like an item
removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item.
4.1 Minutes of Regular Meeting of June 17~ 2003
STAFF RECOMMENDATION: Approve
4.2 Award of Bid, Contract 03-12, Striping and Marking Contract (File # 600-35)
This contract is a two-year agreement for replacing existing pavement striping and markings
throughout the City as needed. The Chrisp Company submitted the low bid of $61,645.
STAFF RECOMMENDATION: Adopt Resolution.
4.3 Acceptance of Work - Civic Center Library Furniture (File # 690-30)
Agati Furniture, Inc., has successfully completed improvements for custom wood furniture for
the new Civic Center Library.
STAFF RECOMMENDATION: Adopt Resolution accepting improvements and authorize Staff
to accept a maintenance bond in the mount of $48,090 at a future date.
Acceptance of Work, Contract 01-08, Traffic Signal at Dougherty Road and Willow Creek
Drive (File # 600-35)
This project installed a traffic signal system at the intersection of Dougherty Road and Willow
Creek Drive. The project has been satisfactorily completed and is ready for acceptance and
maintenance by the City.
STAFF RECOMMENDATION: Accept improvements and authorize the release of retention
after 35 days if there are no subcontractor claims.
4.5 Authorization to Solicit Bids for Contract 03-14, 2003-04 Annual Slurry Seal Program
(File # 600°35)
This project will resurface various City streets with a slurry seal, which is a mixture of oil and
sand which seals cracks in older pavement to preclude water from entering the subgrade of the
roadway and weakening the structural capacity of the pavement.
STAFF RECOMMENDATION: Authorize Staffto advertise for bids.
4.6 Acceptance of Work, Contract 02-18, Traffic Signal Battery Backup Systems (BBS)
(File # 600-35)
This project installed new BBS at eight intersections and converted an existing unit to full operation.
The project also included upgrade of the intersections to full LED (light emitting diode) installations.
The project was completed within funds budgeted. The City expects to receive a grant from the
California Energy Commission to partially offset the cost of the new BBS.
STAFF RECOMMENDATION: Accept work and authorize payment to Republic Electric, Inc.,
less retention to be paid in 35 days if no subcontractor or supplier claims are received.
4.7 Adoption of Resolutions Amending the City's Salary Plan for Fiscal Year 2003-04
(File # 700-20)
The City Council will consider adjustments to the City's Salary Plan for FY 2003-04 which
were recommended from a comprehensive salary survey of similar classifications of other
municipal agencies.
STAFF RECOMMENDATION: Adopt Resolution(s) mending the Salary Plan for: 1) Full-
Time Personnel and 2) Management Positions Exempt from Competitive Service
4.8 Financial Reports for the Month of May 2003 (File # 330-50)
STAFF RECOMMENDATION: Receive Reports.
Amendment to Agreement with TJKM Transportation Consultants for Traffic
Engineering Services (File # 600-30)
This amendment would extend the contract for Traffic Engineering Services with TJKM for
an additional two years° It also includes a fee increase for FY 2003-04.
STAFF RECOMMENDATION: Adopt Resolution.
4.10 Approval of Consulting Services Agreement with Ruggeri-Jensen-Azar & Associates (RJA)
for services in establishing future right-of-way lines for Tassajara Road between Dublin
Ranch Phase I and the Alameda County Line and for Fallon Road between Dublin Ranch
Area A and Tassajara Road (File # 600-30)
The City Council will consider entering into a contract with Rugged-Jensen-Azar &
Associates to assist City Staff in establishing right-of-way lines for the future widening of
Tassajara Road and the north end of Fallon Road.
STAFF RECOMMENDATION: Adopt Resolution.
4.11 Prudential Life, Accidental Death & Dismemberment (AD&D), Long Term Disability
(LTD) and Short Term Disability (STD) Insurance Rate Renewal (File # 720-50)
The City Council ~dll consider the renewal of the City's Prudential Financial Services
contract for Life, AD&D, LTD and STD Insurances.
STAFF RECOMMENDATION: Authorize City Manager to accept the rate renewal as provided
by ABD Insurance Services on behalf of Prudential Financial.
4.12 Delta Dental Contract Renewal and Amendment (F~e # 720-40)
The City Council will consider renewal of the City's Delta Dental contract to include a benefit
enhancement.
STAFF RECOMMENDATION: Authorize City Manager to execute a contract amendment with
Delta Dental.
4.13 Revisions to the Personnel System (File # 700-40)
The City Council will consider revisions to the City's Personnel System Rules and the
Resolution for Management Positions Exempt from Competitive Service to include an
increase in General Leave accrual and the establishment of an Administrative Leave program.
STAFF RECOMMENDATION: Adopt Resolution(s}.
4.14Warrant Register ($1,655,864.96) dated July 1, 2003 (File # 300-40)
STAFF RECOMMENDATION: Approve
5. WRITTEN. COMMUNICATIONS - None
6. PUBLIC HEARING
6.1 Zoning Ordinance Amendment PA 03-020 - Amendment to Chapter 8.12, Zoning Districts
and Permitted Use of Land; Chapter 8.64, Home Occupations Regulations; Chapter 8.76,
Off-Street Parking and Loading Regulations; and Chapter 8.80, Second Unit Regulations
of the Dublin Municipal Code (Zoning Ordinance) (File # 450-20)
The City Council will consider amending various Chapters of the Dublin Municipal Code
(DMC) (Zoning Ordinance).
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and
INTRODUCE Ordinance to amend the DMC (Zoning Ordinance)
6.2 Fairway Ranch Affordable Housing Community, Site Development Review (SDR), Density
Bonus and 4 Development Agreements PA 03-010 (File # 600-60/430-80)
The City Council will consider an application from the Lin family for a SDR, Density Bonus
and 4 Development Agreements for the construction of 930 residential units of which 587 will
be affordable to very-low, low and moderate income households. The project will be located
within the Eastern Dublin Specific Plan, Dublin Ranch Area B, between Dublin Boulevard
and Central Parkway, east of Keegan Street.
STAFF RECOMMENDATION: Conduct public heating; deliberate; adopt Resolution
approving SDR and Density Bonus; waive reading and INTRODUCE Ordinance approving
Development Agreements; continue item to July t 5m City Council meeting for second reading
and adoption of Ordinance.
7. UNFINISHED BUSINESS
7ol Consultant Services Agreement- Bus Shelter Fabrication (File # 600-30)
The City Council will consider a Consultant Services Agreement with Artist Dan Dykes for
fabrication of three bus shelters to be placed in downtown Dublin based on a design
previously approved by the Council in February, 2003.
STAFF RECOMMENDATION: Approve and authorize Mayor to execute Agreement.
7.2 Consultant Selection for the preparation of the Resource Management Plan within the
Eastern Dublin Property Owners Annexation Area (EDPO) PA 02-{}57 (File # 600-30)
The City Council will consider selecting a Staff recommended Consultant (Wetlands
Research Associates) to prepare a Resource Management Plan vdthin the recently annexed
area known as the Eastern Dublin Property Owners area.
STAFF RECOMMENDATION: Adopt Resolution and authorize City Manager to negotiate
and execute contract not to exceed $167,708.
8. NEW BUSINESS
8.1 Authorization to Solicit Bids, Contract 03-11, 1-580/San Ramon Road/Foothill Road
Interchange Improvement Project (File # 600-35)
This project would realign the westbound I~580 off ramp at San Ramon Road from a clover leaf to
a tee intersection and would install a traffic signal at this tee intersection. The improvements
would solve the short weaving movements between the off ramp and Dublin Boulevard.
STAFF RECOMMENDATION: Authorize Staff ~o advertise for bids.
8.2 Senior Center Art Design (File # 600-30)
The Senior Center Art Selection Committee, the Senior Center Advisory Committee, the Heritage
& Cultural Arts Commission and the Parks & Community Services Commission are
recommending approval of the "Wisdom Through the Ages" artwork design by Rowland Cheney.
STAFF RECOMMENDATION: Approve the artwork.
8.3 Review of Services and New Three-Year Agreement with MCE Corporation for Public
Works Maintenance Services (File # 600-30)
Thc City Council will review and evaluate services provided by MCE Corporation and
consider a new three-year agreement with the ability to request annual rate increases.
STAFF RECOMMENDATION: Adopt Resolution.
8.4 Request from Dublin Unified School District (DUSD) for additional funding for technical
support under the Computers For Our Schools Project (File # 600-40/515-20)
The City Council will consider a request from the DUSD for $125,000 to fund Technical
Support under the Computers For Our Schools Project.
STAFF RECOMMENDATION: Authorize City Manager to execute Agreement with DUSD.
8.5 Agreement with Daniel B. Lopez for the provision of detailed analysis of prospective
affordable housing projects as assigned by Staff (File # 600-30)
The City Council will consider entering into an agreement with Daniel B. Lopez for specific
financial and evaluative services relating to affordable housing developments.
STAFF RECOMMENDATION: Adopt Resolution and authorize the Community Development
Director to execute agreement on behalf of the City.
8.6 Loan Commitments and Letters of Support and Commitment of Financial Contribution
for the California Debt Limit Allocation Committee (CDLAC) Bond Allocation
Applications for Fairway Ranch (File # 600-60)
The City Council will review financial spreadsheets and determine if the City of Dublin will
provide loan commitments and letters of support for the Fairway Ranch Senior Housing
Project and the Multi-Family Housing Project.
STAFF RECOMMENDATION: Approve and authorize Mayor to sign letters of support for
both Fairway Ranch Projects, the Senior Project and the Multi-Family Project; approve Loan
Commitments for the Senior Project and the Multi-Family Project; and adopt Resolution.

Tour) - July 9, 2003, at 1:00 p.m., beginning at The Seasons Apartments located at 125 Cedar
