DUBLIN CITY COUNCIL
REGULAR MEETING - July 8, 1991 DUBLIN CIVIC CENTER

A complete packet of information containing all Staff Reports and exhibits related to each agenda item is available
for public information and perusal several days prior to a Council meeting at the Dublin Library and also in the
City Clerk's Office at the Civic Center.

3. ORAL COMMUNICATIONS
3.1 Demonstration of Semi-Automatic Defibrillator and Report on
Program by Dougherty Regional Fire Authority Chief Ritter
At this time, members of the audience are permitted to address the City Council on any item which is NOT on the City
Council Agenda. Comments should not exceed 5 minutes. If any person feels that this is not sufficient time to
address their concern, that person should arrange with the City Clerk to have their particular concern placed on the
agenda for a future meeting. The City Council CANNOT deliberate or take action on a non-agenda item UNLESS there is
factual evidence presented to the Counci l indicating that the subject brought up falls into one of the exceptions
under Government Code Section 54954.2.
4. CONSENT CALENDAR
Consent Calendar items are typically of a non-controversial nature and are considered for approval by the City Council
with one single action. Members of the audience who would like an item removed from the Consent Calendar for purpose
of public input may request the City Council to remove the item. The request may be made at the time that the Mayor
asks the audience members if there is anyone interested in removing an item from the Consent Calendar.
4.1 Minutes: Regular Meeting of June 24, 1991
STAFF RECOMMENDATION: Approve
4.2 Ten Foot Public Utility Easement Abandonment
This 10' Public Utility Easement, located at 7601 Amador
Valley Boulevard contains no utilities and serves no
purpose. The property owner agrees that the easement
should be abandoned.
STAFF RECOMMENDATION: Adopt Resolution.
4.3 Alameda County Training and Employment Board/Associated
Community Action Program (ACTEB/ACAP)
The city of Dublin is a member of ACTEB/ACAP. This entity
will be dissolving as a result of assumption of programs by
Alameda County. There currently are several legal issues
pending with the Federal Department of Labor. The 2
parties have reached a proposed settlement agreement.
STAFF RECOMMENDATION: Adopt Resolution approving agreement.
4.4 City Treasurer's Investment Report for Period Ending June 30,
1991
STAFF RECOMMENDATION: Receive Report.
405 Award of Copier Bid for Shannon Center
The City recently solicited bids for a copy machine for
Shannon Center which would replace the Royal 145R purchased
in 1982. C.G.Inc., submitted the lowest of 4 bids received
($8,169.45 + Optional Maintenance & Supplies $1,960.33)
STAFF RECOMMENDATION: Award bid to C.G.Inc. and direct Staff
to issue appropriate purchase order.
4.6 Agreement to Share Business License Information with Dublin
San Ramon Services District
DSRSD has expressed a desire to obtain access to the City'S
complete data base of businesses operating within the City
for purposes of water regulations and fee structuring. An
agreement has been developed which holds the City harmless
against all claims, precludes the transmission of any
confidential financial information, and provides for the
termination of the agreement by either party by use of a
written notice.
STAFF RECOMMENDATION: Authorize Mayor to execute agreement.
4.7 East Bay Division of the League of California cities
Resolution Related to Urban Growth in cities
The East Bay Division of the LOCC is requesting support for
a policy position that all urban development take place
within cities and that no urban development take place
within unincorporated county territory
STAFF RECOMMENDATION: Adopt Resolution.
4.8 Warrant Register Dated July 8, 1991
STAFF RECOMMENDATION: Approve
5: WRITTEN COMMUNICATION
5.1 Request from Mayor of Fremont to consider applying to the
state for the creation of a new agency to administer Job
Training Partnership Act (JTPA) funds
This proposal requests a commitment on the part of cities
in southern and eastern Alameda County to file an
application to form a new agency, and came about as a
result of concerns related to the current administration of
JTPA funds under the auspices of Alameda County. The City
of Fremont would act as the lead agency and Staff estimates
that Dublin's contribution would be approximately $660, in
addition to undetermined Staff time.
STAFF RECOMMENDATION: Consider request.

8. NEW BUSINESS
8.1 East Dublin status Report
Alameda County has come forward with a proposal for mixed
use on the Santa Rita property and a proposal to
renegotiate the current annexation agreement. The future
direction of the East Dublin process needs to be discussed
in light of these proposals.
STAFF RECOMMENDATION: Proceed with negotiating a mixed use
concept on the Santa Rita property 0 Enter into negotiations
with the County on amending the current annexation agreement.
8.2 League of California cities 93rd Annual Conference Policy
Resolutions & Designation of voting Member and Alternate
Each year, cities in California are given an opportunity to
present for consideration resolutions which have policy
implications. The resolutions are presented at the League
of California cities Conference, which is being held
October 13-16p 1991 in San Francisco.
STAFF RECOMMENDATION: 1) Consider topics which would be
worthy of a policy resolution and direct Staff to prepare any
appropriate resolution for consideration before August 29,
1991; 2) designate the Voting Member and Alternate; and 3)
provide Staff with direction on the scheduling of the
October 14, 1991 City Council meeting.
